A company manufacturing or importing hazardous chemicals shall submit information on the chemical to Tukes for registry. The process does not relate to permits nor approvals. The information submitted to the register is used by the Poison Information Centre and chemical control authorities, for example. A Chemical Notification shall be made of chemicals that have been classified dangerous due to a health or environmental hazard, or a physical danger. A notification shall also be made of any unclassified chemicals if they contain one or more substances that pose a risk to health or the environment or a substance which has an indicative occupational exposure limit value set by the community. A notification shall also be made of chemicals intended for industrial or professional use or for use by the general public.

If your company manufactures, imports or places chemicals on the Finnish market, submit a Chemical Notification to the Chemical Product Register online via the KemiDigi service. The information required in the Chemical Notification principally corresponds to the safety data sheet which is appended to the notification. The safety data sheet can also be prepared in the KemiDigi service. The quantitative information of chemicals (production/import volumes in tonnes) shall be reported via the KemiDigi service on an annual basis.
Identification in the KemiDigi service is carried out via Suomi.fi.

In order to register Chemical Notifications, the company must have a valid Finnish business ID. The company shall also have a business ID if the notification is made from abroad.
The company must submit a new Chemical Notification if the information pertaining to the chemical changes to a material degree. Material changes include, for example:
• change of the chemical’s trade name
• changes in the company’s details, such as its name
• change in the chemical’s composition
• new information or changes relating to the chemical’s hazardous properties.
Companies that discontinue selling a chemical also need to cancel their Chemical Notification in the KemiDigi service.
If the operator is established in another EEA state and provides services in Finland on a temporary basis, the operator must have a valid Finnish business ID.
The annual volumes of chemicals manufactured or imported shall be reported in tonnes as accurately as possible. The volumes shall be reported via the KemiDigi service each year.
