About this service
Description
Relief from customs duties in accordance with the regulation on reliefs from customs duty always requires an authorisation for relief from customs duties (TAT) granted prior to the goods being released for free circulation.
An authorisation to import scientific instruments and apparatus duty-free can be granted to a public or private institution or its unit, whose operations mainly consider education or scientific research. Authorisation for relief from customs duties is granted to such scientific instruments and apparatus detailed in the Regulation on reliefs from customs duty that are imported for non-profit scientific research and education.
Under certain conditions, the authorisation for relief from customs duty can also be granted for importing cultural materials.
Authorisation for relief from customs duties for goods intended for the special needs of handicapped persons can be applied for by handicapped persons themselves or by institutions or organisations that are principally engaged in the education of or the provision of assistance to handicapped persons.
The authorisation for relief from customs duties for goods intended for the educational, scientific or cultural development of visually impaired persons can be applied for by the educational institutions for visually impaired persons or by organisations concerned with education or provision of assistance.
A more detailed list of authorisations for reliefs from customs duty is available on Customs’ website.

In certain situations, the customs value may be determined in a simplified way.

About this service
Description
In certain situations, exceptions may be made to the main rule for determining the customs value of goods brought into the EU, and the customs value may be determined in a simplified way.
The authorisation (CVA) can be granted if the ordinary determination of customs value would cause unreasonable administrative costs in the given circumstances, and the determined customs value would not significantly differ from the customs value determined without authorisation.
For justified reasons, authorisation can be granted for a company to use special prerequisites in determining the customs value of the quantities listed below, if the quantities in question cannot be calculated on the date when the customs declaration is approved:
* the price actually paid or payable for the goods
* consignments to be added in the transaction price that do not fall under the customs value.
Authorisations require the following prerequisites to be met:
* the company has not committed any serious infringements of customs or tax legislation
* the company has a written description of its commercial and accounting system
* the company’s internal control is at an acceptable level.
Authorisations are issued in Finnish or Swedish.

A company pays no duties or taxes for goods under warehousing procedures and they can wait for the permits and licences required for the importation.
Published by: Finnish Customs · Government organisation
Description language: English
Coverage: All Finland
About this service
Description
Temporary storage facilities are warehouses or locations approved by Customs, where undeclared goods are waiting for customs clearance.
Goods in temporary storage must be placed under a customs procedure or re-exported within 90 days since their presentation. Examples of customs procedures: clearing goods for free circulation, transit and customs warehousing.
A company that is authorised to store goods temporarily (TST) is liable for ensuring that the temporarily stored goods remain under customs supervision and that the duties of storing goods are fulfilled.
Temporary storage facilities are intended to be used e.g. by port or airport operators, terminal operators and importers as storage where undeclared goods can be unloaded and stored for a limited period of time. Before the goods are unloaded for storage, Customs must be notified of their arrival, i.e. the goods must be presented to Customs.
In order for the authorisation to be granted, the company must have an authorisation for comprehensive guarantee. You can find instructions for applying for the comprehensive guarantee authorisation on Customs’ website under “Authorisations”.
Granting the authorisation also requires that the company's storage record-keeping and storage facilities meet the requirements of Customs.

About this service
Description
When goods are transported between two EU countries via a country or territory outside the EU, the Union status of the goods can be proved when the goods return to the EU, for example with a registered notification in the Proof on Union Status (PoUS) system.
Endorsement or registration of proof of Union status cannot be requested for Union goods placed under the export procedure or the outward processing procedure.
Proof to be registered in the Proof of Union Status (PoUS) system:
1. The T2L proof registered in the EU’s Proof of Union Status (PoUS) system, also ones confirmed by the authorised issuer.
2. T2LF proof for goods registered in the EU’s Proof of Union Status (PoUS) system and transported to a region outside the fiscal territory of the EU, from such a region or between such regions.
3. The Union status of goods transported in sea traffic can be confirmed in the EU’s Proof of Union Status (PoUS) system, by using the customs goods manifest (CGM/F) in a standard procedure as of 15 August 2025.
Documents other than those registered in the Proof of Union Status (PoUS) system proving the Union status are:
1. Details in a transit declaration for goods place under a T2 transit (for example, between two countries of the Union, e.g. from Finland via Switzerland to Italy and the goods have not been placed under the export procedure)
2. For goods arriving by sea, the shipping company’s cargo manifest confirmed by the authorised issuer (with a “C” indicating the Union status of the goods). Read the instructions for the authorised issuer on Customs’ page Instructions for holders of authorisations.
3. When the value of the goods in 15 000 euros at most, you can use the invoice or the transport document (see data content in detail: Proving the Union status for goods arriving in Finland - Customs)
However, it pays to request endorsement/registration of the Union status in the Proof of Union Status (PoUS) system, because it can make the customs clearances easier at the destination.
How to use it
Endorsement of the customs status of Union goods exiting Finland can be requested EU’s Proof of Union Status (PoUS) system.
When Union goods arrive in Finland and they have proof of Union status obtained from the Proof of Union Status (PoUS) system, the goods must be presented to Customs to determine their customs status.
Present the Union goods arriving in Finland by submitting a presentation notification in the Customs Clearance Service or as a message (FI332). The goods must have an MRN obtained from the Proof of Union Status (PoUS) system with the penultimate character ‘P’.

A company may place goods under a customs procedure on the basis of a simplified declaration.
Published by: Finnish Customs · Government organisation
Description language: English
Coverage: All Finland
About this service
Description
The holder of an authorisation to use simplified declaration (SDE) may place goods under a customs procedure on the basis of a simplified declaration, which may omit certain information or supporting documents. Such a missing document can be, for example, a preferential document (certificate of origin) or a document affecting the customs value (invoice).
The authorisation can be granted for:
* two-stage export declaration procedure
* two-stage import declaration procedure
* supplementary periodic declaration
* to present documents missing from a customs declaration.
The authorisation is granted according to the type of representation used by the customer:
1. In the case of direct representation, the declarant (holder of goods) must have the authorisation in advance.
2. In the case of indirect representation, the customs representative (forwarding agency) must have the authorisation in advance.
Customs can grant an authorisation to use simplified declaration if the company fulfils the requirements for the authorisation. For example, the company must be located within the Union and it has not committed any serious infringements of customs or tax legislation.

Favourable tariff treatment may be granted to goods admitted to the Union’s customs territory provided that they will be used for a specific purpose.

About this service
Description
If a business holds an authorisation to use the end-use procedure (EUS), it may receive favourable tariff treatment for goods it has released for free circulation provided that they will be used for a specific purpose. Favourable tariff treatment on account of end-use may be applied to
* goods listed in the special provisions of the Combined Nomenclature; and
* goods mentioned in the descriptions of the commodity codes of the Finnish Customs Tariff and in the footnotes concerning the use of the goods.
Total relief from customs duty or reduced customs duty is granted upon release for free circulation, but the goods remain under customs supervision until they are assigned to the end-use prescribed in the authorisation or until the procedure has otherwise been discharged acceptably.
The granting of the authorisation requires that the business is established in the territory of the Union. In justifiable incidental cases, the authorisation may also be granted to an applicant established outside the customs territory of the Union. In order to use the procedure, the business also requires a valid comprehensive guarantee authorisation. You can find instructions for applying for the comprehensive guarantee authorisation on Customs’ website under “Authorisations”.
The business must not have committed any serious infringements of customs or tax legislation. The business must keep sufficient records which allow customs controls, and it must present a bill of discharge to Customs after the end of the procedure. In addition, the business must commit to either using the goods for the purpose required by end-use or transferring the obligation to another person on the conditions laid down by Customs.

When applying for a permit, the company must answer questions related to its operations, such as accounting, the logistics system, customs declarations and information security matters. Customs may also inspect the company’s premises, accounts and operations. The questions and inspections are permission-specific.
When processing the application, Customs also examines the applicant company's other activities and previous customs transactions, such as the number and quality of import and transit declarations.
Customs’ Authorisation Centre processes the authorisation applications submitted by companies. The processing time ranges from 30 to 120 days, depending on the type of authorisation. The maximum processing times for different authorisations are defined by law.
