A holder of a security sector business licence must employ one or more managers with a valid licence issued by the National Police Board, authorising them to act as the manager of the holder of a security sector business licence in question. The National Police Board stipulates the number of managers on the basis of the scope of operations subject to a licence, the number and location of places of business, and other such circumstances. The National Police Board also stipulates the managers’ areas of responsibility.

Upon submitting a licence application or immediately afterwards, the applicant for or a holder of a security sector business licence must submit an application for a manager licence to the National Police Board. Activities subject to a licence may not commence before the National Police Board has approved a manager for the licence holder. When a manager quits or otherwise stops attending to their duties, an application for the approval of a new manager must be submitted within seven days of the end of the manager's duties. One or more deputy managers can be licensed for a holder of a security sector business licence; the deputies will handle the manager’s duties when the manager is indisposed. The application and licensing procedure is the same as that for a manager. If all the other requirements for the licence are met, a person who has not received manager training can be licensed as a deputy manager for a period of no more than one year (temporary manager), if the manager is permanently or temporarily unable to handle their duties due to an unforeseen reason. Applications for a manager or temporary manager licence are submitted in writing. You can also submit an application via the police e-service. The application must include the following: • applicant's name and address, and personal identification number or date of birth • applicant's business and organisation ID • the name, address and personal identification number or date of birth of the person proposed as the manager or temporary manager • proposed number of managers or temporary managers, and their areas of responsibility and division of duties • proposed period of validity for a temporary manager licence. The following shall be appended to your application: • report on the satisfactory completion of manager training • report on the fulfilment of the special requirements for a holder of a security sector business licence or applicant engaged in security work, if the applicant has not completed manager training • certificate of the person proposed as the manager or temporary manager being employed by the holder of the security sector business licence • consent of the person proposed as the manager or temporary manager • statement on the existence of unforeseen reasons required for a temporary manager licence. The National Police Board may ask the applicant to present additional documentation related to the licence.

The owner must be notified of found lost items or they must be returned to the police as soon as possible. Typical items returned to the police include mobile phones, keys and bicycles found outside (e.g. on the streets or in parks). Lost items found in public transport, train stations, bus stations or other similar places of transportation or business premises, offices, place of work, educational institutions, hospitals, theatres, sports halls or similar premises should be returned to the staff or lost and found of the premise in question. These are called property found in a public place.

The owner must be notified of found lost items or they must be returned to the police as soon as possible. Items whose acquisition or possession is prohibited or requires a permit from the authorities, e.g. drugs, illegal alcohol and firearms, must be delivered to the police immediately. If you cannot transport the discovered lost items without danger or difficulty, it is enough to notify the police of the discovery. The police will give the finder a receipt for discovered items. You can also return the item to a citizen service point that has agreed with the police to accept lost items or notify this kind of a service point.

Owners of lost property are entitled to claim their property back if they pay the finder a finder’s fee and compensate them for any costs incurred. By law, the finder’s fee is 10% of the current market value of the item, though no less than EUR 4. The specified fee for storage costs is 5% of the current market value of the item, though no more than EUR 17. If the general storage costs amount to less than EUR 4, compensation may be waived. No finder’s fee is paid for property found in a public place. If the owner of a lost property item does not claim the item from the police within three months, it becomes the property of the finder, with a few exceptions. If the finder too fails to claim the lost property item within three months, the property is forfeit to the government. Lost property acquired by the government will be auctioned off or sold in some other way, adopted for government use or disposed of.

Money collection campaigns appeal to the public in order to obtain donations. The donors receive no reward for donating money to the campaign. The National Police Board grants permits for money collection. The permit is valid until further notice.

You can apply for a money collection permit by submitting a written application. The application can be submitted through the police e-service. The applicant organisation should log in using a Katso identifier when applying for a money collection permit. You can also submit the application at a police station or a police service point. You should fill in all the details on the application form carefully, as an incomplete form may delay the processing. You should submit the application to the police well in advance. Attach the following to your permit application: - An extract from the Register of Associations, the Register of Foundations or the Trade Register/an extract from a register maintained by a public organisation. - A copy of the rules of the association or foundation or the Articles of Association. - An annual report, action plan or other proof of the applicant having engaged in activities that promote their chosen cause. An annual report is the preferred form of proof. Other forms of proof are only accepted if there is no annual report. The reason for the lack of annual report must also be given. - An explanation of how the applicant plans to organise the supervision of the money collection and the use of the collected funds, unless this is indicated in the document referred to in section 3. The attachments are mandatory. If these documents are not provided with the application, the licensing authority will request them separately. The organisation of money collection is subject to a permit. A money collection permit may be granted to non-profit organisations and foundations for the purpose of raising funds for public-interest activities. The money collection must be accounted after the end of the collection period. If the applicant has a previous permit for money collection, a new permit will not be granted if the accounts have been neglected. The holder of a money collection permit that is valid until further notice must submit an annual notification of the previous year to the National Police Board and an annual plan for future operations.

A holder of a driving licence who permanently resides in Finland must present the police with a medical statement proving they are still fit to drive within the intervals specified in the Driving Licence Act. This obligation applies to holders of a licence of category 2 (C, C1, C1E, CE, D, D1, D1E and DE).

The Finnish Transport and Communications Agency Traficom sends a reminder of the obligation to present a medical statement about three months before the driving licence holder’s birthday. The statement must be submitted to the police department depending on the place of residence. Usually the doctor sends the statement directly to the police. Alternatively, the holder of the right to drive can submit the statement to the police department of their place of residence themselves.

Those who have the right to drive a lorry or bus and who permanently reside in Finland must present a medical statement to the police proving that they are still fit to drive at specific intervals if their driving licence was issued before 19 January 2013. The medical certificate must be presented within two months after they turn 50, 55, 60 and 65. However, there is no obligation if, at the start of the deadline count, it has been less than five years since the holder has proven to meet the health requirements concerning them by submitting a medical statement to the police department of their place of residence in connection to some other situation than the regular check, such as when upgrading the category of their driving licence.

Running non-money lotteries requires a licence. The related authorities are the police departments and the National Police Board. A police department can grant a non-money lottery licence for its own jurisdiction. The National Police Board grants licences for non-money lotteries run across several police districts.

Applications for non-money lottery licences must be made in writing. Fill in the application carefully and attach all mandatory documents. (Government Decree on Lotteries). Please follow the instructions to ensure timely processing of the application. Licence applications must be accompanied by the following documents: - An annual report or other proof of the applicant having engaged in activities that promote their chosen cause. An annual report is the preferred form of proof. Other forms of proof are only accepted if there is no annual report. The reason for the lack of annual report must also be given. - Extract from the minutes of the meeting concerning the non-money lottery. This refers to an extract from the minutes of the meeting that decided to arrange the non-money lottery. - A copy of the most recent adopted financial statements. Financial statements must also include an auditor’s report. - A copy of the rules of the association or foundation. - An extract from the Register of Associations, the Register of Foundations or the Trade Register/an extract from a register maintained by a public organisation. The extract must not be more than three months old, calculated from the date of the licence application. If the intention is to use an external agent to run the non-money lottery, the licence application must also include proof that the proposed external agent satisfies the relevant requirements. Depending on the type of business, such proof can be an extract from the guardian register, the register of bankruptcies and restructurings or the register of prohibitions to pursue a business. The license authority can also request other information related to the application or the documents. A lottery licence can be granted to a community or foundation for non-profit purposes. Therefore, a lottery licence cannot be granted to a company or private person engaged in business activities, for example. The proceeds of the lotteries must be used for non-profit activities. In other words, an effort should be made to organise the lotteries so that they generate income for public-benefit purposes. The total value of the profits in non-money lotteries must be at least 35% of the total sales price of the lottery tickets. The value of the lowest prize must be at least equal to the price of one lottery ticket. Lotteries must be accounted for after the licence has expired. If the applicant has a previous licence for non-money lotteries, a new licence will not be granted if the accounts have been neglected.

The extract must not be more than three months old, calculated from the date of the licence application. - A copy of the approval of the payment-monitoring device in the non-money prize machine, or a similar certificate. You can apply for the non-money prize machine licence using a printable form from the police website. You can also make an application at a police station. The profit from the machine must be used for public-benefit purposes. The licence can be granted for a maximum of two years. If you wish to continue keeping the machine, you must submit a new licence application. You must draw up an account on the non-money prize machine operations. The account is given each licensing period to the police department that issued the licence, within one month of the end of the licensing period. If the applicant has a previous licence for a non-money prize machine, a new licence will not be granted if the accounts have been neglected.

Firework displays can only be organised by a company that has the required qualifications and has been licensed by TUKES. Professional firework displays may use fireworks that are not for sale to the general public. Environmental authorities may impose noise restrictions on firework displays, which vary in urban and sparsely populated areas.

- The local police must be notified of any plans to arrange a firework display at least 14 days in advance. - The notice must include details of the location of the display, its exact time and the types of fireworks to be used. The notice must also include details of storage arrangements at the firework display location, safety distances and other precautions to prevent accidents, contact details of the person in charge, as well as the personal and contact details of the persons operating the fireworks. The notice must be accompanied by a copy of the decision by the Finnish Safety and Chemicals Agency (Tukes) on the notification made by the organiser of the firework display. Further information on organising a firework display can be found on the police website. A notice of firework display can be made either through the police e-service or by printing out and completing a form available on the police website.

The police may impose conditions and restrictions on the organisation of the firework display if they are deemed necessary for the safe handling of fireworks and for public safety. The police can also prohibit the organisation of a firework display. (Section 97 of the Safe Handling of Dangerous Chemicals and Explosives Act). In that case, a separate decision will be made which will be charged separately from the notice on the firework display fee. If fireworks are to be used for purposes other than a firework display, the fire and rescue services must be notified five days before the event. The fire and rescue services must be notified of all events that are not part of a public event, such as setting off leftover fireworks at times other than around New Year.

Public events are governed by the Assembly Act (530/1999). A public event is an open-air event, a competition, a show or other similar event, which is not a public meeting such as a demonstration. Generally speaking, a public event does not require an explicit invitation for participation or membership of any particular organisation or association. A public event may be hosted by a competent individual, community, or foundation. An individual who is not deemed to be a competent person can organise a public event together with a competent person.

Notice of a public event can be made either though the police e-service or by printing out a form on the police website and sending it by post. Notice can also be given at the police station. Further information on how to submit a notice of a public event can be found on the police website.

Notice of a public event must be submitted at least five days before the event takes place. Exceptions are those public events which, due to the small number of participants and the nature of the event or the venue, do not require any measures to maintain public order and safety, or to prevent harm to bystanders and the environment, or otherwise special traffic arrangements. The police may also request further clarification from the organiser of the public event, such as the consent of the owner or the guardian of the venue or location where the public event will take place or any other notices, permits or measures required by law to organise the event. The police may also require documentation that liability insurance has been taken out. Police and rescue authorities require the organiser of a public event to systematically plan for security issues. The event organiser is responsible for maintaining order and security at the event. If necessary, the police may give instructions and orders regarding the organising of a public event. In that case, a separate decision will be made, which will be charged separately from the notice of public event fee.

For the purpose of demonstrating the right to travel, Finnish citizens can receive a passport upon application, unless otherwise provided by law. You can apply for a passport either online or by visiting a police service point in person. You can only travel with a valid personal passport. Even a small child needs their own passport. An expired, broken or damaged passport will not get you through border control. You can fill in a minor’s application online in the same way as an adult’s, but in most cases, you must visit a police licence service point for identification. You can pay an additional fee to receive the passport faster, if the national daily quota for rapid or express deliveries has not been filled. The traveller should check the validity of their passport well in advance and check the requirements concerning passports in the destination country. When calculating the delivery time for the passport, remember to allow time for the application process.

Applying for a standard passport is easiest through the police e-service. The application can also be made in at a police station or at a police service point. 1. Have your photograph taken at a photography studio that can send your passport photograph to the police electronically. 2. Fill in the application on the police e-service. Attach the photograph retrieval code you received from the photographer to your application. Pay the application fee online. 3. In certain cases, only the electronic application is required. In other cases, in addition to the application, the applicant must visit a police licence services point in order to be identified prior to processing the application. When you fill in your application, the system will tell you whether you need to visit the police licence services point. If a visit is required, your application will only be processed after the visit. You can avoid queueing by booking an appointment in the police e-service. 4. All guardians must give their written consent for an applicant that is under the age of 18. 5. On busy roads and in some cities, the police monitor driving speeds using automatic speed monitoring devices. Automatic traffic surveillance equipment is also used with traffic lights. When the owner or holder of the vehicle responds to the letter and gives information about the vehicle’s driver, the police will send an investigation request to the police department of the driver’s domicile.

The owner, holder, or temporary user of the vehicle who is entered in the register can receive a traffic penalty fee through a regular letter if the vehicle exceeds the speed limit by no more than 20 km/h. The person who received a traffic penalty fee can also pay it, even if they have not committed the offence themselves. Under the current Road Traffic Act, speeding is taken into account when the speed limit is exceeded by more than 10 km/h in an area where the maximum speed allowed by a traffic control device is no more than 60 km/h, or if the maximum speed allowed by a traffic control device is over 60 km/h, by more than 15 km/h. Failure to comply with the red traffic light is also taken into account in repeated traffic violations.
