The qualification requirements in the field of refrigeration concern refrigeration, air conditioning and heat pump equipment, vehicle air-conditioning equipment, refrigeration units of refrigerated trucks and trailers, fire extinguishing equipment and electrical switchgear. The qualification requirements must also be complied with when recovering substances from waste electrical and electronic equipment or from equipment containing solvents based on fluorinated greenhouse gases. Appointed responsible persons and fitters must apply for a certificate of qualification.

How to use it

The application for a certificate of qualification of an appointed responsible person and/or fitter in the field of refrigeration is submitted through the Regional administration e-services under ‘Tukes services’. A copy of the diploma or qualification test certificate is attached to the application. When applying for a qualification to be an appointed responsible person, the applicant must also include a specification of previous work experience (an appointed responsible person in the field of refrigeration, air conditioning and heat pump equipment) or proof of a degree required from an appointed responsible person (an appointed responsible person in the field of vehicle air-conditioning equipment). If the appointed responsible person works as a fitter, they must also fulfil the qualification requirements of a fitter. Tukes will send the certificate of qualification to the applicant and register the qualification in the Tukes register for persons and companies authorised to do refrigeration work. The register is available on the Tukes website for checking qualifications.

Conditions

The certificate of qualification in the field of refrigeration cannot be granted if the applicant has no required diploma or qualification test certificate. A qualification in the field of refrigeration granted in another EEA state is valid in Finland if the qualification has been granted in accordance with the EU regulation on F gases. There is no need to reapply for a qualification from Tukes or to register the qualification in Tukes’ register for persons and companies authorised to do refrigeration work.

Professional qualifications granted by STUK In operations that require a safety licence, the operator must appoint a person responsible for radiation safety (STV) to assist the operator in the implementation of radiation protection. The person responsible for radiation safety, or a radiation safety officer, ensures that radiation protection is arranged and that the radiation practices adhere to regulations. In activities requiring a safety licence, the operator must also use a radiation safety specialist (STA) to plan, implement and monitor the radiation protection of workers and the population. An STA is not required for radiation activities that do not result in occupational or potential exposure, or expose the population to radiation. Healthcare and veterinary medicine Hospital physicists may work as radiation safety specialists without separate approval in the competence area Radiation in healthcare and veterinary medicine. Description

The EU’s Home Affairs Funds are the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF), which is divided into the instrument for financial support for external borders and visa, and the instrument for financial support for police cooperation, preventing and combating crime and crisis management. In 2014–2020, the purpose of these funds is to develop the area of freedom, security and justice without borders in the EU. It is estimated that Finland will receive approximately EUR 150 million of funding during the programming period of these funds. Each fund has a national programme and a detailed national implementation plan that last the entire programming period. Funding is granted to projects or activities that enforce the objectives set out in the fund’s national programme and the national implementation plan. The programmes define the objectives by means of specific objectives and national targets. The Asylum, Migration and Integration Fund finances operations related to the development of asylum procedures and support of reception, promotion of legal immigration and integration, and return. The Internal Security Fund finances operations related to the development of external border control and visa policy as well as measures promoting the development of police cooperation, crime prevention and crisis management. As a general rule, financing of up to 75% of the eligible costs of a project or operation can be granted from the Home Affairs Funds. The Home Affairs Funds’ support can be either project support or operating aid. Only operational support, relocation aid and transfer aid are granted under operating aid. Funding is granted for a maximum of three years at a time.

How to use it

The call for applications and application advice will be announced on the website of the funds www.eusa-rahastot.fi. The Ministry of the Interior is in charge of the application process and organises advisory events usually twice a year. You can find application instructions, national programmes and implementation plans for the funds from their website. The programmes and application instructions specify the actions for which funding can be applied and other conditions that the application must meet. In the advisory events, applicants are given advice on which operations can be financed, the eligible costs and how to draw up the application. The application period usually lasts approximately four weeks. You can apply for support through the EUSA funding system. Submit your application online in the EUSA system by the deadline stated in the call for applications.

Conditions

The applicant can be a legal person governed by public or private law. Private individuals cannot apply for funding. Authorities, municipalities, organisations, educational institutions and companies can apply for funding from the Asylum, Migration and Integration Fund. All public or private communities with legal capacity can apply for funding from the Internal Security Fund. In practice, most of the measures in the Fund’s national programme are such that only competent authorities, such as the Finnish Border Guard, the Ministry for Foreign Affairs or its delegations, the police, Customs, the Finnish Immigration Service and the rescue services, can receive support. In accordance with the national programme, the Ministry for Foreign Affairs, the Finnish Border Guard and the police can apply for operational support. The Act on the Internal Market Funds lays down general selection criteria for the projects or operations to be financed. The selection criteria are described in more detail in the Fund’s implementation plan.

Description

A project permit must be applied for the construction of a high-voltage power cord from the Energy Authority. The project permit is required for cords, interconnectors and connecting wires in the mains or high-voltage distribution network with a rated voltage of 110 kV or more. However, a project permit is not needed for building an internal power cord for a property or a corresponding property group. A project permit must be applied to the Ministry of Economic Affairs and Employment for power cords with a nominal voltage of at least 110 kV that cross the national border.

How to use it

Submit the signed project permit application to the Energy Authority primarily by e-mail to the Registry of the Energy Authority. You can also deliver the form by mail or through the Permits and Supervision Service. The application for a project permit shall state: 1. information on the developer; 2. the main technical data and the management master plan map; 3. cost estimate and construction schedule; 4. a report on the need for management to secure the transmission of electricity; 5. a report on the environmental impact of management and its suitability for land use in the area; 6. a statement from the system operator to whose power supply the high voltage line is intended to be connected; 7. opinion of the distribution system operator of the area of responsibility; 8. other information necessary for the processing of the permit. The Energy Authority must be contacted in case of a need for a permit for the refurbishment of high-voltage power cords. Submit the request for a statement to the Energy Authority primarily by e-mail.

Conditions

A prerequisite for granting a project permit for a power cord is that the construction of a power cord is necessary to secure the transfer of electricity. A project permit may be granted under certain conditions without a means-test in the case of a connecting line or a high-voltage power supply line of the distribution system operator.

The land owner can propose an area, either the whole property or a parcel thereof, for protection as part of the METSO Programme or to promote voluntary mire conservation. Alternatively, the establishment of a nature reserve can begin on the initiative of the Economic Development Centre for the implementation of a nature conservation programme or land use plan. If the area meets the protection criteria and the parties reach an agreement on compensation for a private protected area or on a possible property sale to the state, the area, either the whole property or a parcel thereof, will be established as a nature reserve. The final result is the decision establishing a nature reserve.

How to use it

In the Taxpayer details section in MyTax, you can check your current web invoice address and, if necessary, provide a new address. The Finnish Tax Administration receives the web invoice addresses from the web invoice address book provided by TIEKE Finnish Information Society Development Centre. If a company has more than one web invoice address in the TIEKE address book, the Finnish Tax Administration will only retrieve the address from there if one of several addresses is marked as primary. If the primary address is not marked, the Tax Administration cannot send a web invoice. In this case, the web invoice address must be entered in MyTax.
