Description

Infrastructure support for the use of electric transport, biogas and renewable hydrogen in transport supports investments related to the expansion of the electric car charging network and the gas car refuelling network. The support is granted to five different groups: high-power vehicle charging points, local public transport charging points, refuelling points for compressed biogas, refuelling points for liquefied biogas and refuelling points for renewable hydrogen. The granting of the support shall be decided on the basis of a tendering procedure. More detailed instructions and dates can be found on the Energy Authority's website in the section on road transport infrastructure support.

How to use it

Read in advance the terms and conditions of the tendering process and the information required in the tendering process about the instructions for support applicants. Use Suomi.fi e-Authorization to authorise one or more people as the tenderer. The mandate can be found under the category Energy supply, and its name is Application for infrastructure support for electric transport and biogas transport use. If the Suomi.fi e-Authorization cannot be made, please contact us by e-mail infratuki@energiavirasto.fi. Fill in and submit the tender form in the Energy Authority's electronic service.

Conditions

Support may be granted to * businesses * municipalities * other communities. The support may not be granted to * organisations whose activities are funded from the governmental budget * agencies, institutions or other bodies within a financial organisation * founding projects receiving government transfers * housing companies or residential properties or related projects * farms, except for projects carried out in connection to a farm that are clearly not related to agricultural production. In addition, the support cannot be granted if a business or community has financial difficulties. Applying for infrastructure support requires that the company has authorised one or more representatives to submit an application with a Suomi.fi e-Authorization.

Natural gas network operations may only be carried out in a natural gas network located in Finland with a licence issued by the Energy Authority (natural gas network permit). However, natural gas network operations in which the natural gas network only manages the supply of natural gas within a property or a similar property group are not subject to a permit. A natural gas network permit cannot be transferred to another. A distribution system operator engaged in licensed natural gas network operations shall apply for a distribution system natural gas network permit. A closed distribution network’s natural gas network permit is applied for using a separate closed distribution network’s natural gas network permit application form. In the transmission network, natural gas network operations may be carried out under the power network licence of the transmission system operator. A separate line natural gas network permit entitles the applicant to carry out natural gas network activities in a separate line built by the applicant.

How to use it

1. Fill in the application form for the natural gas network permit and its appendices electronically. 2. Print the application form and sign it manually. If you are applying for a natural gas network permit in a distribution network, also print insurance attachments and sign them manually. 3. Attach the reports and attachments mentioned in the form to the application. 4. Send the application and its appendices primarily by e-mail to the registry of the Energy Authority. You can also post the application and its attachments to the Energy Authority.

The operator of a wind power station in a wind power compensation area must pay the wind power fee. The purpose of wind power compensation is to enable the construction of wind power stations in wind power compensation areas without disturbing Finland’s territorial surveillance and military aviation. The compensation area, i.e. the Bothnian Bay wind power area, comprises of approximately 2,425 square kilometres located in the municipalities of Hailuoto, Lumijoki, Raahe, Siikajoki and Pyhäjoki. You can find the boundaries of the area on the following map: https://www.finlex.fi/data/sdliite/liite/6262.pdf. The wind power fee is €50,000 per turbine. The wind power fee is paid in five instalments, each of which is 20% of the total sum.

How to use it

Submit a free-form notification of the wind power station to the Energy Authority before commissioning the station for commercial use. The notification must contain information on * the number of turbines in the wind power station * the time of commercial commissioning * the location (street address or coordinates of the power plant). Submit the notification preferably by email to the Energy Authority’s registry. You can also submit the notification by mail or through the Permits and Supervision Service. If the number of turbines in the station changes or its management is transferred to another operator, you must notify the Energy Authority without delay.

The Energy Authority shall define the areas of competence for the trainer in which the trainer can provide additional and upgrading professional training leading to certification to installers of renewable energy systems. The competence areas are solar thermal systems, photovoltaic systems, biothermal systems and heat pump systems.

Conditions

Electricity network operations require a power network licence if the electricity network is located in properties controlled by several parties. If the electricity network is used to manage the internal electricity supply of a property or a property group, no power network permit is required. The power network license cannot be transferred to another party. The distribution system operator's power network licence is required for electricity network operations in a distribution network or in a high-voltage distribution network. A closed distribution network’s power network licence is applied for using a separate closed distribution network’s power network licence application form. Description

A project permit must be applied for the construction of a high-voltage power cord from the Energy Authority. The project permit is required for cords, interconnectors and connecting wires in the mains or high-voltage distribution network with a rated voltage of 110 kV or more. However, a project permit is not needed for building an internal power cord for a property or a corresponding property group. A project permit must be applied to the Ministry of Economic Affairs and Employment for power cords with a nominal voltage of at least 110 kV that cross the national border.

How to use it

Submit the signed project permit application to the Energy Authority primarily by e-mail to the Registry of the Energy Authority. You can also deliver the form by mail or through the Permits and Supervision Service. The application for a project permit shall state: 1. information on the developer; 2. the main technical data and the management master plan map; 3. cost estimate and construction schedule; 4. a report on the need for management to secure the transmission of electricity; 5. a report on the environmental impact of management and its suitability for land use in the area; 6. a statement from the system operator to whose power supply the high voltage line is intended to be connected; 7. opinion of the distribution system operator of the area of responsibility; 8. other information necessary for the processing of the permit. The Energy Authority must be contacted in case of a need for a permit for the refurbishment of high-voltage power cords. Submit the request for a statement to the Energy Authority primarily by e-mail.

Conditions

A prerequisite for granting a project permit for a power cord is that the construction of a power cord is necessary to secure the transfer of electricity. A project permit may be granted under certain conditions without a means-test in the case of a connecting line or a high-voltage power supply line of the distribution system operator.

Electricity retailers shall notify the Energy Authority of information relating to the retail sale of electricity. The supplier shall report electricity retail prices that the retailer generally provides electricity to consumers and other electricity users with a main fuse of up to 3 x 63 A, or where electricity is purchased at up to 100,000 kW per year. The supplier shall report the terms and conditions of sale relating to the electricity sales product, which, from the consumer's point of view, differ significantly from those generally applied in the sector. The supplier shall report annually the following key figures: * number of places of electricity use and total annual consumption divided by location groups * sales volume of electricity from renewable energy sources * quantities of electricity sales contracts

How to use it

Supply the electricity retail price data and key figures by entering them in the Finnish Energy Authority's price information system. Deliver the terms and conditions of sale of electricity to the Energy Authority primarily by e-mail to the Registry of the Energy Authority. You can also send the conditions of sale by post to the Energy Authority.
