City environment sector's Evironmental protection unit will give advice on who is in charge of extermination of the rats. When necessary, the Evironmental protection unit can assess whether the detached house, terraced house or apartment building area has so many rats that they may cause a health hazard. If there is found to be a health hazard, the Evironmental protection unit can obligate the owner of the real estate to exterminate the rats from the area. Isolated rat sightings are not usually considered a health hazard which would require action from the Evironmental protection unit. If there are so many rats that they may cause a health hazard, a municipal health protection authority may order the necessary measures for exterminating a pest. In such situations, a representative from the Evironmental protection unit will, for example, visit the reported location and inspect it in order to assess the health hazard. The Evironmental protection unit will not carry out the extermination or give advice on how to perform it. Extermination of rats and other pests is the responsibility of the building owner. If you observe rats, you should first contact the owner of the plot or the building manager. If you see rats in the parks and on the streets of Helsinki, you can report your sightings directly to the customer service department of the City environment sector's customer service.

A resident parking permit allows you to park in your residential area’s designated parking spaces for a monthly fee. Designated parking areas are marked with an additional panel placed below the parking sign. Resident parking permits are only used in the inner city.  You can get a resident parking permit if  - you live in a resident parking zone  - you have a valid driving licence - you are the owner or holder of the vehicle for which you are applying for a permit - your vehicle belongs to the same category as your driving licence - your vehicle is commissioned. We will check this information in the Finnish Population Information System of the Digital and Population Data Services Agency and the Transport Register of the Finnish Transport and Communications Agency Traficom. Please make sure that your information is up to date and your permit is valid. You can buy a permit for a car, van, motorcycle, motorised quadricycle or another vehicle with a maximum mass of 4.25 tonnes. If the vehicle is decommissioned, the permit is no longer valid. Every vehicle owner or holder has the right to obtain a personal parking permit, provided that the permit conditions are met. A single vehicle can be issued multiple permits for different areas, and the number of permits is not limited. Depending on the zone, the permit costs between €45 and €69.30 per month. Fully electric vehicles get a discount on the fee. You can buy permits for two vehicles. The price for a second vehicle permit is one and a half times the regular price of a permit.

You can apply for the right to commence in connection with the actual permit application for the project or with a separate application. The right to commence is to be applied for by the same person who applies for the actual permit for the project. Apply for the right to commence no later than 14 days after the end of the appeal period for the project’s permit decision. The decision on the right to commence is subject to a fee. Acceptable sureties must be provided when applying for the right to commence. The sureties will be used as security against any harm, losses or costs caused by revoking the decision or amending the permit. Once the right to commence has been granted, you can start the work for which you have applied for the right to commence.

Right-of-occupancy housing is State-subsidized housing. Occupants pay a right-of-occupancy fee and a regular fee comparable to rent. Applicants for right-of-occupancy housing must first apply for right-of-occupancy queuing numbers.

Conditions

Right-of-occupancy housing can be applied for by persons aged 18 and older who do not own a home adequate for living in the area and have no means to acquire a home. Restrictions concerning financial means do not apply to persons aged 55 and older. The Helsinki region (Helsinki, Espoo, Vantaa, Hyvinkää, Järvenpää, Kirkkonummi, Nurmijärvi, Mäntsälä, Sipoo, Tuusula, Vihti, Kerava) form one right-of-occupancy housing area.

In Helsinki you can wash rugs outdoors both at the beach and on dry land. From the beginning of 2015 the washing docks by the sea have gone under the responsibility of Public Works Department from the Helsinki Harbour. The first and for now only dry land place to wash rugs in Helsinki is located in Pukinmäki. This washing place is situated close to Vantaanjoki and the dirt waters go straight to the sewage system not causing pollution or eutrophication of the waters. At the rug washing place in Pukinmäki there are 16 narrow washbasins (width 120cm) and four bigger washbasins (widht 270cm). The water for washing comes from a sink and pours over the rug with the whole width of the basin. The drying mangle and stands can be found at the washing place. Since the strands of the Vantaajoki are even, it is easy for people of all ages, even physically disabled to approach the rug washing place. Next to the place there is a small area with a table where you can enjoy a snack and hang out. Furthermore, you also find a parking area, mainly used by the farmers. The rug washing place is located in the park close to the strand in Pukinmäki, nearby the Tapaninvainiontie roundabout and Pukinmäenkaari. The washing place in Pukinmäki is open from the beginning of May until mid September from 7 a.m to 9 p.m.

When you sell your Hitas home, you have two options to define the selling price of the home: you can use the fixed maximum price or the valid debt-free limit price per square metre. The fixed maximum price refers to the maximum price set for each Hitas home, which must not be exceeded. For this, you will need to request a fixed maximum price calculation from Housing Services. You will receive the calculation within one week of the application. Alternatively, you can calculate the sales price using the valid limit price per square metre, so that you do not need to apply for confirmation of the maximum price. Hitas housing is intended for natural persons, and not, for example, for a company.
