### Address marking All inhabited properties, including leisure properties, must have an address that guides emergency and maintenance traffic and other traffic. ### Address numbering • In the detailed plan area, new plots receive an address in the plot subdivision phase. Corner plots receive addresses on both streets, and the addresses of the buildings are processed in connection with the building permit. It is a good idea to confirm the future address practice already at the planning stage of the buildings. • In a sparsely populated area, a building receives a new address at the building permit stage. The address of the building is determined by its distance from the beginning of the road. A road that leads to more than two inhabited properties usually gets its own road name. • An address item on an island gets the name of the island as the address name. The address number, on the other hand, is obtained by measuring the distance in metres from the southernmost tip of the island in a clockwise direction.

How to use it

### Check the address marking of your property • The owner of the building must place an illuminated number or letter identifying the building and staircase in a place visible from the street, as decided by the municipality. • In detached house areas, the height of the address number should be at least 12 cm and it should stand out well from the background. The address marking must also guide emergency and maintenance traffic and other traffic to the property. • Within the plot, the addresses of houses, staircases and flats are determined by the building owner in cooperation with the building supervision authority. ### Changing the address number • The decision on the address number or changing it is made by an officeholder appointed by the city. • The authority will notify the rescue services, the registrar at the Local Register Office and the post office of new road names, address names and address numbers. ### Other address matters • Advice on other address and nomenclature matters is provided by the service point given on this website.

Description

As per the Basic Education Act, you have the right to apply for a place in a school other than the primary school of your child. This school is called a secondary school. You can apply for a secondary school place, for example, so your child can attend weighted curriculum education, or for other reasons. Headmasters admit pupils to secondary schools.

How to use it

Contact the headmaster of the secondary school to enquire about the possibility of changing schools. You will find the headmaster’s contact information on the school’s website. Inform the headmaster of the upcoming move either within the city or to another municipality as soon as possible. In connection to this, you can express your wish of continuing at the same school. The headmaster makes the decision on pupil admission. Contact the school transport services if your child is entitled to school transport to and from their primary school. In this case, school transport assistance may be considered to also apply to the secondary school. Otherwise, the guardian or the new municipality of residence is responsible for the transport costs. ### Attending school in another municipality The City of Lappeenranta can organise almost all the education mentioned in the Basic Education Act. For this reason, the City of Lappeenranta does not provide pupils with school places in other municipalities, except in exceptional circumstances. You can apply for a school place in a school in another municipality by submitting an informal application to the City Registry Office at kirjaamo@lappeenranta.fi or to PB 11, 53101 Lappeenranta, or to Customer Service Centre Winkki. The head of the education department makes the decision on the application for a school place at a school maintained by another education provider. However, the guardian has the possibility to apply for a secondary school place directly from another municipality. The school authorities of the other municipality make the decision on admitting the child, and the guardians of the pupil are responsible for transporting the pupil as well as for the transport costs.

Conditions

The admission of pupils is subject to equal selection criteria for pupils living in the city of Lappeenranta. The admission of pupils to a secondary school is subject to the following criteria in the following order: * The pupil’s place of residence is Lappeenranta. * On the basis of professional statements, there are pupil welfare reasons for granting a secondary school place (or the student has already started at the school in grades 7-9). * The pupil is starting a voluntary A2 language that is not taught at the primary school. * The pupil’s place of residence will change to the secondary school’s admission area during the academic year. * The pupil’s distance to their primary school exceeds three kilometres, but the distance to their secondary school is less than three kilometres. * The pupil has siblings in the secondary school. * The majority of the pupil’s pre-primary education group is starting school at the secondary school or more than half of the student's 6th grade teaching group is assigned to a secondary school. * After-school care for pupils in grades 1 and 2 is arranged close to the secondary school. * The pupil has an active hobby, and participating in it will be hindered or significantly hampered if the pupil is assigned to their primary school. If there are more applicants than places available after points 1 to 9, the available places are filled by drawing lots. The secondary school place may be terminated at the end of the academic year if there are pupils who have moved to the school’s admission area who are eligible for their primary school place and need to be provided with a school place in the school. Compulsory education ends when your child turns 18 or completes a matriculation or vocational or equivalent examination. All students within the scope of compulsory education are subject to the obligation to apply for upper secondary studies. It means that you, as a guardian, must ensure that your child applies for a place of study in a vocational institution or upper secondary school or other education specified in the Act on Compulsory Education during the 9th grade.

How to use it

Those of compulsory school age can apply for upper secondary education through the joint application system or the rolling admissions process. In the joint application procedure for post-compulsory education, applicants can use a single application form during a single application period to apply for initial vocational qualifications, general upper secondary schools, vocational education and training organised on the basis of intensive special support, preparatory education and training for a qualification (TUVA), preparatory education and training for work and independent living (TELMA) or liberal adult education courses at adult education centres intended for those of compulsory school age. The joint application form can be completed at StudyInfo.fi. Applicants may choose between 1 and 7 application preferences in the joint application process. They must rank their preferences in order of preference on the application form. It is worth considering the order carefully, as applicants will be selected for the highest-ranked preference for which their admission performance is sufficient. Lower-ranked choices are automatically cancelled, and the applicant can no longer be selected for them. Educational institutions may organise entrance and aptitude tests. Applicants will receive a separate invitation to such tests. The Finnish National Agency for Education will email all applicants to inform them of the results of the student selection process. Those who are not allocated a study place will also receive a follow-up guidance letter via email, containing instructions for the future. Students should accept their study place as soon as possible after receiving their results. Successful applicants will receive a link via email, which they can use to accept their study place. Educational institutions may still require that successful applicants also notify the institution that they have accepted their place (in the manner specified by the institution). Educational institutions organise their own rolling admissions for study places that are currently vacant or are about to become vacant. How to use it

If you find or think that you have found a relic, please contact the museum’s archaeologist. The Lappeenranta Sports Department maintains the artificial ice skating tracks in Kisapuisto, Joutseno, Kimpinen and Voisalmi. The Kisapuisto artificial ice skating area and rink have more recurring reservations by sports clubs for training and games than other artificial ice skating tracks. You can check the public ice skating hours and reservations in WebTimmi. We recommend that children wear helmets in the artificial ice skating areas.

How to use it

The latest update information in the outdoor sports facility maintenance application is valid until a new update is made. Even after the changing rooms close, the ice skating areas have lights on until 21.00, so they can be used even when the changing rooms are not available. Due to vandalism, the changing rooms cannot be kept open unless there is staff on site. The WebTimmi reservation calendar shows recurring reservations for training, as well as games and events. The public sessions of the Kisapuisto artificial ice track are marked in the reservation calendar in brown. Do not enter the ice during the reservations of sports clubs and schools. You can ask about and make reservations from the Sports Department by phone or email or with the electronic application form.

Public ice skating is free of charge, but reservations are subject to a fee in accordance with the sports facility price list.

Pupils have the right to get the interpreting and assistance services, other educational services and special aids they need to attend education free of charge. The aim is to ensure the essential prerequisites for the pupil to learn and attend school, such as accessibility and the possibility to interact with others on all school days. To support school attendance, the pupil may receive communication methods or interpreting which support and compensate for speech due to hearing impairment or special linguistic difficulties. If necessary, a pupil using sign language can receive support from a sign language interpreter or an assistant knowing sign language to support communication. The assistant guides and supports the pupil in everyday situations such as carrying out tasks related to learning and school as per the instructions given by the teacher or other support professionals. The aim of the assistance service is to support individual pupils so that they can take increasing responsibility for their learning and school attendance. The need for special aids may be related to eyesight, hearing, mobility or other physical need. Said need may also be related to special learning needs. The headmaster decides on the interpretation and assistance services required for attending education in connection with the decision on support in learning and school attendance. The need for and number of services and aids are assessed in connection with the assessment of the required pupil-specific support measures.

Asukas-, kylä- ja kotiseutuyhdistysten avustusten arvioimista varten kaupungilla on käytössä porrastettu avustusjärjestelmäasteikko. Hakiessaan avustusta yhdistys itse valitsee oman toiminnan tason ja toimittaa hakemuksen mukana talousarvion ja toimintasuunnitelman, jossa on eritelty valitun tason mukaiset toimenpiteet. Yhdistys sitoutuu toteuttamaan toimenpiteet avustuksen myöntämisvuonna. Asukas-, kylä- ja kotiseutuyhdistyksille myönnetään avustusta (alustava summa) seuraavan portaikon mukaisesti: Taso 1 = 200 € Perustoiminnan ylläpito - yhdistyksen kokoukset. Taso 2 = 500 € Perustoiminnan ylläpito - yhdistyksen kokoukset, vuodessa 1-2 asukastapahtumaa, tiedottamista nettisivujen/ sosiaalisen median kautta, osallistuminen alueelliseen asukastoimintaan, talkootoiminnan organisointi. Taso 3 = 700 € Perustoiminnan ylläpito - yhdistyksen kokoukset, vuodessa vähintään kolme asukastapahtumaa, tiedottamista nettisivujen/ sosiaalisen median kautta, osallistuminen alueelliseen asukastoimintaan, talkootoiminnan organisointi, aktiivinen toiminta jäsenistön kanssa. Taso 4 = 900 € Perustoiminnan ylläpito - yhdistyksen kokoukset, vuodessa vähintään kolme asukastapahtumaa, tiedottamista nettisivujen/ sosiaalisen median kautta, osallistuminen alueelliseen asukastoimintaan, talkootoiminnan organisointi, aktiivinen toiminta jäsenistön kanssa, suurempien tapahtumien järjestäminen yhteistyökumppaneiden kanssa. Aloittelevien yhdistysten perusavustus on 300 €. Avustusten euromäärät voivat tarkentua saapuneiden hakemusten ja käytettävissä olevien määrärahojen myötä.

How to use it

Avustusta haetaan ensisijaisesti sähköisellä lomakkeella kaupungin verkkoasiointipalvelun kautta hakuaikana 1.12.-31.1. klo 15.00 mennessä. Hakemuksen täyttäjä tarvitsee oman henkilökohtaisen verkkopankkitunnuksen palveluun kirjautumista varten. Yhdistyksen toimintasuunnitelma ja talousarvio ovat pakollisia liitteitä, jotka tulee jättää avustushakemuksen yhteydessä. Avustushakemuksen voi tarvittaessa tehdä myös paperilomakkeella Asiakaspalvelukeskus Winkissä kaupungintalolla tai Joutsenon kirjastossa. Avustushakemus tulee palauttaa 31.1. klo 15.00 mennessä.

Hakijan on oltava rekisteröitynyt yhdistys. Avustettavan toiminnan tulee sijoittua Lappeenrantaan. Avustuksen saaja sitoutuu toteuttamaan avustuksen kohteena ilmoitetut toimenpiteet avustuksen myöntövuoden loppuun mennessä. Myöhästyneitä tai puutteellisia avustushakemuksia ei käsitellä. Compulsory education begins the year your child turns seven. A young person may remain in basic education for children until they have completed the basic education syllabus or until the end of the academic year they turn 17. Compulsory education ends when a young person turns 18 or when they gain a matriculation examination or vocational examination. The property owner or holder may order an indication of the position of the boundary if there is no dispute about the position of the boundary and it is not desired to officially stake it out with boundary markers again. The position of the boundary marker is indicated by wooden stakes. A boundary demonstration does not involve officially confirming the boundary or permanently marking it. During the measurement, existing boundary markers are sought, their location coordinates are checked, and their locations, as well as the locations of lost boundary markers, are marked if the locations can be trusted. In the case of boundary measurements, it must be noted that the City of Lappeenranta’s authority in sparsely populated areas is limited because areas outside the detailed plan areas are included in the National Land Survey of Finland’s register keeping areas. ### Staking out a building Normally, staking out a building and marking its altitude is made before starting construction if the Building Supervision Department has required it in the permit conditions. We stake out the building at the customer’s order after the building permit is valid. We can also perform a preliminary staking out before the building permit enters into force. In this case, however, it is required that the building permit be pending and we be provided with the same layout plan that you have submitted to the Building Supervision Department for the permit process. ### Location review of a building We will perform a location review of the building site at the earliest when the corners of the building’s plinth are visible and some point of the plinth is in its upper surface. The purpose of the location review is to verify that the location of the building is in accordance with the confirmed drawings.

Please contact us in good time and leave the following information when ordering: • The number of the building permit, which is of the format “municipality code - year number in which the permit was applied for - running sequence number”, for example 405-2023-001. You can find the building permit number in the e-permit service or in the building permit documents. • Property identifier or address information for the construction site. • Necessary information about the construction project schedule. For staking out the building, information on the time of casting of the sensors will help us, and for the location review, information on whether the building’s frame or roof structures have already begun to be built will help us. • Any exemption requests.
