Traficom organises training for first-time applicants for a flight examiner’s or language proficiency examiner’s certificate and refresher training for certificate holders wishing to maintain their certifications. After successful completion of training, Traficom authorises flight and language examiners for the relevant tasks. How to use it

Engaging in the professional transport of goods using a vehicle or vehicle combination with a total mass of over 3.5 tonnes requires a goods transport licence, with the following exceptions: * Goods may be transported by tractor without a goods transport licence if the tractor has a maximum authorised speed of 60 kilometres per hour. * A holder of a passenger transport licence may also transport goods by bus or coach. Engaging in the professional transport of goods in mainland Finland using a vehicle or vehicle combination with a total mass of over 2.5 tonnes but no more than 3.5 tonnes requires the submission of a notification to Traficom. * The notification is company-specific, not vehicle-specific. * Transport licence holders are also required to submit a notification if they engage in the professional transport of goods in mainland Finland using a vehicle or vehicle combination with a total mass of over 2.5 tonnes but no more than 3.5 tonnes. Engaging in the professional transport of goods in international road transport using a vehicle or vehicle combination with a total mass of over 2.5 tonnes but no more than 3.5 tonnes requires a light goods transport licence. Engaging in the professional transport of goods using a vehicle or vehicle combination with a total mass of 2 tonnes or less does not require a transport licence or the submission of a notification.

Description

Erivapaus luotsinkäyttövelvollisuudesta on aluskohtainen lupakirja, joka voidaan myöntää aluksen päällikölle tai perämiehelle, jos aluksen bruttovetoisuus on alle 3700 tai jos hakemuksen kohteena on jäänmurtaja. Erivapaus luotsinkäyttövelvollisuudesta voidaan myöntää yksittäiselle tai useammalle väylälle. Koulutusvaatimuksena on 12 kuukauden kokemus liikenteestä hakemuksen kohteena olevalla vesialueella hakemusta edeltävän viiden vuoden aikana. Tästä ajasta aluskohtaista kokemusta on oltava vähintään puolet. Saimaan kanavaa koskevan erivapauden saamiseksi edellytetään lisäksi 15 harjoittelumatkaa kumpaankin suuntaan Saimaan kanavalla. Vaadittavan kokemuksen ja harjoittelumatkojen tulee olla hankittuna aluksen päällikkönä tai perämiehenä. Jäänmurtajia koskevat omat erityisvaatimuksensa. Koulutusvaatimuksena on 6 kuukauden kokemus jäänmurtotehtävistä hakemuksen kohteena olevalla vesialueella hakemusta edeltävän viiden vuoden aikana, josta ajasta aluskohtaista kokemusta on oltava vähintään puolet. Vaadittavan kokemuksen ja tulee olla hankittuna jäänmurtajan päällikkönä tai perämiehenä. Halutessaan hakija voi korvata 1/3 vaaditusta kokemuksesta ja/tai harjoittelumatkoista simulaattoriharjoittelulla. Erivapautta luotsinkäyttövelvollisuudesta hakevan henkilön on suoritettava hyväksytysti Traficomin hyväksymä tutkinto, joka sisältää kaksi osakoetta, kirjallisen kokeen ja simulaattorissa tehtävän kokeen.

How to use it

Hae lupaa lentonäytökselle tai lentokilpailulle vähintään 30 vuorokautta ennen suunniteltua tapahtumaa. Huomioithan, että tapahtuma voi edellyttää myös muita yleisötilaisuuden edellyttämiä lupia.

Conditions

Lentonäytöslupaa voi hakea yritys tai yhteisö, joka aikoo järjestää lentonäytöksen Suomessa. Suomessa järjestettäviä lentonäytöksiä ja taitolentoesityksiä koskee ilmailumääräys OPS M1-2. Määräys sisältää lentonäytöksiä, taitolentoesityksiä sekä niiden suunnittelua, sekä lentokilpailuja koskevat vaatimukset. Lentonäytöksen ohjelmaan sisältyvää laskuvarjohyppytoimintaa koskevat vaatimukset on esitetty ilmailumääräyksessä OPS M6-1. Laskuvarjohyppytoiminnan osalta tulee noudattaa ilmailumääräyksen OPS M6-1 perusteella annettuja ohjeita. Traficomin myöntämän luvan lisäksi lentonäytöksen ja -kilpailun järjestämiseksi tarvitaan poliisiviranomaisen lupa tai vähintään ilmoitus poliisille. Lisätietoja poliisin myöntämästä luvasta saa oman paikkakunnan poliisilta.

Kiinnitettyä ilma-alusta voidaan käyttää velan vakuutena. Kiinnitystä voi hakea ilma-aluksen omistaja tai velkoja. Jos hakijana on velkoja, vaaditaan omistajan kirjallinen suostumus kiinnitykseen. Kiinnityspäätökset ovat maksullisia toimenpiteitä. Vahvistettu ilma-aluskiinnitys on voimassa 10 vuotta vahvistamispäivästä, ellei sitä erikseen kuoleteta. Voimassaoleva ilma-aluskiinnitys voidaan myös uudistaa, jolloin kiinnitys on voimassa 10 vuotta uudistamispäivästä. Ilma-aluskiinnityksissä käytettävät velkakirjat ovat yleisimmin haltijavelkakirjoja. Traficom merkitsee todistuksen ilma-aluskiinnityksen vahvistamisesta, uudistamisesta ja kuolettamisesta sekä velkakirjaan että liikenneasioiden rekisteriin.

Muutostyöt ovat muutoksia ilma-aluksen tyyppisuunnitelmaan, mukaanlukien muutokset ilma-aluksen ohjekirjoihin, kuten lentokäsikirjaan tai huolto-ohjeisiin. Muutostyö- tai korjausohjeet ovatkin olennainen osa muutostyö- tai korjaussuunnitelmaa. Viranomaishyväksynnän myötä ohjeista tulee hyväksyttyjä huolto-ohjeita, joiden mukaan huoltaja pystyy toteuttamaan muutostyön tai korjauksen. Poikkeuksen tähän muodostaa ainoastaan EASA:n julkaisemat vakiomuutostyöt ja -korjaukset, joissa annetaan huoltajalle mahdollisuus tehdä hiukan suunnittelua tarkasti määrätyissä rajoissa ilman erillistä hyväksyntää. Muutostyöt luokitellaan pieniksi tai suuriksi ja niiden hyväksymismenettely poikkeaa hieman luokituksen mukaan. EASA -ilma-aluksille voi hakea hyväksyntää pienelle muutostyölle kuka tahansa EASA:lta, tai hyväksytty suunnitteluorganisaatio voi hyväksyä sen oman toimilupansa puitteissa. Suurelle muutostyölle pitää hyväksytyn suunnitteluorganisaation hakea hyväksyntää EASA:lta. Muutostyölle voidaan myös myöntää erillinen lisätyyppihyväksyntä (Supplemental Type Certificate, STC). Muutostyöhyväksynnän hakijan tulee osoittaa, että ilma-alus täyttää muutettunakin sovellettavat lentokelpoisuusvaatimukset. Muutostyösuunnitelmaan tulee sisältyä tarvittavat ohjeet muutostyön suorittamiseksi, mahdolliset lentokäsikirjaan liitettävät ohjeet ja jatkuvan lentokelpoisuuden ylläpitämiseksi tarvittavat ohjeet, eli muutostyöstä johtuvat muutokset ilma-aluksen huolto-ohjeisiin. EASA:n sääntelyn alaiseen ilma-alukseen asennettavan muutostyön tulee olla Euroopan lentoturvallisuusviraston hyväksymä. Ennen EASAn perustamista Suomessa tai jossain muussa jäsenvaltiossa hyväksytyt muutostyöt katsotaan EASAn hyväksymiksi. Kansallisen sääntelyn alaisten ilma-alusten osalta muutostyöhyväksynnät myöntää ilmailuviranomainen kansallisten määräysten mukaisesti. Ilmailuviranomainen on kerännyt Suomessa rekisteröityihin ilma-aluksiin tehtyjä muutostöitä listalle. Kaikki ennen 28.9.2003 Suomessa tai muussa jäsenvaltiossa hyväksytyt muutostyöt voidaan katsoa EASAn hyväksymiksi. Myös ennen 28.9.2003 asennetut STC:t katsotaan EASAn hyväksymiksi.

Vaarallisten aineiden kuljetuksesta annetun lain mukaan Suomeen sijoittuneen vaarallisten aineiden tie- tai rautatiekuljetusten turvallisuusneuvonantajan nimeämisvelvollisen on ilmoitettava turvallisuusneuvonantajan nimeämisestä Liikenne- ja viestintävirastolle. Myös tietojen muutoksista on ilmoitettava. Voit tehdä turvallisuusneuvonantajan nimeämisen oheisella sähköisellä lomakkeella.

Ilmoituksessa ei ilmoiteta turvallisuusneuvonantajan henkilötietoja, ainoastaan nimettyjen turvallisuusneuvonantajien lukumäärä yrityksessä. Saat vahvistuksen sähköpostitse, kun ilmoitus on vastaanotettu Traficomissa.

Conditions

Vaarallisten aineiden kuljetuksesta annetun lain (541/2023) mukaan vaarallisten aineiden tie- tai rautatiekuljetusta sekä näihin kuljetuksiin liittyvää pakkaamista, lähettämistä tai muuta vaarallisten aineiden kuljetuksen turvallisuuteen liittyvää toimintaa harjoittavan on nimettävä yksi tai tarvittaessa useampi turvallisuusneuvonantaja. Suomeen sijoittuneen vaarallisten aineiden tie- tai rautatiekuljetusten turvallisuusneuvonantajan nimeämisvelvollisen on ilmoitettava turvallisuusneuvonantajan nimeämisestä Liikenne- ja viestintävirastolle. Myös tietojen muutoksista on ilmoitettava. Nimetyllä turvallisuusneuvonantajalla on oltava voimassa oleva todistus turvallisuusneuvonantajan kokeen suorittamisesta. Lisäksi turvallisuusneuvonantajaksi nimettävältä on oltava kirjallinen suostumus tehtävään.

Description

Ilmoituksenvarainen koulutusorganisaatio (DTO) voi antaa koulutusta yksimoottorisilla lentokoneilla ja helikoptereilla kevyiden ilma-alusten (LAPL) sekä yksityislentäjän lupakirjaa (PPL) varten. Lisäksi DTO voi antaa koulutusta lupakirjoihin liittyviä yksimoottoristen ilma-alusten tyyppi-, luokka- ja yölentokelpuutuksia varten sekä taitolentokoulutusta ja hinauslentokoulutusta. Edellytykset ilmoituksenvaraiselle koulutusorganisaatiolle Koulutusorganisaation henkilöstö Ilmoituksenvaraisella koulutusorganisaatiolla on oltava vastuullinen edustaja sekä koulutuspäällikkö. Halutessaan sama henkilö voi hoitaa sekä vastuullisen edustajan että koulutuspäällikön tehtäviä. Mikäli koulutusorganisaatio toimii useammalla lentopaikalla, jokaisella lentopaikalla on oltava apulaiskoulutuspäällikkö, joka vastaa kyseisen lentopaikan lentokoulutuksesta. Organisaatiolla on myös oltava toiminnan laajuuteen nähden riittävä määrä teoria- ja lennonopettajia. Käytettävät tilat ja lentopaikat Ilmoituksenvaraisella koulutusorganisaatiolla on oltava käytettävissään riittävät tilat teoriaopetuksen järjestämiseen. Lentokoulutus on tapahduttava organisaation Traficomille ilmoittamalta lentopaikalta matkalentojen määräkenttiä lukuunottamatta. Käytettävät ilma-alukset Lentokoulutus on annettava ilma-aluksella, jossa on kaksoisohjaimet oppilaan ja lennonopettajan käytettäväksi. Ilma-aluksen on oltava myös asianmukaisesti vakuutettu koulutustoiminta huomioiden. Myös ilma-aluksen lentokelpoisuustodistuksen on oltava voimassa ilmoitusta jätettäessä. Sisäinen valvonta Ilmoituksenvaraisella koulutusorganisaatiolla on oltava turvallisuuspolitiikka ja sen on toteutettava sisäistä valvontaa sekä poikkeamien käsittelyä. Tarkemmat vaatimukset turvallisuuspolitiikalle löydät Komission asetuksen 1178/2011 kohdasta DTO sekä sitä koskevasta AMC:stä.
