About this service
Description
As the guardian of a newborn child, you must report your child’s name and native language to the Population Information System.
The child’s mother will automatically receive a form for reporting the details by post. The form arrives within approximately 2-4 weeks of the birth of the child. You do not need to use the paper form, but you can also submit the details online. If the child has two guardians, you will submit the notification together.
Report the child’s details to the Digital and Population Data Services Agency (DVV) within three months of birth. If the child is baptised as a member of the Evangelical Lutheran or Orthodox Church of Finland, submit the notification to the parish.
Once the child’s details have been registered in the Population Information System, the data will be forwarded to the authorities.
The Digital and Population Data Services Agency will not send you a separate confirmation of the registration of the child’s details.
### Notification of first name
You can give your child 1–4 first names. You cannot give your child a first name or a combination of first names that may cause offence or harm or that is inappropriate as a first name.
The child’s first name must correspond to the established naming practice. Girls must be given girls’ names and boys must be given boys’ names. Both girls and boys can be given gender-neutral names. The first name may not closely resemble a last name.
You can use the Digital and Population Data Services Agency's name service (available in Finnish) to determine the prevalence and popularity of different first names.
### Notification of last name
If the parents have a common last name or a common compound last name, it will also become the last name of the common child.
If the child only has one parent, the child may only receive the last name or compound last name of that parent. A child cannot be given the last name or compound last name of a person whose parenthood has not been confirmed.
If the parents have different last names or compound last names but they have joint custody of a common child, the child born later will receive the same last name or compound last name as their older full sibling.
When parents who are having their first common child have different last names, they can choose the child’s last name from the following options:
* last name or compound last name of one of the parents
* one name in the compound last name of one of the parents
* a new compound last name based on the parents’ last names.
If the parent is connected to a foreign state, for example on the basis of their nationality or marriage, the name of the child may be the last name or compound last name of the parent or grandparent or both. In this case, the name must correspond to the naming practices of the country in question, and the parents must provide a written account to demonstrate this.
### Notification of native language
You can only notify one native language for your child in the Population Information System.
How to use it
### Submit the child’s details using the online form
* To use the online form, you will need online banking IDs or a mobile certificate.
* Please submit the details only once.
* Make sure that the email address of the other guardian is correct to get a link for confirmation.
### Other guardian, please confirm the submitted data using a separate online form
* The other guardian will receive a link via email, to fill in the online confirmation form.
### Are you unable to handle the matter online?
If you cannot submit the child’s details using the online form, submit the paper form sent to you to the Digital and Population Data Services Agency at P.O. Box 1003, 00521 Helsinki.
Conditions
You can provide the details of a newborn child who does not yet have a name in the Population Information System.
