How to use it

Accommodation compensation applications are submitted via Sivariweb. Attach the following documents: * rental agreement * documentation of accommodation costs paid by the placement organisation * a statement of the monthly costs of the dormitory or other property

Conditions

The service is available for all placement organisations that incur expenses from accommodating a draftee at the address specified in the placement agreement. Submit the application in the year in which the costs are incurred. December expenses must be submitted by 31 December. Processing times: * Applications received 1 January - 30 April: by 30 June * Applications received 1 May - 31 August: by 31 October * Applications received 1 September - 5 December: by 31 December * Applications received 16 December - 31 December: by 28 February. Late applications will not be processed.

Description

When the location for non-military service decides to employ a person liable to do non-military service, the person liable to do service and the location for service agree on the performance of the service by filling in a commitment in Sivariweb. The completed and electronic commitment signed by both parts is an agreement showing that the person liable to do non-military service accepts the placement and the location for non-military service employs the person liable to do service. The Civilian Service Centre orders the person liable to do service on the basis of the commitment.

How to use it

The service location and the person liable to do service shall agree on the following in the commitment: * start date of the service * main duties * allocated accommodation * payment schedule of daily allowances * eating arrangement * health care * work trips Complete the commitment carefully in Sivariweb. The commitment will be electronic signed on behalf of the service location by the authorized person of the service location. The person liable to do service sign the commitment electronic in OmaSivari. The Civilian Service Centre will verify the information on the commitment, give a service order and deliver it to the person liable to do service and the placement location. The service can be started as agreed unless the Civilian Service Centre notifies otherwise. If the work duties of the person liable to do service include relevant and permanent personal interaction with persons under the age of eighteen, an annotation shall be made on the commitment that obliges the Civilian Service Centre to check the criminal background extract concerning the person liable to do service before a service order is given.

Conditions

The location for non-military service must have an up-to-date agreement on acting as a service location and access right to Sivariweb. The commitment form must be electronic signed by the authorized person at the service location appointed in Sivariweb. The commitment is an agreement to perform service at the placement and it is always required. The Civilian Service Centre cannot order a person liable to do service without a commitment.

If conviction-related reasons prevent you from performing the military service, you may apply for non-military service. The period of non-military service is 347 days and the service begins with a four-week training period at the Civilian Service Centre. The rest of the service is performed in work service at a service location which is useful to society and which you obtain. After accepting the non-military service application, you will be called to service during the year when the application is approved or during the two years following the year of approval, unless you are granted a deferment. You can affect the time of performing the non-military service.

How to use it

You can submit the non-military service application in the call-up at the earliest. Your application is processed by the Defence Forces regional office. Description

You can apply for up to three years of postponement of alternative civil service at a time. You can send your application before or during the service. Grounds for postponement include e.g. uncompleted studies, financial situation, health reasons or other personal reasons. At the end of the postponement period, you will receive a letter ordering you to attend a training period. If you have already completed the training period, you will be required to find a work placement for completing your alternative civil service and notify the Civilian Service Centre of your placement. You will then receive an order to complete your service at the placement in question.

How to use it

Make an application in Omasivari or complete the postponement application form and send it to the Civilian Service Centre. If you are applying on the grounds of health reasons, complete the form and send it to the Civilian Service Centre. Attach the required documents to your application: * an extract of your student records or a certificate of acceptance of a study place, or * certificates of loans or debt, a payment plan, payroll statement and a copy of a current employment contract, or * a B medical statement issued by a physician. The processing time is approximately one week. The length of the postponement is specified in the decision. If you wish to end the postponement before the specified date, you can notify the Civilian Service Centre in writing.

Conditions

You can apply for up to three years’ postponement at a time. Make sure you send your application well in advance before the start of your service. A pending application is not a valid reason to not start attending your service on the scheduled date. You can apply for postponement up to and including the year in which you turn 28.

Central government authorities, public enterprises, non-profit organisations and religious communities and parishes can apply to become a location for non-military service.

How to use it

You can apply for the right to act as a location for non-military service by submitting the appropriate form to the Civilian Service Centre. In the form, the applicant is to assign a person in charge of non-military service matters. This person is charged with assigning the service duties, giving the necessary familiarisation training and supervising the person undertaking non-military service. In the application form, the applicant is to make a formal commitment to undertake the obligations of a service location. Organisations under private law are to attach the following to the application: * a financial overview (the latest financial statement and annual report) * a statement of human resources (hired staff) * a statement of the scope and degree of permanence of operations * a statement showing their non-profit nature (statutes or articles of association, a statement from the Trade Register and a decision from the Tax Administration stating that the applicant is a non-profit organisation) * a description of the non-military service duties The estimated processing time for applications is two weeks. Before an application from an organisation under private law is accepted or rejected, the Civilian Service Centre requests a statement from Defence Command. Parishes of the Evangelical Lutheran Church of Finland and the Finnish Orthodox Church do not have to submit statements showing their non-profit nature.

Acceptable as service locations: * Central authorities or public companies, independent state agencies, associations under public law * municipal authorities * religious communities or their parishes as referred to in the Act on the Freedom of Religion * non-profit organisations/associations/foundations under private law Not acceptable as service locations: Political parties entered in the political party register, employer or employee organisations and organisations whose main purpose is making profit or other direct financial gain for the organisation or those involved in it. Duties: * assigning non-military service duties * arranging familiarisation training as needed * upkeep * supervision related to the service * keeping a register for the duration of the service * providing a certificate of clearance for a passport application, if needed Upon signing the commitment form, the service location is charged with the upkeep of the person in service for the duration of the same. The service location is to pay the following in a regular and timely fashion, once a month or more frequently: * a per diem allowance for each day of service * a meal allowance if meals are not provided * the charge for the assigned accommodation * travel between accommodation and the workplace if 3 km or more * health care and dental care is to be provided In addition, the manager is to * give familiarisation training concerning the service location and the duties * ensure that vacations are held * keep a record of the service in Sivariweb and discharge the person upon completion of the service * ensure that measures based on the Youth Guarantee are carried out * contact the Civilian Service Centre in cases of service violation and, if necessary, submit a written notice of the violation in cooperation with the person in charge of the service location. The written notice must always be signed by the person in charge. Service locations commit to their duties unconditionally. Applicants willing to undertake only some of the duties or who in their application or a requested supplement fail to mention said commitment are not accepted as service locations. The contract is valid until further notice. Dissolution of the contract requires a written request. If a location for non-military service substantially neglects its obligations, the Civilian Service Centre can revoke its rights as a service location.

If you are 30 years of age or younger and have not started or fully completed your civil service, you need a clearance statement in order to apply for a passport. If you have completed your civil service but do not have a certificate of service, you can request a clearance statement from Civilian Service Centre. If you are required to attend supplementary service, you do not need a clearance statement to apply for a passport.

How to use it

You can request the statement from the Centre if you haven’t yet started your service or are currently attending the training. The Centre can give the statement in writing to yourself or by telephone to the passport authority. If you are already in a placement, request the statement from your supervisor. The placement organisation can give the statement in writing to yourself or by telephone to the passport authority.

Conditions

The statement declares you qualified to apply for a passport, identity document or other travel document if you have completed your alternative civil service or are exempted from service. If you have not started or fully completed your alternative civil service, Civilian Service Centre or the placement organisation can recommend you for a passport up to the end of the year in which you turn 28. The Civilian Service Centre will process statement requests as urgent.

The service location can apply for compensation for costs due to journeys for leave if tickets cannot be provided beforehand to the person liable for non-military service. Persons liable for non-military service have a right for free journeys for leave from the assigned accommodation to their respective place of domicile.

How to use it

The service location will provide the tickets before the journey for leave. If tickets cannot be provided beforehand and the person liable for service has to pay for the journey, the costs will be compensated based on the receipts. Then the service location can apply for compensation from the Centre for Non-Military Service. The application of travel costs is made in Sivariweb. Attach the original receipts or other proof of expenses to the application.

Conditions

The service location will request receipts or travel card information to verify the costs before paying the compensation to the person liable for non-military service. The service location can apply for compensation for costs due to journeys for leave if it has not been possible provide the tickets beforehand. Applications period: * Costs between 1 January and 30 June should be applied for by 15 July * Costs between 1 July and 31 December should be applied for by 15 January Applications are processed in approximately one month from the date of receipt or, if the application is not complete, after the applicant has supplied the necessary documents and clarifications.

How to use it

If you apply for exemption on the basis of national service completed in another country, send a free-form application to the Civilian Service Centre along with details of your citizenships and evidence of having completed a minimum of four months of peacetime national service. If you are applying on the grounds of dual citizenship but you have not completed national service in the other country, send a free-form application to the Civilian Service Centre along with details of your citizenships and evidence of the following: * that you do not have a residence in Finland * that you do not have any factual ties to Finland on the basis of family ties, studies, income or other personal factors The processing time of an exemption application is approximately two weeks.

Conditions

Exemption on the basis of service completed in another country can be granted partially or in full in peacetime. In order to qualify, you must have dual citizenship and have completed at least four months of peacetime national service in the other country. Exemption can be granted to individuals who are citizens of Finland and another country. In addition, the applicant has to be resident in another country and not have any ties to Finland. If there is a material change in the circumstances that qualify you for exemption and you move back to Finland before the end of the year in which you turn 30, the decision may be revoked and you will be required to complete alternative civil service.

In peacetime, you can request a temporary or a complete exemption from your non-military service for health reasons. A temporary exemption can be a maximum of 3 years at a time. If you are ordered to re-examination and you have reached the age of 25, and you are deemed not fit for service, you can be exempted from service in peacetime.

How to use it

Make an application in Omasivari. You can fill out your application on “Applications” page. If making an application in Omasivari is not successful, fill in the form “Request for an exemption/Health reasons/temporary or peacetime exemption (persons liable for non-military service)” on the website of the Civilian Service Centre. Attach a medical statement B about your current physical condition presenting the comments of the doctor about your service. If relevant information is lacking from the medical statement, such as a diagnosis of the disease, or if the doctor has not commented on the length of the temporary status or exemption, the Civilian Service Centre will issue a statement to be reviewed by the doctor of the Centre or request you to provide a more specific statement about your physical condition. The Civilian Service Centre will process the application in 2 to 3 weeks and send you its decision.

Conditions

The medical statement must not be older than 3 months. If you request an exemption during the service period, the service will continue until the Civilian Service Centre has issued a written decision about the termination of the service.

How to use it

The non-military service location checks whether or not the person liable for non-military service is entitled to a free journey and accepts travel tickets in Sivariweb which non-military servant has done in Omasivari. * Order plane tickets from Non-military Service Centre by phone or email. When making the order, provide the name, date of birth, telephone number, email address, travel itinerary and travel dates of the person liable for non-military service.

Conditions

During their service time, a person liable for non-military service, who lives in Finland, is entitled for free journeys to and from their home or living locality for a leave and for a free journey after discharge from service. If a person permanently resides in the Nordic countries, they are entitled to four, if they reside elsewhere in Europe, to three, and if they reside outside of Europe, to two free journeys to and from their home or living locality for a leave and to a free journey after discharge from service. At its discretion, a service location may also grant all persons liable for non-military service a journey in Finland: 1. to a locality where the person permanently works or studies 2. to a locality where the person’s spouse or permanent unmarried cohabitant lives 3. to a locality where the person’s parent, sibling or child lives 4. to a locality where the person will live, work or study in the future, if the person produces an invitation to a job interview or an entrance examination or other similar document

Description

The Civilian Service Centre operates a health clinic that offers health care services during your training period at the centre. You will attend a two-part medical assessment to determine your suitability for service. A nurse will conduct an interview and initial health check, and a physician will then carry out an initial assessment of your suitability for service. You will be entitled to free health and medical care including prescription medicines. You can attend the clinic any time if you fall ill or have any health concerns. You can also discuss any needs for eyeglasses or dental care. The clinic can refer you to a psychiatric nurse if you want to discuss mental health issues. In addition, the clinic will provide your health care service if you stay on to complete your civil service at the centre after the training period.

How to use it

In Omasivari, you fill out a pre-questionnaire about your health information, which must be filled out carefully before the start of the training period. The health information is used as the basis for the health check-up performed during the training period. You answer the survey by opening "Health Enquiry" task in the front page of Omasivari. You will then have a check-up during your training period. You have access to health care services at the clinic during opening hours. The doctor is available by appointment.

The non-military service is performed in Finland except for short journeys abroad. The service location may order the person liable for non-military service on a journey abroad. When based on a mutual agreement, the maximum length of journeys abroad related to the duties of a person liable for non-military service is 14 days. If the journey abroad lasts longer than 14 days, the service location must apply for a permit from the Civilian Service Centre. A journey abroad approved by the Civilian Service Centre may last for a maximum of 2 months.

How to use it

If the journey abroad of a person liable for non-military service lasts longer than 14 days, the service location sends the Civilian Service Centre a written application. The application is annexed with the consent of the person liable for non-military service, an account of the person’s work duties, service conditions and service safety. The Civilian Service Centre’s form is used for the application. The application is processed within two weeks from its arrival. The Civilian Service Centre grants the permit for a journey abroad after an overall assessment. The assessment takes account of the appropriate performance of the journey from the viewpoints of both the person liable for non-military service and the service location, service safety and supervision-related aspects as well as the realisation of the safeguard for personal conviction.

Conditions

If the journey abroad of a person liable for non-military service lasts longer than 14 days, the service location must apply for a permit from the Civilian Service Centre in writing. The maximum length of a journey abroad is 2 months. The service location is responsible for costs arising from journeys and the upkeep of persons liable for non-military service abroad.

The carrying out of a civilian service always starts with a training period in the Civilian Service Centre. You may request a location for the training period you prefer in Omasivari. You can also send a written request for placement in a training group stating when you would like to start to carry out the civilian service if you not are able to log in to Omasivari.

How to use it

Log in to Omasivari and choose a location for the training period. After it has been processed, the Civilian Service Centre will send you an order to report for duty. When you receive a notification from the post office that a delivery has arrived to you from the Civilian Service Centre, you have to fetch it personally from the post office. Only after that your placement in your preferred group will become certain. You can send a written request for placement in a group to the Civilian Service Centre by e-mail or by mail if you are not able to log in to Omasivari. Provide the following information in your application * your name * your date of birth * your address information * requested training date The processing of the application will take about a week. After it has been processed, the Civilian Service Centre will send you an order to report for duty. You have a right to verify the information that is stored in the civilian service register about you. In the register is stored your name and personal identity number, gender, residence, address, telephone number, education and profession, mother tongue, other than Finnish nationality, qualifications for service and information regarding the service position and period of service. In the register is stored also information about civilian service offences or reports on an offence concerning an additional service, a lawful sanction related to an offence or the enforcement of a prison sentence, information regarding disciplinary punishments and sanctions as well as the grounds for discharge or termination of the service obligation.

How to use it

You can verity your information through the Omasivari application program. Or you can print the request for verification of the information stored in the civilian service register, fill it in and sign it. Send the form to the Civilian Service Centre by e-mail or by mail. The Civilian Service Centre will process the requests for verification without delay.

Your information can be found in the current civilian service register after the Civilian Service Centre has received your application for civilian service from the local office of the defence forces. In the current civilian service register is stored information about the persons who have completed the civilian service or additional service after 1984.

If a civil service draftee neglects their responsibilities or otherwise violates the service agreement, the placement organisation must report the violation to the Civilian Service Centre. The Centre will interview the draftee at the centre or placement facility and issue a disciplinary decision. The interview includes an assessment of service eligibility at a health clinic.

How to use it

The violation report must be filled in and electronic signed in Sivariweb by the coordinator specified in Sivariweb for your organisation. Check the name of the coordinator from the database before submitting the report. If no coordinator has been specified, you must do so before you can submit the report to the Centre. The Centre will notify the draftee and the organisation about the interview schedule. Before the interview, the organisation must check that the service details in the database are up to date. The Centre will notify the organisation about its disciplinary decision and possible termination of service as soon as possible after the interview.
