Three-family day care is a child day care system where the care group consists of four children from one or more families. The care is provided at the family homes. In three-family day care, the children are taken care of by a family day carer or a care provider hired by the families. The care is provided in the family homes, either just one home or alternately at different homes according to agreement. The homes have to be suitable for day care at home. Three-family day care is currently not available in Sipoo. However, it can be arranged by hiring a private day carer with the help of private day care allowance.

Sipoon kunnan omistamien rakennusten ylläpidon tarkoituksena on varmistaa kiinteistöjen kunnon, arvon, ominaisuuksien ja olosuhteiden säilyminen hyvällä tasolla. Tällöin rakennusten käyttäjillä on terveet ja turvalliset tilat olla. Korjausten avulla pyrimme myös parantamaan rakennusten toiminnallisuutta ja esteettömyyttä. Hyvään ylläpidon tasoon päästään toteuttamalla sitä säännöllisesti ja ennakoidusti. Lähtökohtana on saada rakennuksille mahdollisimman pitkä ja toimiva elinkaari. Alla on kerrottu tarkemmin ylläpidon osa-alueista. ### Kiinteistönhoito Kunnan omistuksessa olevien rakennusten talotekniikan ja ulkoalueiden päivittäinen hoito sekä huolto. Lisäksi kiinteistönhoito vastaa turvatekniikan (lukitus, kulunvalvonta, kameravalvonta ja rikosilmoitinlaitteet) suunnittelusta ja ylläpidosta. ### Siivous Rakennusten säännölliset ylläpito- ja perussiivoukset, joilla varmistetaan käyttäjille puhdas oleskeluympäristö ja siistit tilat. Osa kunnan rakennusten vuokraajista hoitaa siivouksen itse. ### Talotekniikka Rakennusten taloteknisten järjestelmien (lämmitys-, vesi-, viemäri-, ilmanvaihto- ja sähköjärjestelmät) suunnittelu ja laajemmat korjaukset sekä niihin liittyvät tutkimukset, energiatalouteen liittyvät kehityshankkeet, tekniikan uusiminen ja investointihankkeet. ### Korjausrakentaminen ja muutostyöt Kunnan omien rakennusten akuutit korjaukset, muutostyöt ja rakennushankkeet sekä vuosikorjaukset, vuosikorjaussuunnittelu, sisäremontit ja rakennusten leikkivälineiden tarkastukset. ### Asiakaspalvelu Asiakasrajapinnan tehtäviin kuuluu yksikön hallinnolliset työt, asiakaspalvelu, vuokraus, kunnan sisäilma-asiat ja viranomaisyhteistyö. ### Tekninen päivystys Virka-ajan ulkopuolella akuutit viat hoidetaan teknisen päivystyksen kautta.

Huoltajalla on oikeus hakea lapselleen koulupaikkaa muusta kuin osoitetusta lähikoulusta. Toissijaisissa oppilasvalinnoissa sovellamme kunnan asettamia valintaperusteita ja perusopetuksen enimmäisopiskelijamäärää. Huoltaja vastaa koulukuljetusten järjestämisestä ja maksamisesta toissijaiseen kouluun. Toissijaista koulupaikkaa voi hakea kesken lukuvuoden vain, jos perhe muuttaa Sipooseen tai sen sisällä. ### Laki edellyttää, että kunnan viranomainen merkitsee rakennuksen paikan ja korkeusaseman, jos rakennusluvassa niin määrätään. Lisäksi viranomainen tarkistaa rakennuksen sijainnin ja korkeusaseman perustustyön jälkeen. ### Rakennuksen sijainnin ja korkeusaseman merkitseminen * Rakennuksen sijainnin ja korkeusaseman maastoon merkitseminen suoritetaan asemakaava-alueilla ja niillä kaava-alueen ulkopuolisilla rakennuspaikoilla, joilla rakennuslupapäätöksessä on niin määrätty. * Rakennuksen paikka ja korkeusasema merkitään maastoon ennen rakentamisen aloittamista. Merkintä tehdään asiakkaan tilauksesta sen jälkeen, kun rakennuslupa on myönnetty. Rakennuksen paikka merkitään hyväksytyn asemapiirroksen mukaisesti. Mitattavalta rakennuspaikalta rakennuksen paikan kohdalta tulee poistaa puusto, tarvikkeet sekä muut mittaustyötä vaikeuttavat esteet. * Rakennuksista merkitään äärikulmat neljä pistettä. * Rakennuslupamaksun yhteydessä hakijalta peritään maksu rakennuksen maastoon merkitsemisestä. Mikäli rakennuksen sijainti joudutaan merkitsemään uudelleen, tästä peritään erillinen maksu. * Rakennuksen paikka merkitään maastoon maalimerkein, puupaaluin tai valmiiksi rakennettuihin lankapukkeihin. ### Sijaintikatselmus * Sijaintikatselmus suoritetaan asiakkaan tilauksesta, kun rakennuksen perustukset ovat valmiit. * Sijaintikatselmuksessa todetaan, että rakennuksen sijainti ja korkeusasema ovat hyväksyttyjen piirustusten mukaiset. ### Rajapyykki kateissa? Mikäli kiinteistönne rajamerkit ovat hävinneet maastosta ja haluatte, että kiinteistöllenne laitetaan uudet rajamerkit hävinneiden tilalle, voitte tilata maanmittauslaitokselta rajankäynnin. Mittauksen ja sijaintikatselmuksen voit tilata Sipoon kunnan mittaus- ja kiinteistöpalveluista sähköpostitse osoitteesta mittauspalvelut@sipoo.fi. Ilmoita viestissä rakennuspaikan osoite, rakennuslupanumero, toive mittausajankohdasta (erityisesti merkintöjen osalta) ja yhteystiedot. Tilaus tulee tehdä 1–2 viikkoa ennen toivottua mittausajankohtaa.

Kiinteistötoimitukset Sipoon kunnan alueella suorittaa Maanmittauslaitos. Kunnat, jotka ovat ennen maankäyttö- ja rakennuslain voimaantuloa laatineet rakennuskaavoja, voivat jatkossakin pääsääntöisesti ohjata rakentamista ohjeellisen tonttijaon mukaisella asemakaavalla, ellei kunnan kehityksessä ole tapahtunut sellaisia muutoksia, jotka edellyttävät sitovaa tonttijakoa. Ohjeellisen tonttijaon mukaisella asemakaava-alueella rakentaminen ja rakennuslupien myöntäminen on nopeampaa ja yksinkertaisempaa, kuin sitovan tonttijaon mukaisilla asemakaava-alueilla.

Rakennuslupaa haettaessa hakijan tulee huolehtia siitä, että hänellä on hallintaoikeus koko rakennuspaikkaan.

Conditions

Ohjeellisen tonttijaon mukaisella rakennuspaikalla rakennuslupa voidaan myöntää, kunhan hakija hallitsee koko rakennuspaikkaa. Ohjeellisen tonttijaon rajaamalla rakennuspaikalla esim. rakennuspaikan muodostuminen kahdesta kiinteistöstä ei välttämättä ole esteenä rakennusluvan saamiselle. Rakennuspaikan on kuitenkin täytettävä kunnan rakennusjärjestyksessä olevat vaatimukset.

In Sipoo, the group includes representatives from various municipal departments as well as the police, the rescue services, the Centre for Economic Development, Transport and the Environment, and the Finnish Road Safety Council (Liikenneturva). The Police maintain traffic safety and are responsible for, in expamle, speed control. More information on the Police's traffic safety work can be found on the Police's traffic safety website. On the Police website, you can, for example, submit a traffic monitoring request for an area that requires traffic surveillance. Väestötietojärjestelmään voidaan hakemuksesta merkitä henkilölle turvakielto, jos hänellä on perusteltu ja ilmeinen syy epäillä, että hänen tai hänen perheensä terveys tai turvallisuus on uhattuna. Turvakiellon myöntää Digi- ja väestötietovirasto (DVV). Turvakielto estää kiellon alaisten tietojen luovuttamisen muille kuin viranomaisille. Turvakielto on poikkeuksellinen turvaamistoimi, jolla rajoitetaan henkilön osoite-, asuinpaikka- ja kotikuntatiedon luovuttamista väestötietojärjestelmästä vain sellaisille viranomaisille, joilla on oikeus turvakiellon alaisten tietojen käsittelyyn. Turvakielto on voimassa enintään viisi vuotta sen asettamisesta ja turvakieltoa voidaan jatkaa Digi- ja väestötietoviraston päätöksellä kaksi vuotta kerrallaan. There are two upper secondary schools in Sipoo: Sipoon lukio provides education in Finnish, and Sibbo gymnasium in Swedish. Students graduating from upper secondary schools are eligible to apply for further studies in universities, universities of applied sciences, and in vocational education based on the lukio syllabus. The general upper secondary school syllabus takes three years to complete. It is also possible to graduate sooner, or to use a maximum of four years to complete the studies. Studies in the Finnish lukio end at a matriculation examination. In a modular upper secondary school, the studies progress independently of definite class years. The school year is divided into study units. One unit usually lasts for 1.5 months and includes studies in 5–6 different teaching subjects. Courses in one teaching subject last for 38 hours in general. It is common that the same teaching subject is taught in several study units. Upper secondary school education aims at giving the students a broader, comprehensive general knowledge. The goal is to encourage the students to critical, individual thinking and responsibility. Students attending upper secondary schools will increase their essential knowledge and skills of people, cultures, nature and the society. Upper secondary education will train the students in understanding the complex mutual dependencies in life and the world. They will also learn to analyze wide-ranging phenomena. The goals and objectives of upper secondary education are defined by the Finnish General Upper Secondary Schools Act and Decree, respectively, the Government Decree on the General Objectives for General Upper Secondary Education and Lesson Hour Distribution, and the core curriculum for general upper secondary schools, published by the Finnish National Agency for Education in 2015. The national core curriculum and its goals are defined more closely in the local syllabus for upper secondary education. In Sipoo, the syllabus is defined for Finnish and Swedish educational establishments separately.

Sipoo library is part of the Helle Libraries, a collaboration between the libraries of 12 municipalities in Uusimaa. You can search for library material in the Helle Online Library. In the Online Library you can also renew loans and place holds on material from any Helle Library free of charge. A library card acquired at Sipoo library can be used to borrow material from all Helle libraries. ### ### Borrowing When borrowing material, you must present a physical library card or a mobile card on your phone. When you get a library card, you agree to comply with the Helle Library Terms of Use. Due dates vary depending on the material type and demand. We follow age ratings for movies and video games. ### Returning Borrowed material should be returned by the due date before the library closes. Outside library opening hours you can return material through a return hatch. Material left in the hatch will be processed and returned on the next day the library is open. The return hatches at the main library and Söderkulla library are by the front entrance. You can return borrowed material to any of the Helle libraries. Some material, such as sporting equipment and interlibrary loans must be returned to the library you borrowed them from. ### Renewals You may renew loans up to 6 times if there is no hold on the material. You can renew loans on the Helle Online Library, in a library or by phone.

How to use it

You can get a library card by visiting the library and showing some ID. The Helle Libraries accept the following forms of ID: * EU countries’ identification documents * passport * Finnish driving licence * photographic Kela card (for under-18s, a Kela card without a photograph is also accepted) * resident’s card from a reception centre in Finland * Residence permit issued by the Finnish Immigration Service The first library card is free. A child under the age of 15 needs a parent’s or guardian’s written consent to get a library card. You can also apply for a library card online in Sipoo My Services available at the Sipoo municipality website. Please note that the library card application form is only available for the Finnish and Swedish language versions of the service.

Conditions

You can visit the library freely and use materials like books, magazines and digital materials, e-magazines and databases. For checking out material you need a library card. The library card's number together with your PIN works as an identifier when using digital services. Every library has its own rules. The rules define users' rights and duties.

Fee details

Using the materials in the library, checking out and placing holds, spending time in the library and information services are free of charge. Interlibrary loans, printing and copying and meeting room may incur a fee. Consult your local library's rules for more information.
