About this service

Description

Our development work strives to strengthen, create and establish pedagogic operational methods, find ways of working together with other operators and develop the services in a way that allows them to meet the local residents’ needs even better than before. The basis for this pedagogic development work is built on the valid pre-primary education curriculum, the early childhood education and care plan and the Act on Early Childhood Education and Care. The objective of developing services is to make service production more efficient while also diversifying the service structure so that the services can meet the needs of local residents even better than before. The early childhood education and care providers in Vantaa also develop their operations through various projects. The ongoing development programmes reinforce, create and establish pedagogic methods. The early childhood education and care development programmes are carried out in cooperation with other bodies such as basic education, sports services, and culture services. This development work is also implemented through various studies and thesis works. A research permit needs to be applied for studies and thesis work. This permit should determine the purpose and objective of the study, the methods and the research subject and schedule.

Discretionary expense allowance

You may receive discretionary expense allowance if you incur costs for participating in a service.

Published by: Vantaa city · Municipality

Description language: English

Coverage: Selected municipalities, regions or wellbeing services counties

About this service

Description

Employment authority may grant you discretionary expense allowance when you participate in a service that supports your employment as agreed in your employment plan or a plan replacing it. You can receive compensation from the employment authority if you incur inevitable costs for participating in a service and you do not receive unemployment security from Kela or an unemployment fund. Expense allowance can be paid for your participation in * labour market training * work try-out * training try-out * career coaching * job search coaching * independent study as an integration client. Expense allowance is usually nine euros per day. You can receive expense allowance for up to five days a week and only for those days when you participate in the agreed service. Expense allowance is not paid for holidays or absences, for example. The expense allowance is 18 euros a day if the service is provided outside your travel-to-work area. The expense allowance is also 18 euros if the service is provided within your travel-to-work area but outside your municipality of residence and you incur accommodation expenses.

How to use it

Once you have participated in a service that promotes employment, apply for an expense allowance from the employment authority in your area within one month. Apply for the allowance primarily using an electronic form in the e-service. Log into the service with your personal banking IDs, a mobile certificate or a certificate card. Complete the application in the service and attach the required documents. The service’s internal instructions will help you fill in the application. In the e-service, you can submit an application, respond to requests for supplementary information concerning the application, supplement your application and receive decisions concerning your case. If you are submitting an application for several months online, fill in a separate application for each month. If you cannot use the e-service, apply for compensation using the printable form. Submit the form to the employment authority in your area.

Conditions

If you are not entitled to unemployment security, discuss the possibility of receiving discretionary expense allowance with the employment authority in your area. If you receive unemployment security, Kela or the unemployment fund will grant the expense allowance in connection with the payment of your unemployment security, and you do not have to apply for it separately. Compensation can be paid retroactively for more than one month only for a particularly compelling reason. Expense allowance can be paid only for the period specified in the decision. The expense allowance can be paid to a Finnish or foreign bank account and also to a prepaid card issued by a reception centre, if necessary. Notify your reception centre if you will receive an expense allowance.

About this service

Description

Early childhood education clubs are meant for 2.5—5-year-old Vantaa children who are in home care. The clubs take place on 1-3 days per week and they last for 2-3 hours per day. Children participate in the clubs without their guardians. Club activities are free of charge. Participating in club activities does not have an impact on paying child home care allowance. In the early childhood education clubs, your child plays, moves, as well as makes music with the other children. While attending early childhood education clubs, the children get to do myriad fun things together and learn skills later required in early childhood education and school. Early childhood education professionals supervise the clubs. The activities are based on the early childhood education plan. The clubs are arranged in different parts of Vantaa in connection with residential parks, open meeting places, and daycare centers. You will apply for a place at an early childhood education club for one year at a time. The clubs begin in August and end in May.

About this service

Description

Early childhood education and care plan is a curriculum guiding the education of pre-primary school age children, which is based on the early childhood education act and degrees. An early childhood education plan will be compiled for each child attending day care or family day care, working together with the child’s parents. The Vantaa early childhood education and care plan supports and guides the organisation, implementation and development of early childhood education and care and promotes high-quality and equal early childhood education and care while paying attention to Vantaa’s local special characteristics. The objectives and measures supporting a child’s development, learning and wellbeing are recorded into the child’s early childhood education and care plan. The plan also describes the child’s skills and strengths, interests and individual needs. If this general support is not sufficient for a child, he or she is entitled to intensive support. The objective of intensive support plan is to allow for a child in need of regular support to fully participate in early childhood education and care. A multilingualism plan is a part of the child’s early childhood education and care plan or the curriculum of pre-primary education/preparatory teaching. The plan will be made together with the child’s guardians, and it will include the measures for how the child’s competence and development in their mother tongue(s) will be supported through their early childhood education and care.

Elintarvikehuoneiston hyväksyminen laitokseksi

Published by: Vantaa city · Municipality

Description language: Finnish

Coverage: Selected municipalities, regions or wellbeing services counties

About this service

Description

Laitos on elintarvikehuoneisto, jossa käsitellään eläinperäisiä tuotteita, eikä elintarviketta myydä suoraan kuluttajalle vaan toiseen elintarvikehuoneistoon. Laitoshyväksyntää hakevat kohteet tarkastetaan ennen toiminnan alkua. Tarkastuksen jälkeen viranomainen tekee päätöksen elintarvikehuoneiston hyväksymisestä. Päätös tehdään 60 vuorokauden kuluessa asian vireille tulosta, jollei asian laajuus, hakemuksen puutteellisuus tai muu erityinen syy edellytä asian pitempää käsittelyä. Viranomainen voi asettaa päätöksessään ehtoja terveysvaarojen ehkäisemiseksi.

How to use it

Employment subsidy for people aged 55 or over

The employment subsidy is a financial subsidy for employers for the salary costs of an unemployed jobseeker aged 55 or over.

Published by: Vantaa city · Municipality

Description language: English

Coverage: Selected municipalities, regions or wellbeing services counties

About this service

Description

The employment subsidy is a benefit intended to promote the employment of unemployed jobseekers aged 55 or over that an employment authority can grant to an employer to cover pay costs. The purpose of the subsidy is to promote the employment of those aged 55 or over by improving their professional skills or entrepreneurial skills. The subsidy is granted and paid to the employer, but its granting is always based on the unemployed jobseeker’s service need. The employment subsidy requires that the unemployed jobseeker hired for the employment relationship has reached the age of 55 and has been unemployed for at least 24 months in the 28 months immediately preceding the granting of the subsidy. An employment subsidy may be granted for a employment contract valid until further notice or a fixed-term employment contract. The person hired with the subsidy must work for the recipient for at least 25 hours a week. If the regular working hours in the sector are less than 37.5 hours per week, the working hours must be at least 65 per cent of the regular working hours in the sector. The unemployed jobseeker’s employment plan or pay subsidy card includes a mention of the subsidy. The amount of employment subsidy is 70 per cent of the wage costs. The aid may be granted for a period of 10 months but not longer than the duration of the employment relationship. The maximum amount of employment subsidy paid is €1,770 per month. The pay covered with the subsidy is the pay subject to withholding tax that is paid to the employee on the basis of working hours or the performance of a contract.

How to use it

Apply for support well in advance before the start of employment. The employment relationship can only start after a decision on the subsidy has been made. The granted subsidy is paid retrospectively so that the pay periods ended during one calendar month are included in the pay period. You can apply for a payment of the subsidy for several payment periods. However, the subsidy is paid by each payment period. Submit a payment application to the employment authority within three months of the end of the calendar month during which the last payment period of the subsidy period ends. The subsidy period is the period defined in the decision as the duration of the subsidy. Apply for support and its payment in the e-service Apply for support and its payment using an electronic form in the e-service. Log into the e-service with your personal banking IDs, a mobile certificate or a certificate card. Complete the application in the service and attach the required documents. The service’s internal instructions will help you fill in the application. In the e-service, you can submit an application, respond to requests for supplementary information concerning the application, supplement your application and receive decisions concerning your case. In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data. The e-service checks the person’s right to use e-services when logging in. The mandate theme used for the subsidy is called Applying for pay subsidy. You can get advice on using the E-service and how to authorise from the Enterprise Finland Advisory Service.

Conditions

A company, municipality, joint municipal authority or wellbeing services county or other entity, such as an association, foundation, registered religious community or parish can apply for employment subsidies. The subsidy cannot be granted for an employment relationship that started before the decision to grant the subsidy was made. As an employer, you undertake to pay the employee who has been hired with the subsidy at least the salary specified in the collective agreement applicable to the employment relationship or the normal and reasonable salary if there is no applicable collective agreement. The subsidy shall not be granted if the pay of the person to be hired with the subsidy would be determined solely on the basis of their work performance. The subsidy cannot be granted if: * the subsidy distorts competition vis-à-vis others offering the same products or services * the employer has essentially neglected their obligation to pay wages or obligations to pay taxes or statutory payments * the organisation you represent is a company in trouble as referred to in the General Block Exemption Regulation of EU State Aid or if the European Commission has issued a negative Recovery Order against it, which declares the subsidy as illegal or unsuitable for the internal market. It is possible to receive support regardless of dismissals or lay-offs when the number of employees in an employment relationship at the time of applying for the subsidy is at least equal to the number of employees at the time of dismissal or lay-off. The subsidy may not impair the position of your other employees.
