Panning for gold in state-owned land must be authorised by the mining authority.
Издатель: Finnish Safety and Chemicals Agency (Tukes) · Государственная организация
Язык описания: Английский
Охват: Вся Финляндия
Об услуге
Описание
Panning for gold in state-owned land must be authorised by the mining authority. The gold panning permit grants the permit holder exclusive rights to recover and use the gold, and any fragments of platinum and precious stones and jewels found in the area that the permit covers. A gold panning permit can be granted for state-owned land. The maximum permissible area is 7 ha.
Как пользоваться
Gold panning permits are issued by the Finnish Safety and Chemicals Agency (Tukes). An application for a permit must include details which are necessary for the permit to be considered:
1) the applicant and the applicant's ability to carry out the activity that is the subject of the permit application;
2) the area covered by the application and its zoning situation, and restrictions on the use of the land and details on how these restrictions have been considered;
3) parties whose interests, rights or obligations may be affected by the permit;
4) the operating conditions:
a) in particular, a preliminary assessment of the mining minerals in the area and the basis for the assessment of the application for a mineral prospecting permit;
b) in the case of an application for a mining permit, the usability of the recovered minerals;
5) operational plans;
6) the environmental and other impacts of the activities, taking into account the nature and extent of the planned measures. A statement is not required when the information required is contained in the environmental impact assessment report referred to in paragraph 3 (2) of the Mining Act;
7) ceasing of activities and follow-up measures.
Условия
The person who is the first to apply for a gold panning permit as prescribed in section 34 of the Mining Act (621/2011) has priority for the gold panning permit. If the application for a gold panning permit is incomplete or lacking necessary details set in the Mining Act, an application filed by another applicant that does fulfil the application requirements may be given priority.
Gold panners are required to submit an annual report to the mining authority on the amount of gold recovered and the amount of soil that was processed during the panning. The report must also include details of any construction or building work and other land use in the permit area. Gold panners must also draw up mining waste management plans.
If the trader is established in another country within the European Economic Area and provides services in Finland on a temporary basis, an application for a permit is required as is the case for traders established in Finland.

The grant is available for municipal authorities, organisations, foundations and water cooperatives. Projects must focus on the valuable habitats of the themes under the Helmi Programme. Costs may be incurred during the implementation of the project only after the Economic Development Center has made a state grant decision for the project. The award of the grant is based on an overall assessment and assessment of the expected effectiveness of the projects in improving the state of biodiversity.
If the projects are aimed at private countries, the application must take into account the state aid regulations and confirm the landowner's consent to the project in writing. Economic Development Center does not award grants to projects that directly generate financial benefits.
Eligible costs are the acquisition costs directly related to the implementation of the project and the costs of staff employed for the project. Costs related to inventories, plans and impact monitoring that are integral to the project are also acceptable project costs when the concrete maintenance work is also carried out during the project, or other funding and a schedule have been secured for them.
Grants may also be awarded for other costs, such as communication and information management costs related to the project, structures for the protection of significant natural assets, training or VAT costs, should VAT remain definitively payable by the beneficiary.
The grant is awarded for a maximum of 80% of the total eligible costs of the project. For special reasons, a grant may be awarded for a maximum of 95% of the total costs.
Unpaid work cannot be included in the eligible costs. A significant amount of unpaid work in the implementation of the project may justify a higher grant percentage. In this case, the unpaid work performed must be kept in the hourly records and attached to the payment application in accordance with the instructions of the decision.
The grant does not support the rehabilitation or creation of constructed stormwater wetlands, nor semi-natural grasslands established or to be established in such a way that their vegetation is created by sowing or planting seeds. The grant must not overlap with the obligations of the agri-environmental agreement or that the need for action is due to non-compliance. In wooded habitats, support is granted only to protected areas.

Government grants for special sites on private roads, which include ferry landings, annually dismantled bridges, and winter roads, are primarily awarded to private roads that serve permanent residences.
The application must include accurate and sufficient information on the intended use of the grant and other factors affecting the decision.
### Safety requirements for private road ferries in the processing of government grants
Regardless of its type, a private road ferry is considered at least a watercraft and is therefore subject to the requirements of the Water Traffic Act (782/2019). Not all ferries have been inspected, which means it cannot always be verified that every ferry meets the required safety standards. For this reason, going forward, a safety form for private road ferries must also be submitted as an attachment to the payment application. This ensures that the requirements of the Water Traffic Act are met even for ferries that have not been inspected.

Охват: Финляндия без Аландских островов

Grant for the implementation of water management, marine management, and watercourse measures is aimed at projects with broader societal significance and impact.
### Grant for water and marine management
The grant can be awarded for measures in accordance with flood risk management plans, for reducing other water-related risks and harms, and for water management. It is also intended for development and investment projects that promote the sustainable and diverse use of aquatic resources and improve water status. Grants can also be awarded to applicants participating in joint drainage investments who are not eligible for agricultural investment support.
Projects promoting the sustainable use of aquatic resources can also receive support. These include experimental, investment, and export activities in the water economy sector, as well as innovative public procurement and the promotion of associated operating models.
### Grant for projects promoting water and marine management
The grant can be awarded to non-profit projects whose target water system is in less than good condition or at risk of deterioration. The primary goal of the measures should be to maintain water in good condition or to improve the status of waters that are in poorer condition. Projects can be local implementation projects or regional cooperation initiatives.
Actions should increasingly focus on reducing external nutrient loading. Projects are expected to adopt catchment-based cooperation, planning and implementing measures that utilize different methods and expertise. Projects may include water protection solutions in both water systems and catchment areas that retain water in the catchment, reduce loading to water bodies, remove nutrients from waters, and increase biodiversity. Measures reducing and controlling internal loading can be supported when this is meaningful in terms of long-term status goals and the importance of external loading is minor or additional actions have been targeted to reduce it.
In addition to water and marine management measures and objectives, projects must take into account biodiversity protection, such as the conservation of shoreline habitats, small water bodies, and bird wetlands, using necessary external expertise, and integrate these objectives with project planning and implementation.

General condition for grant is that project’s costs are reasonable in relation to benefits to be achieved. Discretionary grant can be awarded for costs arising from planning, implementation, and administration of project, fees for project permits, and costs from compliance with legal and permit obligations. As a rule, amount of grant does not exceed 50 percent of eligible total costs.
Voluntary work can be included in costs with following values: 20 euros per hour per worker, 40 euros per hour per tractor or motor-driven machinery, and 10 euros per hour per small motor-driven machinery, such as ATV, snowmobile, mower, or motorboat.
Grant is paid ex post on basis of actual costs incurred. Beneficiary must usually be registered association, participants’ association of water area, fishery region, community under Water Act, municipality, or company. Grant may be awarded for up to three years per project. Projects aim for long-term impacts on water status, which is why large project packages and cooperation projects between different actors are prioritised.
Payment of grant requires that beneficiary has necessary permits and rights under Water Act and other legislation to implement project. Beneficiary must also commit to properly maintaining and using structures, as well as fulfilling other obligations following completion of project.
If necessary, procurements within project must be tendered in accordance with Act on Public Contracts and Concessions. If grant supports economic activity, EU State aid rules apply.
Grant cannot be used for application of soil improvement materials on fields, fishery restoration works, or other measures for which other public funding is available.
Grant is discretionary, and amount and scope of funding are defined annually. It is recommended to consult with Economic Development Centre regarding project before submitting application.
Application must include project plan containing cost estimate, financing plan, implementation schedule, and map of target area. In addition, copies of permits and consents required for project’s measures, or statement of permits and consents to be obtained, must be attached.

A discretionary government grant can be obtained for improvement projects in the fishing industry for flowing waters that promote fish passage, the natural reproduction of fish populations, or improve opportunities for sustainable fishing. The projects strengthen the viability and biodiversity of fish populations that are threatened or endangered. Priority is given to targets mentioned in regional improvement programmes for the fishing industry or in water management action programmes.
A grant may be awarded for costs arising from the planning, execution, and administration of the project, for fees related to project permits, and for costs arising from fulfilling legal and permit-related obligations.
As a rule, the grant covers up to 50 percent of the total costs, but in exceptional cases, the support share may be higher. Costs may include voluntary work, valued at 20 euros per hour per worker, 40 euros per hour per tractor or motor-driven work machine, and 10 euros per hour per small motorised machine, such as an ATV, snowmobile, mower, or motorboat. Work-hour records must be kept.
The application period is generally at the end of the year, but applications may also be processed after the deadline within the limits of the budget appropriation. For large and long-term projects, a grant may be awarded for several years, and it is also possible to apply in stages.
The grant is awarded by the Economic Development Centre and paid by the KEHA Centre.

The applicant for the grant can be, for example, a municipality, joint municipal authority, or non-profit association.
The grant is discretionary. The amount of funding and the eligible activities are defined annually in calls for applications published in the autumn. The calls for applications are published on the websites of the Economic Development Centres. The grant is awarded on the basis of the Act on Discretionary Government Grants.
When awarding the grant, the Economic Development Centres take into account the river basin management plans and the measures presented in them, the risks to groundwater areas, and the importance of groundwater areas for community water supply.
The amount of the grant is affected by the benefits achieved through the project, the project's total costs, other grants for the project and the appropriations available. If the applicant is liable to pay value added tax, the grant does not cover the value added tax included in the costs.
The grant is generally paid retrospectively on the basis of the actual costs incurred. An advance may be paid from the government grant if this is justified in terms of the use of the grant and appropriate for monitoring its use.

The Economic Development Centres of Lapland, Eastern Finland and Southwest Finland grant grants for development, experimental, educational, investigative and awareness-raising projects that promote the planning, implementation, coordination and development of the sustainable use and management of fishing waters, as well as fishing supervision. The project must be located primarily within one of the centralised regional fisheries administration areas.
There may be specific areas of focus in the selection, which may vary from year to year. When considering the grant, the impact, scope, innovativeness and cost-effectiveness of the project, as well as the target group of the activities, are taken into account.
Grants can generally be applied for only during the application periods, usually in January. The Economic Development Centre and the Ministry of Agriculture and Forestry announce in more detail the start of the application period.
Grants are discretionary and granted within the framework of the appropriation allocated to the Economic Development Centres by the Ministry of Agriculture and Forestry. The appropriations have been accumulated from fisheries management fees. The granting of the grants follows the Fishing Act and the Act on Discretionary Government Transfers.
The Economic Development Centre may reserve part of the appropriation for later allocation. Applications submitted after the application period may be considered for funding if the appropriation allows.

The grant may be granted to legally competent entities and companies.
Conditions for receiving the grant:
* social acceptability and public benefit of the intended use
* necessity in relation to the quality and scope of the project or activity
* necessity in relation to other public grants received by the applicant
* the grant must not distort competition or affect market functioning.
Projects must be time-limited, serve the common interest, and have publicly available results. Projects may last one or more years. The Economic Development Centre is not committed to further funding, and the promotion grant is decided annually based on the submitted application and the available appropriation.
Projects should, whenever possible, be carried out in a way that is most advantageous to society. They must be put out to tender if required, in accordance with the Act on Public Procurement and Concession Contracts.
Eligible costs are reasonable wages, fees, outsourced services, investments, travel, and material costs arising from the project. Salaries for project-related work must not exceed what would normally be paid for equivalent work in the entity or company. Normal operating costs, depreciation, and other imputed items are not eligible. The grant may not be used to repay loans. Travel costs and daily allowances must comply with the State Travel Regulations.
As a rule, the Economic Development Centre does not grant the full cost of a project. Other necessary funding may include, in addition to the own contribution, resources from municipalities, companies, cooperatives, or fisheries regions. Decisions on fisheries region grants also take into account the use of the region’s operational appropriation. Therefore, the grant application should include the fisheries region’s budget for the project year, or if not yet available, the most recent budget.
The own contribution may also include unpaid work, i.e. voluntary work. Voluntary work is valued at EUR 20 per hour, with mechanically performed work (tractor) valued at EUR 40 per hour, and small motorised machinery at EUR 10 per hour.
Grants are generally paid based on approved actual costs, in one or more instalments. In exceptional cases, and for justified reasons, part of the grant may be paid in advance.

Описание
A road maintenance association may apply for a grant to improve a private road.
The grants are discretionary, and the conditions for eligibility for a government grant are:
* a road maintenance association has been established for the road
* the information on the association and the private road is up to date in the Private Road Register and in the Digitraffic Road Network (road and street network information system).
There is no minimum size for improvement projects eligible for grants, but in practice, projects costing less than EUR 10,000 are rarely subsidised. Grants are not awarded retroactively.
Grants are primarily allocated to projects where traffic on the road has been completely blocked or is at risk of being blocked due to damage. Such projects include:
* replacement or repair of bridges and large culverts
* repair and prevention of flood damage to roads
* projects that significantly improve traffic safety.
Other projects eligible for grants may include:
* repair of frost damage to the road
* improvement of bearing capacity and related drainage systems
* other traffic safety improvements, such as straightening a curve, improving an intersection or relocating the road alignment
* improvement of a ferry landing site.
### Bridge projects
The road maintenance association must contact the regional Economic Development Centre’s grant handler during the preparation phase of a bridge project, before planning begins. Together with the grant handler, the eligibility of the project and any conditions for the project will be reviewed. At the same time, the association will receive information on the budget situation and an estimate of the availability of funds for the project. A request for contact can be submitted via Traffic Customer Service.
Typical bridge projects include:
* complete replacement of a bridge
* replacing a bridge with a pipe bridge or culvert
* renewal and repair of bridge structures.
### Amount of the grant
For ordinary road improvement projects, the maximum grant amount is 50 per cent, and for major bridge projects and other significant repairs caused by exceptional natural conditions, 75 per cent. The grant percentage, payment schedule and any conditions related to the work will be specified in the grant decision.
The grant will not be paid, without a special reason, for work carried out without the Economic Development Centre’s permission before the grant decision has been received.

You can apply for the Finnish Food Agency to declare salmonids free from the bacterial kidney disease (BKD).

Охват: Финляндия без Аландских островов

Описание
If you farm salmonids or their gametes to be planted or transferred to another site for farming, your fish farm can join the voluntary health monitoring programme for BKD. If you are planning on planting salmonids in inland waters, your fish farm practically has to join the health monitoring programme. You can only plant salmonids in inland waters from a farming site that has been classified in health category 1 or 2.
You can join the health monitoring programme by submitting a written notification to Finnish Food Agency Agency.
The Finnish Food Agency grants each farming site in the programme a health category (1–3). The decision is based on the entry notification, tests and information regarding how the health monitoring is exercised. You can use the health category when trading fish or their gametes. A farm site is usually classified in category 2 after the first inspection visit and test results.
The purpose of the voluntary health monitoring programme for BKD is to monitor the occurrences of BKD in the sites included in the programme. BKD is a chronic, slowly developing disease met in salmonids. Its typical symptoms are stunting and constant low mortality rate. BKD can be nearly asymptomatic: it reduces appetite, causes swimming problems and has a low mortality rate. The disease can also progress acutely and cause a high death rate. BKD can be transmitted from both a brood fish to fish spawn and from fish to another. Fish can also become infected with BKD from contaminated water or equipment. The disease cannot be diagnosed based on the symptoms alone, but instead laboratory testing is required.
Как пользоваться
1. Learn about BKD and the requirements of the health monitoring programme.
2. Fill out the entry form as thoroughly as you can and submit it to the registry of the Finnish Food Agency. If you have fish ponds, submit the entry notification to the registry of the Finnish Food Agency of your domicile. If you have a fish farm, submit the notification to the registry of the Finnish Food Agency according to the area in which your site is located.
Условия
After joining, you are committed to ensuring that the terms and conditions of the programme are followed.
Make sure that
1. a municipal veterinarian inspects your fish farm once every calendar year. The minimum period between inspections is 6 months. If you have several hatcheries or fish ponds, they can be inspected with one inspection even if they are located on several municipalities. Hatcheries and fish ponds do not need to be inspected on-site. However, fish farms must be inspected on-site.
2. required samples are collected and sent to the Finnish FoodAgency to be tested for BKD. Samples are collected usually during the inspection visit. You can also send in samples at another time, if it is expedient for monitoring the disease. Talk to your municipal veterinarian during the inspection to decide together, if samples need to be sent in.
3. to notify the municipal veterinarian immediately if BKD symptoms are detected in your fish, or there are other reasons to suspect an infection of BKD. In such a case, you are not allowed to transfer the fish or their gametes to other sites that belong on the BKD monitoring programme.
4. your site, which belongs to the monitoring programme, only accepts
* salmonids or their gametes from a fish farming site that is classified in category 1 for BKD. You can check the site's health category from a register on Finnish Food Agency's website.
* gametes of wild salmonids only from brood fish that have been tested negative for BKD. For other salmonids, all brood fish are tested, but for grayling, common whitefish and vendace caught in the same place, 60 fish is enough.
* wild salmonids whose freedom from BKD has been confirmed through quarantine in accordance with an agreement with the Finnish Food Authority, or for which the transfer has otherwise been approved by a state veterinarian of the Finnish Food Authority.
Gametes can only be retrieved from a fish hatchery that contains gametes of wild fish, even if the hatchery is not a part of the voluntary health monitoring programme and has not been classified in category 1, as long as the wild brood fish have been tested appropriately. In this case, a copy of Finnish FoodAgency’s testing results of the wild brood fish will be attached to the recipient site’s accounts.
5. on top of other required accounting, you will keep record of the municipal veterinarian’s visits, samples and sampling results that are a part of the BKD programme.
Информация об оплате
The fee for the health category classification is based on the time spent. You are also responsible for other costs related to exercising the health monitoring, such as the municipal veterinarian’s inspection visit, sampling and testing.

After joining, you are committed to ensuring that the terms and conditions of the programme are followed.
The F Agency grants your animal premises a health category (1–3) based on tests and how the health monitoring is exercised. When classifying new animal premises, the decision is also based on the health category of the site the animals came from. A site is usually classified in category 2 after the first inspection visit and test results.
The health category indicates the likelihood of an occurrence of the monitored contagious animal disease at your site. Animal premises that are declared free from the diseases are classified in health category 1.
Maedi-Visna and CAE are typically asymptomatic. The symptoms develop slowly and are often detectable only after 4 to 5 years. The animal’s general health declines and respiration becomes more laboured, especially when under strain. When advanced, the symptoms include coughing, nasal dripping and the animal will breath with its neck extended. A nervous version of the disease exists, where the initial symptoms are tripping and balance disturbances in the hind legs, which eventually leads to a paralysis of the hind legs and death. Once infected, the animal will remain a disease carrier and keep spreading the disease for the rest of its life.
Как пользоваться
1. Learn about Maedi-Visna and CAE and the requirements of their health monitoring programme (instructions for the voluntary health monitoring of Maedi-Visna and CAE as an attachment to the entry form).
2. Fill out the entry form as thoroughly as you can and submit the form to the Finnish Food Authority.
3. Exercising the health monitoring is specific to each animal premises. the main premise for keeping sheep or goats, which has an animal shelter for winter, must be listed for health monitoring. Pastureland that is only used during summer does not need to be listed. Premises under the same premise ID are mainly classified in the same health category. However, you can keep animals apart in separate sites, in which case they can also be of different categories. In such cases, the different sites must be listed separately for health monitoring.
4. Ensure that you are constantly following the terms and conditions of the health monitoring programme.

After joining, you are committed to ensuring that the terms and conditions of the programme are followed.
Please ensure that
1. You invite the municipal veterinarian for an inspection visit when samples of the animals are due to be collected in accordance with the health monitoring programme (at first every 12–18 months, then every 32–38 months). During a visit, the municipal veterinarian:
* collects blood samples of sheep and goats of over 12 months old
* checks the animals for symptoms of Maedi-Visna and CAE
* checks that the individual identifiers and registration information are up to date
* checks all the premises that contain animals at the time of the inspection, even though pastureland does not need to be included in the health monitoring.
You can ease the sampling by arranging the premises in a manner that makes handling the animals easier. Make sure there is enough space, light and helping hands available. To make accounting of the sampling easier, have the records of premises and animals at hand.
2. You only acquire new animals and sheep or goat embryos and gametes from animal premises that are classified in health category 1. For imported sheep and goats, as well as their gametes and embryos, please ensure that the foreign programme and animal health category is equivalent to category 1 of the Finnish health monitoring programme.
3. When in pastureland, animal shows or other such places, you do not allow your sheep and goats to get in touch with animals that are not classified in category 1.
4. You keep a record of health checks and sampling, and hold on to the health category decision and research results.
5. The labelling and registration of your premises and animals are in compliance with the valid legislation.
6. You keep the documents concerning the purchase of animals, gametes and embryos as well as documents concerning the health monitoring available, so that they can be checked if need be.
