You can seek financial support from us if you require a tool or device to help you cope in your day-to-day life. You can receive support for equipment such as communication equipment, household appliances, safety equipment or recreational equipment. The support can also be granted for having special clothes made or for covering the costs of clothing alterations. You may also be granted financial support for purchasing a car or another mode of transport. When deciding the amount of financial support to be provided, the principle is to determine what type of car and level of equipment is necessary on account of your impairment. If you apply for financial support for purchasing a car or additional equipment, you must justify your need for such equipment from the perspective of your job, studies or transporting a child with disabilities, for instance. In order to receive support, you must be able to prove that: - you require the tool or device in question because of a disability or illness - you are unable to obtain the tool or device from healthcare services as an assistive device - the tool or device supports your independent coping in day-to-day life. We do not cover the costs of normal tools or technical solutions used in most households. As a general rule, the compensation covers no more than half of the reasonable purchase costs. If necessary modifications are made to a standard tool or device, we compensate for the costs incurred for such modifications in full. In some cases, we may lend you the tools or devices you need, free of charge. In such cases, you must return the equipment once you no longer need it. Apply for financial support by filling in the disability service application form and sending it to the service point of the disability services unit in your residential area. You must attach a doctor’s medical opinion and a statement by a rehabilitation instructor or occupational therapist to your application. In some cases, we also require you to provide an estimate of the equipment’s repair costs. Financial support is means-tested and depends on the appropriations available.

Appointed responsible persons and fitters must apply for a certificate of qualification.

The application for a certificate of qualification of an appointed responsible person and/or fitter in the field of refrigeration is submitted through the Regional administration e-services under ‘Tukes services’. A copy of the diploma or qualification test certificate is attached to the application. When applying for a qualification to be an appointed responsible person, the applicant must also include a specification of previous work experience (an appointed responsible person in the field of refrigeration, air conditioning and heat pump equipment) or proof of a degree required from an appointed responsible person (an appointed responsible person in the field of vehicle air-conditioning equipment). If the appointed responsible person works as a fitter, they must also fulfil the qualification requirements of a fitter. Tukes will send the certificate of qualification to the applicant and register the qualification in the Tukes register for persons and companies authorised to do refrigeration work. The register is available on the Tukes website for checking qualifications.

The certificate of qualification in the field of refrigeration cannot be granted if the applicant has no required diploma or qualification test certificate. A qualification in the field of refrigeration granted in another EEA state is valid in Finland if the qualification has been granted in accordance with the EU regulation on F gases. There is no need to reapply for a qualification from Tukes or to register the qualification in Tukes’ register for persons and companies authorised to do refrigeration work.

The EU’s Home Affairs Funds are the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF), which is divided into the instrument for financial support for external borders and visa, and the instrument for financial support for police cooperation, preventing and combating crime and crisis management. In 2014–2020, the purpose of these funds is to develop the area of freedom, security and justice without borders in the EU. It is estimated that Finland will receive approximately EUR 150 million of funding during the programming period of these funds. Each fund has a national programme and a detailed national implementation plan that last the entire programming period. Funding is granted to projects or activities that enforce the objectives set out in the fund’s national programme and the national implementation plan. The programmes define the objectives by means of specific objectives and national targets. The Asylum, Migration and Integration Fund finances operations related to the development of asylum procedures and support of reception, promotion of legal immigration and integration, and return. The Internal Security Fund finances operations related to the development of external border control and visa policy as well as measures promoting the development of police cooperation, crime prevention and crisis management. As a general rule, financing of up to 75% of the eligible costs of a project or operation can be granted from the Home Affairs Funds. The Home Affairs Funds’ support can be either project support or operating aid. Only operational support, relocation aid and transfer aid are granted under operating aid. Funding is granted for a maximum of three years at a time.

The call for applications and application advice will be announced on the website of the funds www.eusa-rahastot.fi. The Ministry of the Interior is in charge of the application process and organises advisory events usually twice a year. You can find application instructions, national programmes and implementation plans for the funds from their website. In practice, most of the measures in the Fund’s national programme are such that only competent authorities, such as the Finnish Border Guard, the Ministry for Foreign Affairs or its delegations, the police, Customs, the Finnish Immigration Service and the rescue services, can receive support. In accordance with the national programme, the Ministry for Foreign Affairs, the Finnish Border Guard and the police can apply for operational support. The Act on the Internal Market Funds lays down general selection criteria for the projects or operations to be financed. We offer psychiatric outpatient care at the psychiatric outpatient clinics in Kalasatama, Laakso, Malmi and Vuosaari. For example, the Day Unit for Affective Disorder Services provides clients with additional support on weekdays in cases where the care provided by the psychiatric outpatient clinics is not enough on its own.
