Their goal is to collect dangerous waste and scrap metal produced by residents and summer cottage owners. Otto waste collection truck accepts reasonable amounts of dangerous waste. Romulus waste collection truck collects scrap metal, approximately one passenger car trailer worth of metal objects per client. Otto waste collection ferry sails in the eastern Uusimaa archipelago during the summer months, collecting waste produced by both permanent residents and summer guests. The collection ferry accepts household dangerous waste, electrical devices and scrap metal free of charge. Other types of waste are also taken on board, but they are subject to a charge.

It is obligatory for all residential buildings to use waste management services organized by the municipality. Waste management in Sipoo is taken care of Rosk 'n Roll waste management services. The most common way to use waste management services is to acquire a waste container, either by buying or renting one. Inhabitants can organize their waste management by signing a contract for their house only, or in cooperation with one or more of their neighbours. Waste management is obligatory for all houses and leisure-time residences, also when they are located on the mainland and have a road connection. In sparsely populated areas, inhabitants may also choose to transport their daily waste themselves to a mixed waste collection point. This option is also subject to a charge. In the archipelago, inhabitants of residential buildings used all year round as well as owners of summer cottages have two options for waste management: they can either sign up and use the mixed waste collection points, or transport their garbage to a waste collection ferry. Waste collection by ferry operates in the inner Sipoo archipelago area. A collection ferry called Otto makes also a tour in the archipelago each summer. Otto is a ferry collecting household dangerous waste, electrical devices and scrap metal. These types of waste a collected and transported free of charge. Otto accepts even other types of waste, but they are subject to a charge.

If you own a house in a rural area where municipal sewage is not available, you have to organize the sewage treatment on your property in an appropriate way. Wastewater produced on your property is not allowed to cause any negative effects on health or the environment. Wastewater refers to both household sewage such as toilet water, and gray water from a sink or bath that does not contain serious contaminants. It is illegal to lead rain water or storm water drainage to the property sewage.

How to use it

### Do I have to Renew My Sewage System? The requirements regarding old-fashioned sewage systems, that is, most often systems with a series of septic tanks followed by a pipe to a ditch only, have been updated. According to the legislature, such systems in rural areas must be renewed so that they meet the requirements of primary-level stage wastewater treatment. The changes are to be made no later than October 31, 2019. This deadline applies only to sewage systems in so called transition period areas. ### You have to renew your waste treatment system if: * your property is situated in a classified groundwater area * your system collects domestic sewage from a building that is located no more than 100 metres from a natural waterway, or sea mean water level shoreline. You can use the environmental administration online map service to get a rough estimate on whether your property is located within a groundwater conservation zone, or near a natural water system or sea. ### Waste treatment systems meeting the following requirements do not have to be renewed: * the system is situated outside the so called transition period area, that is, outside groundwater conservation zones or more than 100 meters from the nearest natural water system, or sea shore (in these cases, the sewage system has to be updated whenever the property is renovated next time in such an extent that requires a building permit) * your property is already equipped with a sewage system that meets the treatment requirements (e.g. a small sewage treatment plant or a functional subsurface filter system), or the property is connected to a municipal or water and sewage cooperative sewage pipeline * your property produces only small amounts of grey water (no running water to the house or similar, and a dry closet) * your property located in a transition period area has applied for and received a permit from the municipal environmental protection authority to be exempted from the primary-level wastewater treatment requirements * the property owners are born previous to March 9, 1943 and have their permanent address at the property (so called automatic exemption according to age; NOTE that this exemption on the grounds of age is not applied for recreational dwellings and second residences, or in cases where one of the owners has their permanent address somewhere else or is born subsequent to March 9, 1943).

Conditions

Property owners who are not required to renew their system must nevertheless see to that they can give a full account on their sewage system in use, including construction drawings, user manual and maintenance instructions. The documents mentioned above are to be stored at the property premises and presented to authorities upon request. If the sewage system does not function properly, or causes damage to the environment, you must take immediate action in order to improve its functional capacity. When necessary, the system has to be renewed entirely.

We provide high-quality drinking water to inhabitants living in Sipoo and the Östersundom residential area in Helsinki, and lead wastewater from Sipoo to the Viikinmäki sewage treatment plant in Helsinki. We are responsible for building, maintaining and renovation of water supply and sewage pipelines. Water supply and sewerage includes the acquisition of water, that is, leading, treatment and distribution of water to households, and the transport and treatment of wastewater produced (sewerage). How to use it

Sipoon Vesi Risk Assessment Risk assessments carried out by Sipoon Vesi follow the principles stated in the World Health Organization Water Safety Plan (WSP). The risk assessment covers the entire water distribution chain. The assessment was completed in 2020 and involved the entire water company staff. Eventual risks connected with water quality and distribution security were classified according to their gravity, and the observations made were discussed in cooperation with the health and safety authority. Risk assessments made according to WSP cover both the knowledge requirement and the obligation to supervise as stated in the Finnish Environmental Protection Act. Risk assessments are discussed regularly with the health and safety authority, who supervises that the water company takes necessary action to secure water quality and distribution security. The risk assessment has been approved by the health and safety authority (December 15, 2020). Domestic water distributed by Sipoon Vesi is mainly produced by the central Uusimaa water cooperation Keski-Uudenmaan Vesi (KUVESI). In Myyras, the water is produced by the Helsinki Region Environmental Services (HSY). Household water quality is controlled according to supervision programmes verified by the health and safety authority. According to risk assessments made, there is no need for extra water samples or intensified testing. Water supply and sewage treatment on real estates located in rural areas are most often based on property-specific individual solutions. In cases where water and sewage pipelines are not available, neighbouring properties may also set up a water cooperative. Members of the water cooperative share the responsibility and costs of both water supply and sewerage organized in the cooperative. If the property uses water from a well, the quality of the water can be investigated in a laboratory to ensure that the water is safe for health. Wastewater treatment has to follow the requirements stated in the Water Services Act and the Environmental Protection Act. The real estate may have a septic tank of its own. These tanks are emptied either regularly or when necessary. The real estate may also be equipped with a property-specific wastewater treatment system. Owners of houses in a rural areas where municipal sewage is not available have to organize the sewage treatment on the property in an appropriate way. Wastewater produced on the property is not allowed to cause any negative effects on health or the environment. Houses not connected with the sewage pipeline must be able to give a full account on their sewage system in use, including the user manual and maintenance instructions.

How to use it

For more information about water supply and sewerage in rural areas, please contact the municipal environmental authority. Whenever building a new wastewater treatment system or renewing the old system, you can always contact the municipal building authority and the environmental protection authority for help. However, please remember that all construction plans have to be made by a competent designer. It is also advised to use an expert when drawing up reports on existing sewage systems. The official messaging channel between home and schools in the municipality is called Wilma. You can log into Wilma at https://sipoo.inschool.fi, or by using the Wilma app. Cultural Administration Service messages in the municipality of Sipoo are always sent as Wilma notices. An exception to this rule are issues concerning just one pupil. They are sent as direct messages via Wilma. Schools inform the guardians using both notices and messages. Schools do not use other channels, such as WhatsApp groups or email lists, to deliver messages. Guardians use Wilma for example to follow up with school messages, inform about and acknowledge their child’s absence from school, send messages to teachers and read notices. Any decisions concerning the child are also published in Wilma. Guardians should follow up with Wilma notices daily. This is especially important during the Covid-19 epidemic. Guardians are notified on any decisions concerning their own child via Wilma. These decisions are listed under “Hakemukset ja päätökset” (Applications and decisions). Description

Persons returning to the job market or just beginning their working career benefit from work trials. Thanks to a work trial, they may get their foot in the door at a prospective employing company. It’s advised you try to find a workplace yourself. Nevertheless, TE Offices will also provide you with information about employers interested in arranging work trials. A work trial gives you a perfect opportunity to show your skills and motivation to a potential employer. When trying out different tasks, you may also cooperate with your work-trial employer and the TE Office to clarify what other kinds of support you need in order to find a job. ### What happens afterwards? Your own assessment of the work trial is a crucial part of your future plans, carried out together with the employment office. Your employer will also give feedback on the work trial and recommend how you should proceed. You have several options for support after a completed work trial. You may find employment with the help of pay subsidy, further education or work training. ### Income and Compensation of Costs Persons taking part in work trial receive same benefits as the unemployed. Your unemployment benefit may be increased when you agree on a work trial as a part of your employment plan or a similar plan. The institution paying your unemployment benefit (your own unemployment fund or Kela) will make the decision of paying an increase. Your expenses caused by the work trial may also be reimbursed. The compensation is paid for the days you take part in the activities. If the institution paying your unemployment benefit does not reimburse you expenses, the TE Office may pay you a discretionary expense allowance.

How to use it

Contact your local TE Office when you wish to participate in a work trial in order to clarify your interests or aptitude for a specific task or profession.

Conditions

A work trial will give you an opportunity to get acquainted with the working life, try different tasks and professions and to get help in finding out which lines of work suite you best. One objective of work trials is also to clarify your professional plans. Work trial can also be used to support you when you are returning to the labour market after a long absence. You may take part in a work trial for example when: * You don’t have any kind of occupational training. * It is necessary you change professions due to health issues or structural changes in the job market. * You have been absent from the labour force for a long time, for example due to long-time unemployment or family leave. * You’re considering self-employment and wish to clarify your interests and suitability for entrepreneurship. In a work trial, you will work with tasks previously unfamiliar to you. Only in cases where you have been absent from the labour force for a long time, work trial may be arranged in a profession or tasks you already have previous knowledge of. In these cases, the purpose of the work trial is to support the person’s return to work. For example, it is not possible to arrange work trials to employ newly examined persons within their own branch of profession, that is, to help them gain work experience.

Alueiden käytön yksityiskohtaista järjestämistä, rakentamista ja kehittämistä varten laaditaan asemakaava, jonka tarkoituksena on osoittaa tarpeelliset alueet eri tarkoituksia varten ja ohjata rakentamista ja muuta maankäyttöä paikallisten olosuhteiden, kaupunki- ja maisemakuvan, hyvän rakentamistavan, olemassa olevan rakennuskannan käytön edistämisen ja kaavan muun ohjaustavoitteen edellyttämällä tavalla. Asemakaavan muutos voidaan laatia myös vaiheittain. Asemakaava on laadittava siten, että luodaan edellytykset terveelliselle, turvalliselle ja viihtyisälle elinympäristölle, palvelujen alueelliselle saatavuudelle ja liikenteen järjestämiselle. Rakennettua ympäristöä ja luonnonympäristöä tulee vaalia eikä niihin liittyviä erityisiä arvoja saa hävittää. Kaavoitettavalla alueella tai sen lähiympäristössä on oltava riittävästi puistoja tai muita lähivirkistykseen soveltuvia alueita. Asemakaava on laadittava ja pidettävä ajan tasalla sitä mukaa kuin kunnan kehitys taikka maankäytön ohjaustarve sitä edellyttää. Maankäytön ohjaustarvetta arvioitaessa on otettava huomioon erityisesti asuntotuotannon tarve ja elinkeinoelämän toimivan kilpailun edistäminen. Asemakaavan hyväksyy kunnanvaltuusto. Valtuuston päätösvaltaa voidaan johtosäännössä siirtää kunnanhallitukselle tai lautakunnalle. Kunta voi määrätä rakennuskiellon alueelle, jolle asemakaavan laatiminen tai muuttaminen on vireillä. Maisemaa muuttavien toimenpiteiden luvanvaraisuudesta rakennuskieltoalueella säädetään rakentamislain 53 §:ssä. (21.4.2023/752) Rakennuskielto on voimassa enintään kaksi vuotta. Kunta voi kaavoituksen keskeneräisyyden vuoksi pidentää kieltoaikaa kaksi vuotta kerrallaan. Kunnan määräämä rakennuskielto kaava-alueen laajentamiseksi voi kuitenkin kestää enintään kahdeksan vuotta. Rakennuskielto on voimassa myös alueella, jolle on hyväksytty asemakaava tai asemakaavan muutos, kunnes hyväksymispäätös on saanut lainvoiman.

Kaavaprosessien kulku ja kesto vaihtelevat tapauskohtaisesti. Kaavatyön alkuvaiheessa laaditaan aina osallistumis- ja arviointisuunnitelma, jossa määritellään, miten osallistuminen ja vuorovaikutus kaavatyön aikana toteutetaan. Maanomistaja voi huolehtia ranta-asemakaavaa koskevan ehdotuksen laatimisesta omistamalleen ranta-alueelle. Ennen laatimiseen ryhtymistä on oltava yhteydessä kuntaan ja toimitettava kunnalle alueidenkäyttölain 63 §:ssä tarkoitettu osallistumis- ja arviointisuunnitelma. Maanomistajan toimesta laadittavan asemakaavan alueen tulee muodostaa tarkoituksenmukainen kokonaisuus. Jos maanomistaja huolehtii ranta-asemakaavan laatimisesta, hänen on toimitettava kaavan laadinnan yhteydessä syntynyt pohjakartta kunnan säilytettäväksi ja käytettäväksi osana kunnan kartta-aineistoa. Maanomistajan toimesta laaditun asemakaavaehdotuksen käsittelyssä noudatetaan muutoin, mitä alueidenkäyttölain 8 luvussa säädetään. Maanomistajan toimesta laadittu asemakaavaehdotus on kunnassa käsiteltävä ilman tarpeetonta viivytystä. Kaavoja valmistelevien viranomaisten on tiedotettava kaavoituksesta sillä tavoin, että niillä, joita asia koskee, on mahdollisuus seurata kaavoitusta ja vaikuttaa siihen. Yleiskaavan tarkoituksena on kunnan tai sen osan yhdyskuntarakenteen ja maankäytön yleispiirteinen ohjaaminen sekä toimintojen yhteen sovittaminen. Kaavan hyväksymisen jälkeen on mahdollisuus valittaa yleiskaavan hyväksymispäätöksestä Helsingin hallinto-oikeuteen. Valitusaika on 30 pv hyväksymispäätöksen pöytäkirjan nähtäville asettamisesta.

Kaavaa valmisteltaessa on oltava vuorovaikutuksessa niiden henkilöiden ja yhteisöjen kanssa, joiden oloihin tai etuihin kaava saattaa huomattavasti vaikuttaa, siten kuin Alueidenkäyttölaissa säädetään. Kaavoja valmistelevien viranomaisten on tiedotettava kaavoituksesta sillä tavoin, että niillä, joita asia koskee, on mahdollisuus seurata kaavoitusta ja vaikuttaa siihen. Yleiskaava laaditaan koko kunnan alueelle tai osalle kunnan aluetta (osayleiskaava). Myös sektorikohtaisia osayleiskaavoja voidaan laatia, esimerkiksi virkistysalue- tai liikenneosayleiskaava. Yleiskaavassa määritellään kunnan maankäytön päälinjat ja kuntarakenne. Yleiskaavan tarkoituksena on kunnan tai osa-alueen yhdyskuntarakenteen ja maankäytön yleispiirteinen ohjaaminen ja toimintojen yhteensovittaminen. Siinä esitetään tavoitellun kehityksen periaatteet ja osoitetaan alueiden pääkäyttötarkoitus, esim. asumiseen, virkistykseen tai työpaikka- ja liikennealueiksi. Yleiskaava ohjaa asemakaavoitusta sekä muuta suunnittelua ja rakentamista. Yleiskaavan laatii ja hyväksyy kunta. Alueidenkäyttölain 16 § mukaista suunnittelutarvealuetta on koko Sipoon kunnan asemakaavoitetun tai ranta-asemakaavoitetun alueen ulkopuolinen alue.

Koeluonteisesta toiminnasta tulee tehdä ympäristönsuojelulain mukainen ilmoitus. Toiminnan tarkoituksena voi olla: * raaka- tai polttoaineen kokeileminen * valmistus- tai polttomenetelmän kokeileminen * puhdistuslaitteen kokeileminen * jätteen käsittely esimerkiksi toiminnan vaikutusten tai käyttökelpoisuuden selvittämiseksi. Koeluonteiseen lyhytaikaiseen toimintaan ei tarvitse ympäristölupaa paitsi, jos koetoiminnasta saattaa aiheutua vesistön pilaantumista tai kohtuutonta rasitusta lähistöllä asuville esim. melun, hajun tai pölyn muodossa. Ympäristölupa on tarpeen myös, jos kyse on jätevesien johtamisesta, josta saattaa aiheutua ojan, lähteen tai noron pilaantumista.

Ympäristönsuojelulain mukainen yleinen ilmoitusmenettely koskee tiettyjä, vähäisiä ympäristövaikutuksia aiheuttavia toimintoja. Ilmoituksenvaraisia toimintoja ovat mm. eräät eläinsuojat, sahat, varikot, eläintarhat, huvipuistot, kemikaalivarastot, eräät elintarvike- ja rehulaitokset sekä vähäiset ampumaradat. Huomioithan, että vaarallisen nestemäisen kemikaalin varaston osalta ilmoitus tehdään kunnan ympäristönsuojeluviranomaiselle, kun varastointitilavuus on vähintään 100 m3 mutta alle 1 000 m3. Suurempien kemikaalivarastojen (varastointitilavuus 1 000 m3 – 50 000 m3) ja pienimuotoisen koneellisen kullankaivuun osalta ilmoitukset käsittelee aluehallintovirasto.

Kunnassa toimii ympäristönsuojeluviranomainen, joko kunnan omana toimielimenä tai kuntalain mukaisena kuntien yhteistoimintana. Yleisimmin toimielimenä toimii ympäristölautakunta, jonka tehtäviin kuuluu monissa laeissa määriteltyjen ympäristönsuojelun viranomaistehtävien lisäksi ympäristönsuojelun yleinen edistäminen. Kunnanhallitus ei voi toimia ympäristönsuojeluviranomaisena. Kunnan ympäristönsuojeluviranomaisen tehtävänä on ympäristönsuojelun valvomiseksi ja edistämiseksi kunnassa: * Huolehtia sen hoidettaviksi laissa tai sen nojalla säädetyistä tai määrätyistä tehtävistä * Huolehtia omalta osaltaan ympäristönsuojelun suunnittelusta ja kehittämisestä * Huolehtia ympäristön tilan seurannasta sekä siihen liittyvistä selvityksistä ja tutkimuksista * Osallistua kunnassa tarvittavan ympäristönsuojelua koskevan ohjauksen ja neuvonnan järjestämiseen * Antaa lausuntoja sekä tehdä esityksiä ja aloitteita ympäristönsuojeluun liittyvistä asioista muille viranomaisille * Huolehtia omalta osaltaan ympäristönsuojelua koskevasta tiedottamisesta, valistuksesta ja koulutuksesta kunnassa * Edistää kunnan yhteistyötä muiden viranomaisten ja yhteisöjen kanssa ympäristönsuojeluasiassa * Suorittaa muut sille johtosäännöllä määrätyt tehtävät Kunnan ympäristönsuojeluviranomaisen tehtävistä on lisäksi säädetty ympäristönsuojelulaissa, jätelaissa, vesihuoltolaissa, vesilaissa, maastoliikennelaissa ja vesiliikennelaissa.
