You can seek out guidance if you are struggling with the following, for example: -clarifying your strengths, resources, interests or vocational aspirations -choosing a field of study -challenges in employment -changing careers -limits to your options due to health issues, your life situation or learning difficulties. Under the guidance of a psychologist, you can discuss your situation and hopes for the future together with a professional. You will get new perspectives and support for making decisions. The guidance is confidential and provided free of charge. The service is available in Finnish, Swedish and English as well as through an interpreter. You can participate in the guidance in person, over the phone or over a video connection. You do not need to be registered as a jobseeker to receive vocational and career guidance. The service may be busy at times, and it may take a few weeks for the psychologist to contact you. After the waiting time, a psychologist will contact you to book a discussion appointment. Thank you for your patience! How to seek guidance from a psychologist: 1. If you are registered as a jobseeker with the Employment Services, please contact your assigned specialist in Job Market Finland's E-services and discuss the possibility of taking part in guidance with a psychologist. 2. If you are not a jobseeker, you can sign up for the service by contacting the Employment Services by telephone or email or by visiting the office in person.

The purpose of the Cattle Register is to ensure animal traceability and disease control. Through the register, authorities can monitor animal movements and numbers, helping to prevent and control animal diseases and ensure food safety. In addition, the register is used for supervision, support schemes and statistical purposes.

Как пользоваться

Individual data on each bovine animal kept in Finland must be recorded in the Cattle Register. Bovine animals include all animals belonging to the subfamily Bovinae, such as cattle, zebu, yak, bison and water buffalo. The same requirements apply to all these animals. All events, such as purchases, sales, movements, animals found, slaughter, deaths and imports from abroad, must be reported within 7 days of the event.

Keepers of production animals and pets must register their holding and their animals. * Notify the animal holding to the Animal Keeper and Holding Register, if it is not already registered * Submit a notification of keeping goats or sheep to the Animal Keeper and Holding Register * Ensure that the animals are individually identified Each calf born must be identified with two official yellow ear tags approved by the Finnish Food Authority, containing an identification code and attached to both ears. One of the ear tags must be electronic. The calf must be identified within 20 days of birth or before movement if it is moved from its holding of birth earlier. Unidentified or inadequately identified animals must not be moved from the holding. Before a bovine animal is taken for mediation, transport or slaughter, a register query must be carried out in the Cattle Register. The register query includes the animal’s data as well as any restrictions or official measures concerning the animal.

Cattle premiums are paid for mother cows, dairy cows, bulls and slaughtered heifers in the AB support area and bulls in the C support area. You may receive the premium if you are an active farmer and you have a cattle farm.

You can apply for sheep and goat premiums annually in the Vipu service. The annual application period is at the beginning of the year.

Условия

The premium for mother and dairy cows is paid in mainland Finland’s support area AB and mainland Åland. Premium for bulls is paid for bulls and oxen in mainland Finland’s support area AB, mainland Åland and in support area C. The cattle premium for the outer archipelago is paid for mother cows, dairy cows, bulls and oxen eligible for the premium in the outer archipelago of support area AB. Premium for slaughter heifers is paid in support area AB. Bovine premiums are paid based on a register, that is, the information on the animals on which the premium is based is obtained directly from the bovine register. If you have an injury or illness diagnosed by a physician that affects your employment and you are about to be employed by a large employer, you can ask the employment authority for a certificate stating that you have been registered as partially disabled in the employment services customer information system. A large employer is an employer who has insurance from an employment pension company and whose annual salary exceeds the large employer’s salary limit. A certificate of a partially disabled jobseeker reduces the threshold for a large employer to hire an employee with partial work ability and promotoes your employment. When you have the certificate, your employer’s employment pension contribution category will not change if you have to retire on a disability pension during the first five years of your employment relationship.

You can obtain a certificate of partial work ability if - you are an unemployed jobseeker in the employment services of your region - you have an illness or disability diagnosed by a physician that, according to the employment authority’s assessment, reduces your chances of getting a job, maintaining a job or progressing at work. You can request a certificate of partial work ability when you are about to be employed by a large employer. The certificate is valid for five years from the date of signature. The certificate cannot be issued retrospectively.

Apply for a certificate for seasonal work if you are a citizen of a visa-free country and going to arrive in Finland for seasonal work for a maximum of 90 days. If you are a citizen of a visa-free country, you are allowed to stay in Finland for up to 90 days within a period of 180 days. Make sure that you have visa-free days at your disposal for the whole period of validity of your certificate for seasonal work. A certificate for seasonal work does not extend your visa-free stay in Finland.

Fill in the application in the Enter Finland online service. If you are unable to use Enter Finland, fill in a paper application. 4. Prove your identity. Book an appointment to visit a Finnish mission (embassy or consulate) or a service point of the Finnish Immigration Service to prove your identity. 5. Wait for a decision. The Finnish Immigration Service will contact you if they need additional information for your application. Reply to the request on time.

A licensed veterinarian may request a certificate that proves they have a valid right to practise the profession in Finland and that the right is not restricted in any way. This certificate is usually required when a veterinarian seeks to work as a vet outside of Finland and plans to apply for a certification in another EU/EEA member state. In some cases, the certificate is needed for educational purposes, if the provider of the education so requires.

Send your request for the certificate by email to the registry of the Finnish Food Authority. The certificate will be sent to the home address listed on the register of veterinarians (current address on the Population Information System), unless otherwise requested in the order. The invoice will be sent afterwards.

The service is available for those veterinarians who are licensed in Finland. You can order an authoritative document (so-called certificate of non-impediment) from the Finnish Food Authority, which states that: 1. You have completed a degree of veterinary medicine (time and place) 2. you are a licensed and registered veterinarian in Finland (date of licensing) and 3. your right to practise the profession has not been restricted in Finland.

You must have an animal transporter competence certificate if you transport animals and the following requirements are met: 1. transports are commercial* 2. the length of the transport is over 65 km 3. the animals transported are equidae, bovine, ovine, caprine or porcine animals or poultry; 4. you are responsible for the welfare, care and handling of animals during transport. The certificate is personal and it is also required if you work under another person. *The commercial transport of animals is part of a commercial activity or its objective is a direct or indirect financial gain. If you are commercially transporting animal species other than those mentioned above, you do not need a certificate of competence, but you must participate in animal transporter training. In an exception to the above, if you are a breeder and transport your animals with your own vehicles for seasonal grazing, you do not need a certificate of competence and you do not need to participate in training. Animal transport for grazing must be due to geographical conditions, such as transporting sheep to pastures on islands for the summer or transporting reindeer between pastures. It must be possible to present a certificate of competence or a certificate of participation in training to the supervisory authority when the above-mentioned animals are transported.

Send an application for the certificate of competence to the registry of the Regional State Administrative Agency of your place of residence electronically or by post and attach to that: * a copy of the diploma or * a copy of the certificate of participation in the training and a copy of the certificate of completion of the proficiency test If you transport animals as a sole trader or as part of your company operations, you also need an animal transporter authorisation. If the transport lasts more than 8 hours, you need a certificate of approval of your vehicle.

You will be issued a certificate of competence if you: 1. have attended the training for transporting animals for the species in question 2. passed the transporter's test of competence You can find more information on training providers from the training institutions and the Finnish Food Authority's website. The training must meet the requirements of legislation. If you have a diploma in equine or agricultural studies indicating that you have completed the training and competence test for a transporter of animals, you can directly apply for a certificate of competence.

You need a certificate of competency if you work in a slaughterhouse or offer at-home slaughtering services commercially. You also need a certificate of competency for the killing of fur animals during pelting. Working at a slaughterhouse: You are allowed to work at a slaughterhouse in tasks related to the handling, stunning and bleeding of animals when you have a certificate of competency. For slaughtering, a certificate of competency is required for the following operations: * handling and care of animals before they are restrained * the restraint of animals for purpose of stunning or killing * the stunning of animals * the assessment of effective stunning * the shackling or hoisting of live animals * the bleeding of live animals * the slaughtering of animals subject to particular methods of slaughter prescribed by religious rites. This is only allowed in slaughterhouses and only under the supervision of an inspection veterinarian. An inspection veterinarian can issue a temporary certificate of competency at a slaughterhouse. The authority issuing the certificate of competence will also fill in the certificate with the categories of animals, equipment and procedures covered by the certificate. Killing of fur animals during pelting: You need a certificate of competency when you kill fur animals during pelting or when you oversee the killing of fur animals. The authority issuing the certificate of competency will also fill the certificate in with the categories of animals, equipment and procedures covered by the certificate. You do not need a certificate of competency in the following situations: Killing an individual animal when you have sufficient knowledge and skills. The animal must be protected from suffering at the time of killing. When you slaughter your own animals for the personal use of your household. For small-scale operations when you slaughter poultry, rabbits or hares to be delivered fresh directly to the end consumer or to local retailers.

If you need a certificate of competency in accordance with the Council Regulation on the protection of animals at the time of killing, do the following: 1. Familiarise yourself with the requirements of animal welfare regulations relating to the killing of animals. 2. Participate in a training course covering the slaughter of animals or the killing of fur animals. You will need a certificate of having passed the final examination of this course. 3. Apply for a certificate of competency in the electronic service or fill in a form (available in Finnish and Swedish) that you deliver to the registry of the Finnish Food Authority. Attach a copy of the above-mentioned course certificate to the application.

You can apply for a certificate of competency when you have successfully completed a degree programme or part of one. The subjects of the degree have to be applicable for the categories of animals in question and concern slaughter procedures or the killing the of fur animals. Acceptable certificates include: * the completion of a relevant professional degree * the completion of a relevant part or parts of a degree * the completion of non-degree professional training (“custom training”). For more information about suitable education, visit the website of the Finnish National Agency for Education (oph.fi) or contact the relevant educational institutions directly. You cannot get a permanent or temporary certificate of competency if you have committed a serious infringement of EU law or national animal welfare legislation during the three years preceding the application for a certificate. You can be granted a temporary certificate of competency after you have registered for the above-mentioned education. You have to provide a written statement that you have not been previously granted another temporary certificate of competency in the same field. When you have a temporary certificate of competency, you have to work under the direct supervision of a person with a certificate of competency granted for the speficied procedure. A temporary certificate of competency is valid for a maximum of three months.

For devices marketed in third countries, the buyer country often requires an official certificate stating that there are no obstacles for their export. Upon request, Fimea issues certificates of free sale for medical devices that have been notified to Fimea in the CERE register or to Eudamed. Provisions on the certificate of free sale are laid down in Article 60 of Regulation 2017/745 or Article 55 of Regulation 2017/746. Where necessary, Fimea will issue registration certificates for medical devices notified to Fimea. Registration certificates are requested in accordance with the procedure instructed for a certificate of free sale.

The certificate of free sale can be requested by a domestic manufacturer and an authorised representative who have registered their devices with Fimea for the Eudamed or the CERE register. The certificate of free sale is issued separately for devices in conformity with the Regulation and the Directive, as well as for the company’s different trade names and potential auxiliary trade names. The same certificate of free sale may not contain: * devices in conformity with the Regulation and the Directive; * several different trade names or SRNs. A request for a certificate of free sale shall be sent to Fimea by e-mail at: laiterekisteri@fimea.fi. If the information in the request is incorrect, the applicant may be required to supplement their request for a certificate of free sale. Fimea will send the signed and stamped certificate of free sale by post. The certificate of free sale is issued in English.

The certificate ordered using the online form or by telephone is delivered to the postal address known to the Tax Administration in about a week.

We treat patients in the order of medical urgency. The issuance of a certificate is usually not an urgent matter, except in the event of a sudden onset of an illness. Certificates and statements are only issued in Finnish or Swedish. We do not issue certificates for hobbies, competitions, student exchange years or travel. The majority of statements and certificates not related to the treatment of an illness are subject to a fee. An exception to this are doctor’s medical opinions required for the provision of treatment or rehabilitation, for which no fee is charged. Health stations issue several different kinds of certificates and statements that are deemed necessary by Finnish law. These include driving license certificates, certificates concerning sickness insurance benefits (for the state benefit administrator Kela), certificates related to military service, health certificates for educational institutions for receiving a study place, and proof of an employee’s inability to work for the employer. There is a charge for certificates not related to the treatment of an illness, as well as for the majority of the statements. Please note that health stations treat patients in order of medical urgency. Certificates are not considered urgent, with the exception of certificates related to sudden illnesses. Health stations do not issue certificates or statements for purposes associated with hobbies, competitions, student exchanges, or travelling. If you have a mild food allergy or lactose intolerance, you do not need a separate certificate stating this. It is enough to take the matter into consideration yourself in your eating habits. If your child has a mild food allergy, you can simply notify your child’s daycare centre or other service providers accordingly. Specialist health care services issue certificates for people with severe allergies. For an acceptable purpose, you can order certificates containing personal data stored in the Population Information System. If you have been asked to provide an extract from the population register, it might refer to a life certificate or report on family relationships. The content of the certificate depends on the purpose of use. Always ask the person requesting the certificate what information it should contain. In the Certificates from the Population Information System self-service, you can order a life certificate, a residence certificate, and a birth certificate for yourself and for your dependants. For yourself, you can also order a marriage certificate and a civil status certificate. If you need more extensive or more limited personal or family relationship information included in your certificate, or if you are ordering a certificate for another person, you can use the self-service to order a Certificate of person and family relationship information. You can also order Apostille-legalization for the certificate. You can order certificates in Finnish, Swedish or English. You can also order certificates in Spanish, Italian, French or German. ### Petition for appeal or complaints If your order for a certificate is incomplete or unclear, you can complete or change it. If the information you have requested for cannot be disclosed to you, the Digital and Population Data Services Agency or the State Department of Åland will issue a negative decision in writing. You can apply for an appeal or a rectification to the decision from the Digital and Population Data Services Agency. You can appeal to change the demand for rectification by appealing to the Administrative Court.

### Standard certificate from the self-service You can order standard certificates from the Certificates from the Population Information System self-service. On the front page of the service, you can see a list of the information contained in the certificate. You will need online banking codes or a Mobile ID when ordering. You can order and pay for the certificates electronically. * If you use the certificate in Finland, you will receive the certificate electronically immediately after payment as a PDF file. * If you use the certificate abroad, you will receive a paper certificate by mail. * Using an identification token issued by another EU country (eIDAS) you can order your own residence or birth certificate from the self-service. You can order a certificate in Finnish, Swedish or English. You can also order an EU translation form and an Apostille for the certificate. ### Certificate of person and family relationship information Order a certificate using the online form or the self-service if * you need more extensive or more limited personal and family relationship information included in the certificate (please note that the report on family relationships is ordered using a different form) * you order a certificate for another person. You can also order a certificate with more extensive information by secure mail (email), telephone, by visiting a service location or by sending a paper form to the Digital and Population Data Services Agency. You can order the certificate in Finnish, Swedish, English, Spanish, Italian, French or German.

If you are an adult, you can order any available certificate. ### Restrictions on the use of the Certificates from the Population Information System self-service * If you live abroad, you cannot order a life certificate. For a life certificate, you must personally visit either at a Finnish Embassy or at the Digital and Population Data Services Agency’s service location, at the Notary Public’s department. * If you identified yourself using an identification token issued by another EU country (eIDAS), you can only order your own residence and birth certificate. You will receive the certificate by post. * If you are under the age of 18, you can only order a certificate of life and residence from the Certificates from the Population Information System self-service. The certificate will only contain your current information. If you also need to include past information or need other certificates, ask your guardian to order the certificate on your behalf on the self-service or visit the Digital and Population Data Services Agency. * The Certificates from the Population Information System self-service is not available for persons under 15 years of age.

FICORA organises all examinations in maritime radio communication and issues related certificates of competency in Finland. A certificate of competency is issued after successfully passing a specific examination. Using a marine VHF radiotelephone on board a vessel requires a Short Range Certificate (SCR). Using marine MF or HF frequencies requires a Long Range Certificate (LRC). If a professional vessel is equipped with a GMDSS station, the radio station operator of the vessel shall hold a GMDSS certificate (GOC or ROC). A certificate of competency is issued on application. The applicant shall already hold a GOC or ROC. A person applying for a certificate of competency shall demonstrate competency as required in the STCW Convention (STCW = International Convention on Standards of Training, Certification and Watchkeeping for Seafarers).

If you are buying, selling, giving as a gift or exchanging immovable property, such as a plot, you will need the services of a public purchase witness, an attesting notary. The attesting notary will certify the transfer of the property. Digital and Population Data Services Agency always ensures certification of purchase at their service location. When the property is transferred, both parties and the attesting notary must be present at the same time. The attesting notary will verify the identity of the parties and confirm that the deed of transfer is formally correct. The parties will then sign the deed of transfer in at least three copies. Please note that in some situations you can sign a deed of sale in the electronic service of the National Land Survey of Finland instead of using an attesting notary.
