1. Complete the cross-country traffic permit application. 2. Attach the necessary attachments to the permit application. 3. You can also bring the application to the Urban Environment Customer Service as a customer of environmental protection.

You need a permit from Turku Environmental Health for the retail of tobacco products and nicotine-containing liquids if your sales point is in Turku. If you engage in the wholesale of tobacco products and nicotine-containing liquids and your sales point is located in Turku, you must submit a wholesale notification to Turku Environmental Health.

How to use it

* Submit an electronic retail permit application or wholesale notification on Valvira's website. * Attach a self-monitoring plan for tobacco sales to the application. You can find a template for the self-monitoring plan on Valvira's website. * In special cases, the floor plan of the sales point must also be attached to the application. * The electronic application or notification is automatically directed to Turku Environmental Health. Alternatively, you can fill in a paper permit application or wholesale notification. Scan the paper permit application and send it by email at tupakkavalvonta@turku.fi. You can print out the application form on Valvira's website. ### Notification of changes or discontinuation of sales If your permit information for tobacco products, nicotine-containing liquids and nicotine products changes, notify Turku Environmental Health. Also submit a notification if you discontinue the sales. If the permit holder's Business ID or the address of the sales point changes, a new permit must be applied for the sale of tobacco products and nicotine-containing liquids. The number of sales points and changes in the product groups on sale affect the annual control fee for tobacco products and nicotine-containing liquids. ### Tobacco product identifier codes for operators Everyone involved in the supply chain of tobacco products must have an identifier code. This also applies to retail sales. Wholesalers must not sell tobacco products without identifier codes. The codes are free of charge for operators. Identifier codes must be applied for: * operators (operator identifier code) * facilities (facility identifier code) Report the identifier codes to Turku Environmental Health by email at tupakkavalvonta@turku.fi. Once you have reported the identifier codes, Environmental Health will add them to the retail register.

### Events in parks, streets and marketplaces * Apply for an event permit primarily in the Urban Environment e-service. * Alternatively, you can apply for a permit by completing the land use permit application. Submit the completed permit application by email to kaupunkiymparistotoimiala@turku.fi or deliver it directly to the Urban Environment Customer Service. ### Sports venue bookings * Apply for outdoor sports facilities from the City of Turku Sports Services. Complete the application form for the sports event and submit it to the Sports Services Customer Service no later than one month before the event. * You will receive a written confirmation once your reservation has been successfully booked. Sign the booking confirmation and return it to the Sports Services. * Contact the Sports Services Customer Service if you have any questions about the booking. ### Events in school yards * Complete the rental application for school facilities and deliver it to the principal of the school in question. ### Advertising in public places * Apply for a permit from the landowner for temporary advertising. * You can erect signs related to the event in the Turku region without a separate permit. In art guidance, you get to work on your creative visual arts project under the guidance of professional artists. Guidance takes place in small groups, which allows you to get individual support and get to know other young people with the same interests. At the end of the academic year, we compile a joint artwork or set of works from your art projects. In art guidance, you get to develop your artistic self-expression and gain new cultural experiences. Depending on the group’s wishes, we can visit different cultural sites, such as museums, art exhibitions and theatre. The activity is free of charge and part of the Turku Model for leisure activities.

How to use it

Register by filling in the electronic registration form. Choose the location and time that suits you. The groups have a limited number of spots and they are filled in the order of registration. The form shows the groups and how many spots are left in real time.

Description

In physical activity counselling groups, a professional guides and motivates you to move in a way that feels inspiring to you. The group offers easy tips for exercise, good nutrition, mental well-being, sleep and recovery. You can also take health fitness tests and try different forms of exercise and sports facilities together with the group that you get to know well as the course goes on. You also get to test out a Polar smart watch to track your progress. Physical activity counselling aims at small changes in the long term. Physical activity counselling includes a six-month intensive counselling period, after which there is a six-month follow-up period.

How to use it

Physical activity councelling groups are organized only in Finnish. 1. Fill in the application form and select the start dates for the groups that are suitable for you. 2. Wait for us to contact you. We will contact you by phone to go through the details on the application form. The aim is to make the final decision on starting in a group during the call. If necessary, you will be directed to other services. 3. The groups start twice a year: in April or May and in October or November. Detailed information about the group is available in advance before the groups begin.

Physical activity counselling is intended for adults who need support in starting physical activity or increasing and diversifying their levels of activity. * if you are a 20–64-year-old and you feel that you are not physically active enough for your health and well‑being, your diabetes risk score is over 12, or you have been diagnosed with type 2 diabetes. * if you are 65–70 years old and feel that you are not physically active enough for your health and well‑being. * if you are a 20–70-year-old and you have a mobility aid or otherwise need adapted physical activity due to a disability or illness.

Description

You need a placement permit when you intend to install cables, structures or equipment in a street, park or other public area. You do not need a placement permit for repairing existing cables and equipment, but you must still apply for dig and fence permits for the work.

How to use it

Apply for the placement permit in the Urban Environment e-services. The application must be accompanied by a site plan and a cross-section showing the planned placement of the structures and equipment in the public area. When the placement plan is approved, a terrain inspection may be carried out by a representative of the city and the person responsible for the work. The final location of the wire, cable or structure is agreed upon in the terrain survey.

Conditions

The person responsible for the work must apply for the permit for the placement of cables and equipment from the city. The party commissioning the work is always responsible for the permit, even though the contractor may be mandated to apply for it.

Description

At playgrounds your child aged 1–5 can take part in organised activities during the weekdays. The minimum age is indicative. Your child can participate in activities when their developmental skills are sufficient to do so. For example, the child can already walk very independently. You and the playground attendants evaluate together how long your child has the energy to stay at the playground. Playground activities do not affect the day care allowances of Kela. The responsibility of maintaining the playgrounds and building new ones is held by the Public Utility Property Management of Turku.

Playschools are part of free open early childhood education activities. Indoor and outdoor play schools are organised in different parts of Turku. In playschools your about 2,5–5-year-old child can take part in organised and purposeful activities planned and organised by the early childhood teacher. If needed, there may be other staff also participating. Having a place in a playschool does not affect the day care allowances of Kela.

Description

The plot division shows the division of the block into building sites. The plot division can be prepared separately or in connection with the local detailed plan. If you wish to change the current plot division, you must apply to change it. A separate plot division and a change in the plot division are initiated by the landowner’s application.

Description

Preparatory education for basic education (VALO) is meant for students who have just moved to Finland and whose Finnish skills are not yet good enough to learn in a Finnish language basic education. Students will learn Finnish and other skills needed at school. The teaching is mainly organized as group teaching. There are preparatory education groups in different schools and the child will study in a group an average of one year before moving on to a local school. In VALO groups the amount of weekly study hours varies based on class level and according to the individual study plan. A student gets education in a VALO group and integrated lessons in basic education. VALO education in Turku is only for children living in Turku. The teaching is in Finnish. When the VALO education is over, the students usually move to their age level in basic education at their local school. You can also move on to basic education earlier if you have the language and studying skills to do so.

The fee is based on your family’s income. ### School transport subsidy You can apply for a transport subsidy for transportation expenses for your child, if their nearest preschool is more than 5 kilometres away from where you live, and your child does not participate in supplementary early childhood education. The travel benefit comes in the form of a bus ticket for the guardian. To apply for a travel benefit, contact the director of the Early Childhood Education unit that your child attends.

How to use it

You will receive notice about your child’s preschool place through eVaka, by mail or through Suomi.fi-service. The place is determined by address. If you do not get an decision during December, enrol your child in pre-primary education in eVaka online service during the first two weeks of January. You can apply for a secondary preschool place for justified reasons other than the preschool place assigned by the City of Turku. Registration takes place in eVaka by January 15, 2026. The application must include a justification for the change. Applications are processed on a case-by-case basis, and their implementation is not automatic.
