In open daycare children have the opportunity to experience play, movement, arts, and cultural heritage. The activities support the child’s overall growth, health, and well-being according to their age and stage of development. The focus is also on learning, cooperation skills, and interaction skills. Open early childhood education and care is provided by early childhood education teachers and childcarers. Open early childhood education and care is free of charge. ### Open Daycare * The activities of the open daycare are intended for children under school age and the guardians who care for them at home. * The aim is to promote the well-being of children and families together with other services for families with children. * Another goal is to strengthen parenting, support participation and community among families, and offer opportunities for peer support. * We recommend that the continuous time spent in the group is no longer than three hours at a time.

Rovaniemellä opiskeluhuollon rinnalla käytetään käsitettä opiskeluhyvinvointi, joka järjestetään monialaisesti opetustoimen ja sosiaali- ja terveystoimen kanssa. Lukion opiskeluhyvinvoinnin kokonaisuuteen sisältyvät opiskeluhuollon lisäksi psykologi- ja kuraattoripalvelut sekä opiskeluterveydenhuollon palvelut. Ryhmään kuuluvat myös opinto-ohjaajat, erityisopettaja, koulukuraattori, terveydenhoitaja ja opiskelijaedustaja sekä oppilaitoskohtaisesti opetushenkilöstön eri edustajia. Yksittäisen opiskelijan hyvinvointiin liittyvissä asioissa kutsutaan koolle opiskelijan suostumuksella monialainen asiantuntijaryhmä, jonka tehtävänä on tukea opiskelijaa kokonaisvaltaisesti opintojen etenemisessä. Rovaniemen lukioiden kesken toimii sama kuraattori. Oppilaanohjauksessa keskitytään oppimisen edistämiseen, itsetuntemukseen, työelämään ja realistisiin jatko-opintovalintoihin. Oppilaanohjaus muodostaa esiopetuksesta toiselle asteelle kestävän jatkumon. Ohjausta annetaan eri oppiaineiden opetuksen, oppilaanohjauksen ja koulun muun toiminnan yhteydessä. Ohjauksessa tehdään yhteistyötä myös huoltajien kanssa. Rovaniemellä vuosiluokkien 1-6 oppilaanohjaus tapahtuu yleisesti oppituntien ja koulun muun toiminnan yhteydessä. Rovaniemellä ohjausta toteuttaa koko koulu ohjaa -periaatteen mukaisesti koulujen koko perusopetuksen henkilökunta. Ohjausta antavat luokanopettajan lisäksi koulun muut opettajat. Vuosiluokilla 7-9 oppilaanohjausta järjestetään omana oppiaineenaan, jonka opetuksesta vastaa opinto-ohjaaja. Vuosiluokilla 7. ja 8. oppilaanohjausta on 0,5 vuosiviikkotuntia ja 9. vuosiluokalla 1,0 vuosiviikkotuntia. Rovaniemellä oppilasta ohjataan monipuolisesti. Vuosiluokilla 7.-9. oppilaanohjaus muodostuu opetussuunnitelman tavoitteiden mukaisesti luokkamuotoisesta ohjauksesta, henkilökohtaisesta ohjauksesta, pienryhmäohjauksesta ja työelämään tutustumisesta. Lisäksi oppilaanohjauksessa korostuu ohjaus nivelvaiheissa ja siirtymissä. Ohjaus sisältää myös tutustumiskäyntejä oppilaitoksiin. Oppilaalla, joka tarvitsee perusopetuksen jälkeisiin jatko-opintoihin hakeutumiseen liittyvää tukea, on oikeus saada oppilaanohjauksen lisäksi tarpeidensa mukaista tehostettua henkilökohtaista oppilaanohjausta vuosiluokilla 8 ja 9. Tehostetussa henkilökohtaisessa oppilaanohjauksessa painopisteenä on oppilaan jatko-opintovalmiuksien kehittäminen sekä ohjaaminen oppilaalle sopiviin jatko-opintoihin. Tavoitteena on, että jokaiselle oppilaalle löytyy jatko-opiskelupaikka, jossa oppilas jatkaa oppivelvollisuuden suorittamista perusopetuksen jälkeen. Tehostetun henkilökohtaisen tarpeen arvioi ensisijaisesti oppilaanohjaaja. Tehostettua oppilaanohjausta saavalle nuorelle tehdään jatko-opintosuunnitelma wilmaan. Rovaniemi on mukana valtakunnallisessa oppilaanohjauksen kehittämishankkeessa 2021-2022. Asuinkunnan tehtävä on ohjata oppivelvolliset hakeutumaan koulutukseen ja tarvittaessa muiden tarkoituksenmukaisten palveluiden piiriin. Asuinkunnan ohjaus- ja valvontavastuu astuu voimaan 1.8.2021. Kunnan oppivelvollisuuskoordinaattori selvittää oppivelvollisen tilanteen ja tuen tarpeen yhdessä oppivelvollisen ja tämän huoltajan kanssa. Jos oppivelvollinen ei peruskoulun päättämisen jälkeen aloita 2. asteen koulutusta, asuinkunnan tulee kahden kuukauden kuluttua osoittaa oppivelvolliselle opiskelupaikka tutkintokoulutukseen valmentavassa koulutuksessa tai työhön ja itsenäiseen elämään valmentavassa koulutuksessa. Koulutuksen järjestäjän tulee ottaa opiskelijaksi sille osoitettu oppivelvollinen. Mikäli oppivelvollisella arvioidaan tarve saada vaativaa erityistä tukea, hänelle tulee osoittaa opiskelupaikka sellaisen koulutuksen järjestäjän koulutuksessa, joka järjestää koulutusta vaativaan erityiseen tukeen oikeutetuille opiskelijoille. Opiskelupaikka voidaan osoittaa myös asuinkunnan järjestämässä tutkintokoulutukseen valmentavassa koulutuksessa. Asuinkunnan vastuulla on yhteydenpito oppivelvolliseen ja hänen huoltajaansa. Tätä tehtävää hoitaa oppivelvollisuuskoordinaattori, joka Rovaniemellä työskentelee nuorisopalveluiden yksikössä ja tekee tiivistä yhteistyötä koulupalveluiden kanssa. Ounaspaviljongin alue on monipuolinen lähivirkistysalue, jota käytetään myös Rovaniemen kaupungin suurtapahtumien tapahtuma-alueena. Alueella sijaitsee uimaranta, venesatama, iso leikkipuisto, veneenlaskuluiska, neljä beach-volley kenttäaluetta, laavu, tenniskenttä, kelluva näyttämö ja 800 hengelle tarkoitettu katsomo. Lisäksi palveluihin kuuluu jäähileasema. Venesatamassa on maksullisia venepaikkoja yhteensä 212 kappaletta. Venepaikan vuokraaminen tapahtuu kaupungin resurssinvarausjärjestelmän kautta. Tenniskenttää saa vuokrata alueen ravintolayrittäjältä. Jäähileasema on tarkoitettu alueen vapaa-ajan kalastajille, jotka voivat lunastaa käyttöoikeuden maksamalla vuosivuokran. Laavu ja uimaranta ovat kaikkien vapaasti käytettävissä.

How to use it

Suurtapahtumien varaaminen tapahtuu kaupungin lupajärjestelmän kautta ja tapahtumista peritään lupa- ja tapahtumamaksu. Venepaikan vuokraaminen tapahtuu kaupungin resursivarausjärjestelmän kautta. Tenniskentän vuokra tapahtuu alueen ravintolayrittäjän toimesta. Uimarannan, veneenlaskuluiskan, laavun ja beach-volley kenttien käyttö on vapaata.

Rovaniemi’s outdoor sports facilities include sports fields, nearby exercise areas, fitness trails, ice skating areas, and ski tracks. In summer, you can enjoy various ball games and track and field events at the sports fields. The fields vary in size and have surfaces such as natural grass, artificial turf, or crushed stone. Tennis courts have surfaces of either sand-filled artificial turf or clay. In winter, Rovaniemi offers several ice skating areas and rinks for skating and ice games. Some rinks are permanent, while others are set up annually. There is also an extensive network of ski tracks. In summer, part of the ski track network serves as fitness trails. Outreach youth work provides low-threshold support for young people under the age of 29, especially in challenging life situations. The aim is to support young people in becoming independent, managing everyday life, and participating in education, working life and society. Support is free of charge and based on voluntary participation. The work includes service guidance, individual support, group activities and cooperation with other professionals. Support is available for example in housing or financial matters, and meetings can also take place in everyday environments, such as during a walk or over coffee. The service is open to young people from all language backgrounds, and interpretation services can be arranged when needed. Contact can be made by the young person themselves or by someone close to them, such as a parent.

How to use it

Contact the outreach youth worker in your municipality. Contact details can be found on the website www.yhteysetsivaan.fi/?lang=en where it is also possible to submit a contact request about a young person you are concerned about. A young person may also submit a request themselves. Outreach youth workers can be contacted by phone, WhatsApp, email, or by sending a private message via Facebook or Instagram.

Conditions

The service is intended for young people aged 15 to 28 who are in need of support. Outreach youth work helps, for example, young people who are outside education or working life, to access the services they need, such as studies, work or other forms of support. Young people who face challenges in social situations may also benefit from the service. Outreach youth workers are present in young people’s everyday environments and offer a safe and confidential space to talk with a supportive adult. Participation is voluntary, free of charge and confidential.

How to use it

Paja sijaitsee Rovaniemen pääkirjaston alakerrassa Musiikkikirjaston tiloissa. Paja on avoinna kirjaston aukioloaikoina. Paja suljetaan 15 minuuttia ennen kirjaston sulkemista. Pajan laitteet ja soittohuone varataan varauspalvelu Varaamon kautta. Varausta varten tarvitset kirjastokorttisi numeron ja siihen liitetyn PIN-koodin. Hoidat lähtökohtaisesti laitteiden käytön itse. Ensimmäiselle käyttökerralle voit sopia henkilökohtaisen 30 min mittaisen opastuksen olemalla yhteydessä musiikkikirjastoon.

In Rovaniemi, there are a total of 144 hectares of developed green areas, of which approximately 82 hectares are parks and 62 hectares are traffic-related green areas. Parks and traffic green areas are maintained as a single entity. Each green area has a maintenance class that defines the level of care. Developed green areas are most often located in central areas and are subject to heavy use. The highest level of care quality and maintenance frequency is applied to Tapaninpuisto, playgrounds having the second highest level of care. Regular summer-season maintenance activities for green areas include maintaining cleanliness, mowing lawns and other plant care tasks, as well as maintaining park pathways. The cleanliness and safety of parks are monitored regularly. During the winter season, no maintenance activities are carried out in green areas and park pathways are not plowed. In winter, pedestrian and cycling traffic is safely accommodated by using designated pedestrian and cycling routes. In addition to developed green areas, residential areas include recreational and landscape meadows, which are maintained as open meadow-type green spaces. Maintenance activities include mowing as well as the upkeep and cleaning of park pathways. The planning, construction, maintenance, and management of the city’s green areas are the responsibility of the City of Rovaniemi.

Description

A pay subsidy is a benefit intended to promote the employment of unemployed jobseekers that an employment authority can grant to an employer to cover pay costs. The purpose of work supported by pay subsidy is to promote the employment of unemployed job seekers in the open labour market and to improve their professional competence. Pay subsidy also helps people with reduced work ability and those aged 60 or over who have been unemployed for an extended period to find work and participate in the world of work. The subsidy is granted and paid to the employer, but its granting is always based on the unemployed jobseeker’s service need. A pay subsidy may be granted for * open-ended full-time employment * fixed-term full-time employment * apprenticeship training * part-time employment if the granter of the subsidy feels that it is appropriate and that it promotes the jobseeker’s possibilities to find employment. The employment authority assesses whether the subsidy is the most appropriate means of promoting the employment of the unemployed jobseeker and decides separately the duration and amount of each support period. The unemployed jobseeker’s employment plan or pay subsidy card includes a mention of the pay subsidy. The length of the pay subsidy period depends on the duration of the person’s unemployment and the impact a possibly reduced work ability might have on their work performance. Depending on the duration of the unemployment preceding the pay subsidy, the subsidy would be granted for five or ten months. The subsidy is granted for the duration of the employment relationship at most. The subsidy may be granted for hiring a long-term unemployed person aged 60 or over for a maximum of 24 months at a time. In most cases, the amount of the pay subsidy is 50% of the salary costs incurred by the person hired with the subsidy. The amount of support granted for hiring a person with reduced work ability is 70% of their pay. The amount of support for an association, foundation or registered religious community may be 100% of the pay. The amount of subsidy granted is between 1,260 and 2,020 euros per month, depending on the grounds for granting. The pay covered with the subsidy is the pay subject to withholding tax that is paid to the employee on the basis of working hours or the performance of a contract.

How to use it

Apply for support at least two weeks before the start of employment. The employment relationship can only start after a decision on the subsidy has been made. If you are applying for a pay subsidy extension, submit the extension application at least two weeks before the start of the new subsidy period. The employment relationship must continue immediately after the previous subsidy period ends. The granted wage subsidy is paid retrospectively so that the pay periods ended during one calendar month are included in the pay period. You can apply for a payment of the subsidy for several payment periods. However, the subsidy is paid by each payment period. Submit a payment application to the employment authority within three months of the end of the calendar month during which the last payment period of the subsidy period ends. The subsidy period is the period defined in the decision as the duration of the subsidy. ### Apply for support and its payment in the e-service Apply for support and its payment using an electronic form in the e-service. Log into the e-service with your personal banking IDs, a mobile certificate or a certificate card. Complete the application in the service and attach the required documents. The service’s internal instructions will help you fill in the application. In the e-service, you can submit an application, respond to requests for supplementary information concerning the application, supplement your application and receive decisions concerning your case. In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data. The e-service checks the person’s right to use e-services when logging in. The mandate theme used for the subsidy is called Applying for pay subsidy. In addition to the mandate, organisations need a business ID to use the e-services. You can get advice on using the E-service and how to authorise from the Enterprise Finland Advisory Service.

Conditions

A company, joint municipal authority or wellbeing services county or other entity, such as an association, foundation, registered religious community or parish can apply for pay subsidies. The City of Rovaniemi does not grand pay subsidies to municipalities. The subsidy cannot be granted for an employment relationship that started before the decision to grant the subsidy was made. An exception to this is the granting of a new pay subsidy period when the new period begins immediately after the previous one ends. As an employer, you undertake to pay the employee who has been hired with the subsidy at least the salary specified in the collective agreement applicable to the employment relationship or the normal and reasonable salary if there is no applicable collective agreement. Pay subsidy shall not be granted if the pay of the person to be hired with the subsidy would be determined solely on the basis of their work performance. The subsidy cannot be granted if: * the subsidy distorts competition vis-à-vis others offering the same products or services * the employer has essentially neglected their obligation to pay wages or obligations to pay taxes or statutory payments * the organisation you represent is a company in trouble as referred to in the General Block Exemption Regulation of EU State Aid or if the European Commission has issued a negative Recovery Order against it, which declares the subsidy as illegal or unsuitable for the internal market. * It is possible to receive support regardless of dismissals or lay-offs when the number of employees in an employment relationship at the time of applying for the pay subsidy is at least equal to the number of employees at the time of dismissal or lay-off. The subsidy may not impair the position of your other employees. If the person hired with the subsidy is transferred to another employer during the pay subsidy period due to the transfer of a business, merger or division of an entity or the merger of entities, pay subsidy may be granted to the employer receiving the employee for the remaining period of the pay subsidy period granted to the transferring employer. The receiving employer must submit an application for pay subsidy to the employment authority within one month since person hired with pay subsidy has transferred to the employment of the recipient or the receiving organisation.

Lapselle laaditaan varhaiskasvatussuunnitelma yhteistyössä huoltajien kanssa. Kunnan hyväksymät palveluntuottajat löytyvät alla olevista linkeistä. * Palveluseteli on lapsikohtainen.
