Registration and approval of feed business operators in accordance with the feed hygiene regulation

The registration requirement applies to all operators in the feed chain, and the approval requirement to some feed business operators.

Published by: Finnish Food Authority · Government organisation

Description language: English

Coverage: Finland, excluding Åland

About this service

Description

According to the feed hygiene regulation, the entire feed chain, including primary production, must be registered as feed business operators with the Finnish Food Authority. Registration is a prerequisite for business operations. Certain activities require a feed business operator to apply for approval in addition to registration. The approval requirement can relate to certain additives or products containing them, the manufacture of products from vegetable oil, oil blends and fat blends derived from vegetable oil, medicated feed, animal by-products, and the use of fishmeal or other processed animal by-products in the manufacture of animal feed for food-producing animals. Approval is also required for an establishment using a detoxification method for the purification of feed. Regulation (EC) No 1069/2009 of the European Parliament and of the Council (the “by-product regulation” on health rules concerning animal by-products not intended for human consumption) requires approval of those feed business operators that manufacture, process or store by-products of category 2 or 3. Approval is also required for operators manufacturing pet food from animal by-products. Approval in accordance with the by-product regulation is not required for operators that have been registered or approved in accordance with the Regulation (EC) No 183/2005 concerning feed hygiene and who store derived by-products for feed.

How to use it

Primarily, an operator should use the electronic registration service Touko to register as a feed business operator. If you cannot use the e-service Touko, you can register by sending the form A to the Finnish Food Authority. A feed business operator must apply for approval with the form C to use certain feed additives or to manufacture products derived from vegetable oils, for example. With the form G an operator can apply for approval to manufacture and retail medicated feed. An operator can apply for approval under the TSE regulation for the use of fishmeal, for example, with the form E.

Conditions

The Regulation (EC) No 183/2005 concerning feed hygiene requires a feed business operator to be registered or approved before manufacturing, exporting or importing feed, or placing feed on the market. The feed hygiene regulation also requires that all feed business operators implement procedures based on the principles of hazard analysis and critical control points (HACCP). The application for approval must be sent to the Finnish Food Authority well in advance before the planned start of operations. Use the form C to apply for approvalBefore granting an approval, the Finnish Food Authority inspects the company on site. An operator must notify the Finnish Food Authority of any changes in the operations or of the termination of operations by submitting either form A or D. Operators must also send an annual notification regarding their operations to the Finnish Food Authority. The Finnish Food Authority will send a separate request for it. The service includes a separate description of the registration of a primary production operator in the feed business (animal production farms, crop cultivation).

Fee details

The registration is subject to a fee. Inspection and approval fees are charged for the approval inspection. The fees are based on the current Ministry of Agriculture and Forestry decree, which lays down provisions on the fees charged for the Finnish Food Authority’s services as well as on the services chargeable under public law.

Registration of a primary production operator in feed business

Farmers and livestock producers must register as primary production operators in feed business and report the use of certain animal proteins as feed.

Published by: Finnish Food Authority · Government organisation

Description language: English

Coverage: Finland, excluding Åland

About this service

Description

According to the feed hygiene regulation, the entire feed chain, including primary production, must be registered as feed business operators. A farmer and a livestock producer must register to produce, mix, prepare and use feed to feed food-producing animals. The primary production operations in feed business that must be registered are: 1. production of feed (e.g. cultivation of feed grain or silage for own use or retail); 2. mixing of feed without additives/premixtures for the farm’s own needs; and 3. the use of domestic feed and/or purchased feed to feed food-producing animals. Farms that use unprocessed or simply pasteurised milk and milk based products to feed food-producing animals must register with the Finnish Food Authority. Unprocessed products can only be used for pigs. Fishmeal, animal dicalcium and tricalcium phosphates, and blood products derived from animals other than ruminants can be used to feed food-producing animals other than ruminants under the preconditions below. Fishmeal can be used in commercial liquid feed meant for suckling ruminants. In addition, processed animal protein derived from animals other than ruminants can be used to feed aquaculture animals, when taking the requirements below into account. Farms using the above-mentioned animal protein to feed production animals must register or apply for approval from the Finnish Food Authority. Additionally, if feed containing fishmeal is used on a farm, the farm must report its use. The use of feed additives or premixtures to manufacture a farm’s own mixture requires registration as a feed manufacturer. The use of certain additives or premixtures in the manufacture of feed requires the farm to have approval. Other feed business activities on the farm, such as the manufacture of compound feeding stuffs for sale, require registration as a feed business operator. Information on registration and the approval conditions for feed industry operators can be found separately in the service. When a farm manufactures feed with feed additives that require approval, i.e. certain additives or coccidiostats that affect animal production, the farm must be registered with the Finnish Food Authority with the form A and apply for approval to use the above-mentioned feed additives with the form C (feed business operator service).

How to use it

* Farmers and livestock producers can register as primary production operators with the Finnish Food Authority’s form F. * Farms using unprocessed or simply pasteurised milk and milk based products can register with the Finnish Food Authority’s form J. Farms using animal protein feeding stuffs to feed production animals or liquid feed that contains fishmeal apply for registration/approval with the Finnish Food Authority’s form I.

Conditions

According to the feed hygiene regulation, registering as an operator in primary production in feed business is a prerequisite for operations. Feed for the production of feed and to feed food-producing animals can only be obtained from registered or approved feed business operators. However, the registration obligation does not concern farms that - feed only fur animals or other animals that do not end up in the food chain (e.g. horses for hobbies and racing); - use animal feeding stuffs to feed the farm’s own animals and the food derived from these animals is used exclusively at the farm; - use no more than three hectares of cultivated area to produce feed per year, and which delivers all the feed it gains from this area for the on-site use of a local farm or a similar operator.

Submitting food supply chain data to a slaughterhouse

Food supply chain data means information that a primary production operator must send to the slaughterhouse from the primary production premises.

Published by: Finnish Food Authority · Government organisation

Description language: English

Coverage: Finland, excluding Åland

About this service

Description

The obligation to provide food supply chain data concerns all slaughtered animal species except for natural game animals and fish. Food supply chain data means information that a primary production operator must send to the slaughterhouse from the primary production premises when animals are sent to the slaughterhouse for slaughter. Primary production premises mean a farm of origin, a primary production farm, a primary production facility or animal premises from where an animal or a batch of animals is sent to a slaughterhouse. For reindeer, primary production premises also refer to a reindeer round-up point or other location where it is allowed to start the slaughtering of reindeer. The purpose of providing food supply chain data is to ensure food safety and help the food producers with, for example, identifying problems related to animal health. Slaughterhouses can use food supply chain data to make plans for special slaughter arrangements. Food supply chain data also supports the veterinary inspector’s work during meat inspections, such as when assessing the animals’ health prior to slaughter. Feedback related to the food supply chain data can be used to improve the health of the animals or the conditions in which they are bred on the farm.

How to use it

Primary production operators shall provide slaughterhouses with the following food supply chain data on each animal batch: a) Conditions at the primary production premises of the animal or animal batch, health status of animals in the area, and information on whether pig premises have officially been recognised to comply with the controlled housing conditions for Trichinella b) Health of the animal or animal batch sent for slaughter c) Any medication, feed, medicated feed or treatment with a withdrawal period given to the animal or animal batch sent for slaughter d) Occurrence of such diseases at the primary production premises that can affect meat safety e) Analysis results on samples taken from the animals or on samples taken to diagnose diseases that can affect meat safety Appropriate data on the results of previous ante and post mortem meat inspections from the same primary production premises, including especially any data issued by the veterinary inspector g) Production data that can reveal the occurrence of a disease h) Name and contact information of the veterinarian whose services are normally used by the primary production premises i) For poultry included in the salmonella control programme, the time and inspection results of the municipal or supervising veterinarian’s latest inspection visit, and data on the time and results of the latest salmonella test j) Mortality rate during breeding for the batch sent for slaughter k) For poultry, the date of arrival at the primary production premises, the size of the arriving batch and the origin of the birds (name of the hatchery). In addition, the following data shall be submitted for all animals: l) Order to take samples from an animal or animal batch sent for slaughter due to a diagnosed or suspected animal disease. Other issues Data on other possible issues that can have a harmful effect on food safety must be submitted on all animal species from the last 12 months or more if necessary. For example: - contamination of animal feed, drinking water or pastures - occurrence of pathogens at the primary production premises in animals of another species than those sent for slaughter - microchips injected into animals.

Conditions

The obligation to provide food supply chain data concerns all slaughtered animal species except for natural game animals and fish.

About this service

Description

How to use it

Hae lomakkeella 561730 Ruokaviraston valtuutusta hyväksytyksi ruhonluokittajaksi. Päätös hyväksymisestä lähetetään alkuperäisenä teurastamolle, jossa luokittaminen tapahtuu eli siihen osoitteeseen jonka hakija on hakemuksessaan ilmoittanut. Tieto päätöksestä lähetetään tiedoksi myös Foodwest Oy:lle.

Conditions

The import of agricultural products into the European Union

The import of agricultural products into the European Union often requires an import licence.

Published by: Finnish Food Authority · Government organisation

Description language: English

Coverage: All Finland

About this service

Description

Importing certain agricultural products from third countries requires an AGRIM import certificate. These products are rice, sugar, hemp seeds meant for planting, hemp seeds meant for other uses than planting, raw or soaked hemp and agricultural ethyl alcohol. In some cases when importing agricultural products from third countries, preferential treatment is applied which is often tied to a certain maximum amount, a tariff quota. Tariff quotas allow for reduced customs duties when importing products to the area. Certain tariff quotas of agricultural products are managed by the Finnish Food Authority’s AGRIM import certificates. General holidays of the commission affect the dates when import applications have to be sent in and when import certificates are granted for certain grains, rice and olive oil tariff quotas.

How to use it

When you apply for an import or export license for the first time: 1. Clarify what you are about to import/export by identifying the goods’ CN code. Find out whether you need a standard licence or whether there is a tariff rate quota that entitles to alleviations. If necessary, you may consult the customs authorities to determine the right CN code. 2. Get the EORI number from Customs. 3. Register as a customer of the Finnish Food Authority by filling the form 561000. 4. Register as an electronic service user by submitting the form 5610271 to the electronic import and export service. 5. Pay the required security. With respect to standard import licences, the amount of the deposit can be found from the Application Guide. For quotas, you have to check the amount from the regulations or consult us. 6. Apply for a licence in the electronic import and export service. Remember to include a quota number if you are applying for a tariff rate quota. 7. Remember to use the licence and return it to the Finnish Food Authority after use. We process licence applications that are received by 14:00 o’clock during the same day. Quotas may be subject to special rules regarding the dates of applications and issuing dates. The Finnish Food Authority will not process import or export licence applications on national midweek holidays. The public holidays of the European Commission in 2019 may affect the dates for lodging import licence applications and issuing import licences under certain tariff quotas concerning grain, rice and olive oil, and the dates for issuing out-of-quota export licences for sugar and isoglucose. Additional information: Commission implementing regulation (EU) 2016/2054

Conditions

For companies that import certain agricultural products from third countries to the EU. In some cases AGRIM import certificates require setting a security collateral in euros before the AGRIM import certificate can be granted. The tariff quotas often also have other conditions, such as proof of previous trade with third countries or proof of origin. You can find more information at www.ruokavirasto.fi/agrim. A company applying for an AGRIM import certificate must be in the Finnish VAT Register, must register as a client of the Finnish Food Authority’s Market Department and apply for credentials for the application service for import and export certificates. The company must have an EORI number granted by Customs.
