Описание
The National Legal Services Authority organise guardianship services for those to whom the court has ordered a public guardian to handle financial or other matters. The order can also be issued by the Digital and Population Data Services Agency (DVV) and the State Department of Åland in the Åland Islands. Public guardianship offices provide public guardianship services. The National Legal Services Authority can also procure guardianship services from outsourced service providers.
The public guardian and public guardianship offices
* the duties of the public guardian are determined in an order issued by the Digital and Population Data Services Agency, the State Department of Åland or a court of law
* public guardians and public guardianship secretaries work under liability for acts in office
* public guardianship is carried out in accordance with the service promise (see "Background and legislation" below)
* public guardianship is supervised by the Digital and Population Data Services Agency, to which the public guardian submits an annual statement.
The National Legal Services Authority provides public legal aid, public guardianship and financial and debt counselling services. Services are provided by 22 legal aid offices and 22 guardianship offices in mainland Finland and by the Legal Aid and Guardianship Office in Åland. In addition, there are 18 outsourced service providers of public guardianship. Outsourced guardians are also called public guardians and act under liability for acts in office.

If you or your family member need guardianship services, the Digital and Population Data Services Agency (DVV) will provide guidance on the procedures for applying for a guardian. The DVV website can be found in the right-hand column under Links. If a public guardian has already been appointed to manage your affairs, contact the guardianship office and the public guardian and/or the public guardianship secretary. Contact information for guardianship offices and outsourced services providers can be found in the right-hand column under Service locations.
Условия
Arranging guardianship services means ensuring that guardianship services, as referred to in the Guardianship Services Act, are sufficiently available regionally. The services of a public guardian are necessary if there is no private guardian available (e.g. a relative or a close one) and the person has not, with a continuing power of attorney, determined who will manage their affairs when their functional capacity has decreased so that assistance is needed. The guardian has the right to receive compensation for the necessary expenses from the client's funds, as well as a reasonable fee, considering the quality and extent of his or her duties and the client's funds. The amount of the fee is laid down by government decree. The fee charged by a public guardian belongs to his or her employer, i.e. the state or other an external service provider.
