An alcohol interlock is a device that will prevent a vehicle from starting if the alcohol level in air exhaled by the driver exceeds a predetermined limit. An alcohol interlock driving licence (alcohol interlock-controlled driving rights) can be issued to a person who has been suspected of driving while intoxicated or aggravated driving while intoxicated because of alcohol or who is guilty of these offences. As a precautionary measure, a requirement to use an alcohol interlock may also be included in a driving licence (use of an alcohol interlock on the basis of health) if the person cannot be issued a standard driving licence due to continuous alcohol abuse. An alcohol interlock driving licence only entitles the holder to drive vehicles equipped with a functioning alcohol interlock.

Submit the request for a controlled right to drive to the police. You can request alcohol interlock-controlled driving rights already during the pre-trial investigation even if the criminal matter has not yet been resolved. If, on the basis of the pre-trial investigation, it is evident that a driving ban is imposed with conditions, the police may impose a controlled right to drive even before a decision on a driving ban is made. The monitored person must visit a physician or other health care professional to discuss the use of intoxicants, their impact on health and treatment opportunities. The monitored person should request a certificate of the visit indicating its purpose. The certificate is sent to the police. The police adds the special condition and issues a temporary driving licence, after which the monitored person must apply for a new driving licence from an Ajovarma service point with the special condition added by the police. At the end of the probationary period of a controlled right to drive, the person may retrieve their old driving licence back from the police, in which case the obligation to use the alcohol interlock also ends. The vehicle must also be modified and inspected after the alcohol interlock has been removed.

If a person is suspected of driving while intoxicated or aggravated driving while intoxicated or has committed these offences, they may request alcohol interlock-controlled driving rights. Only persons suspected of driving while intoxicated or of aggravated driving while intoxicated due to alcohol consumption may be ordered to have a controlled right to drive. A controlled right to drive cannot be imposed if the person is banned from driving for some other reason or their permanent place of residence is not in Finland. At the end of the probationary period of a controlled right to drive, the person may retrieve their old driving licence back from the police, in which case the obligation to use the alcohol interlock also ends. The vehicle must also be modified and inspected after the alcohol interlock has been removed.

If maintaining order and safety is not otherwise purposeful and maintaining order and safety so requires for a justified reason, the police department of the area, site or starting location of a vehicle can also grant a licence to appoint a security steward to assist the police or the Border Guard: • to a healthcare or social welfare facility with the exception of reform schools and child welfare facilities on the application of the holder of the healthcare or social welfare facility • to a service point of KELA the Social Insurance Institution of Finland on the application of KELA • to an Employment and Economic Development Office on the application of the Employment and Economic Development Office • to a shopping centre on the application of the holder of the shopping centre • to a public transport station on the application of the holder of the public transport station • to a harbour on the application of the holder of the harbour • to an airport on the application of the holder of the airport • to a public transport vehicle on the application of the holder of the vehicle • to a reception and registration centre referred to in the Act on the Reception of Persons Applying for International Protection and on the Identification of and the Aid to Victims of Trafficking in Human Beings (746/2011) on the application of the holder of the centre or the Finnish Immigration Service.

The licence may contain conditions related to the training of the security steward, the carrying of equipment for use of force, the domain and the placement and number of persons. If necessary, the police department that granted the licence may cancel it and change the conditions or validity period due to such changes in the circumstances that significantly affect the maintenance of order and safety in the duty area. In the areas and on the locations referred to in legislation, security stewarding can be performed only by a holder of a security sector business licence who can assign the duties to a licensed security steward who is in the holder’s employment and has satisfactorily completed guard training or who has a valid guard licence, and who is under 68 years of age.

The message contains an appointment ID that you have to keep. You will receive a reminder of the upcoming appointment at a later time.

A temporary guard is a person who carries out guard duties for a maximum period of four months. Guard duties include, for example, guarding property, protecting a person, detecting and preventing crimes against the property or the client, bodyguard duties, transport of valuables, and dispatch duties performed from a unit maintained by a private security company. The police department grants temporary guard licences. The licence period for a temporary guard is of a one-time nature and is not tied to the calendar year. If, after four months, the guard intends to continue working as a guard, he or she must complete the training required for a full guard licence.

You can submit an application for the temporary guard licence through the police e-service. However, the applicant must visit a police department in person if this is necessary for a specific reason. The application can also be made in person at a police station or at a police service point. The following must be attached to the application: • A report (copy of the certificate) on the satisfactory completion of temporary guard training (a minimum of 40 lessons) ◦ Temporary guard training confirmed by the Ministry of the Interior – Basics of guard work (a minimum of 40 lessons) – shall be deemed equivalent to the training courses specified above • A photograph of the applicant meeting the requirements of the provisions of the Passports Act The police department may ask the applicant to present additional documentation related to the approval. A temporary guard licence may be granted to a person who is at least 18 but no more than 68 years old, honest and reliable, and otherwise suitable for the job. A person who has successfully completed a temporary guard training (at least 40 hours) may on a one time basis be licensed as a temporary guard. However, a person applying for a temporary guard licence does not need to be working for a holder of a security sector business licence. Should the requirements be met, the licence must be granted to all applicants.

Security inspectors approved by the police and who have completed security inspection training may be at a police department and other police premises, the premises or area of the Border Guard, courts, ports or the premises of the Finnish Immigration Service. Security checks may be organised in the above-mentioned premises and areas to ensure security, safeguard order and protect property. Approval as a security inspector is valid until further notice, but for no longer than the period during which the approved person operates in the security inspection task in question. The security inspectors referred to above are not entitled to carry out inspections in premises covered by domestic peace.

A person, employer or holder or owner of a security inspection site can apply for approval of a security inspector from the police of the area where the security checks will be carried out. Running a bingo game requires a license. A bingo licence can be granted to a community or foundation for non-profit purposes. Therefore, a bingo licence cannot be granted to a company or private person engaged in business activities, for example. The profits of a bingo game must be used for public-benefit purposes. Bingo is a number lottery game in which the player can win goods or gift cards or vouchers that can be exchanged for goods or services. Bingo games are played in approved venues that must be fit and appropriate for organising the game. The venue must also be suitable for public gatherings.

Compulsory license application documents: • An annual report or other proof of the applicant having engaged in activities that promote their chosen cause. An annual report is the preferred form of proof. For a special reason, other forms of proof may be submitted if there is no annual report. • Extract from the minutes of the meeting concerning the bingo game. This refers to an extract from the minutes of the meeting in which the running of the bingo game was decided. • A copy of the most recent adopted financial statements. Financial statements must also include an auditor’s report. • A copy of the rules of the association or foundation. • An extract from the Register of Associations, the Register of Foundations or the Trade Register/an extract from a register maintained by a public organisation. The extract must not be more than 3 months old, calculated from the date of the license application. • Bingo game rules The attachments are mandatory. The application must be filled in carefully and it must be ensured that the application is signed by a person or persons who have the authority to sign in accordance with the extract from the Register of Associations. An incomplete application delays the processing of the matter. The bingo license applicant must provide in the application proof of the reliability of the drawing systems to be used in the game. The applicant must also provide proof that the venue is suitable for organising bingo games and for public gatherings. If you are renewing your license and the game venue remains the same, no new proof must be provided.

You can apply for a bingo license by submitting a written application. If you wish to continue running bingo games, you must apply for a new licence well in advance of the expiry of your previous licence. You may not continue running bingo games if your licence has expired and you have not been granted a new license. The licensing authority for bingo games is the National Police Board. The duties of the licensing authority are carried out by the Gambling Administration of the National Police Board.

Private persons must apply for a licence to import, procure, possess or use explosives precursors referred to in Annex I to the Regulation on the marketing and use of explosives precursors. The explosives precursor licence is granted by the National Police Board. The purpose of authorisation is to limit private people’s possibilities to obtain substances or mixtures that could be used in the manufacture of explosives.

An explosives precursor licence can be granted to a person aged 18 or over who presents a legitimate purpose of use for a substance and who, on the basis of their state of health and behaviour, can be considered fit to possess and use the substance in question. The licence process only applies to private individuals, that is, those who need the substance in question for their business do not need to apply for a licence to acquire it in future either. From now on, shops selling substances must ask for a licence if their products are purchased for private use.

The police grants licences and permits for the acquisition and possession of firearms and weapon parts. A permit to acquire and possess a firearm and a gas spray can be granted also to an entity or foundation that is registered in Finland or performs a public task.

Permit applications referred to in the Firearms Act can be filed via online services or by visiting a police station with a verbal application that the receiving clerk will enter in the police firearms information system. The applicant must always present the grounds for the application in writing. The online services require loggign in. When visiting a police station you need to bring a passport or identity card (a driving licence is not an identification document) When you apply for a weapon permit you must attach: • grounds for the application in writing and other documents needed to justify the application (e.g. hunting licence) • military passport, civilian service certificate, conscription certificate or a certificate showing that you are exempt from military service • other certificates in accordance with the intended use of the weapon (e.g. certificate issued by a firearms instructor) More information about the applications referred to in the Firearms Act such as parallel licences, entity licences, weapon handling licences, duplicated applications, private import or transfer licences or European Firearms Pass can be found on the website of the police.

There must be an acceptable intended purpose for the acquisition and possession of a firearm or weapon part. The applicant must also fulfil the prerequisites regarding the holder of an acquisition permit. The applicant must always present the grounds for the application in writing. Forms that be used to present the grounds for different purposes can be found on the website of the police. A firearm permit can be granted only to a person who has reached the age of 18 and who is on the basis of his or her health and behaviour fit to possess a weapon and a weapon part. For example, applicants with a criminal record or substance abuse issues may be refused. A firearms permit for a pistol, small pistol, revolver or small revolver or their part can be granted only to a person who has reached the age of 20.

The Firearms Act stipulates that, after the death of a permit holder, the administrator of the permit holder’s estate must, without delay, take possession of all firearms, firearm components, cartridges and especially dangerous projectiles belonging to the estate. Permits for possession of firearms must be obtained within six months. Alternatively, firearms can be rendered permanently unusable or surrendered to the government, free of charge.

Typical subjects include the outdoor temperature on a specific day in a specific place, the date on which a specific water body will become free of ice in the spring or the volume of a specific material in a specific container.

An identity card is a document with a photo that is issued to prove the identity of a Finnish citizen or a foreigner who is permanently resident in Finland. An identity card issued to a Finnish citizen is also a limited travel document, in compliance with the provisions pursuant to the Passport Act. In addition to this, the identity card has a chip that enables access to electronic services. You can apply for an identity card either online or by visiting a police service point in person. You can only travel with a valid personal identity card. This applies to children as well. An expired, broken or damaged identity card will not get you through border control. If you are planning on using an identity card as a travel document, you should check the validity of the card well in advance, as well as what requirements your destination country has for identity cards. When calculating the delivery time, remember to allow time for the application process.

Applying for an identity card is easiest through the police e-service. The application can also be made in at a police station or at a police service point. 1. Have your photograph taken at a photography studio that can send your passport photograph to the police electronically. 2. Fill in the application on the police e-service. Attach the photograph retrieval code you received from the photographer to your application. Pay the application fee online. 3. In certain cases, only the electronic application is required. In other cases, in addition to the application, the applicant must visit a police licence services point in order to be identified prior to processing the application. When you fill in your application, the system will tell you whether you need to visit the police licence services point. If a visit is required, your application will only be processed after the visit. You can avoid queuing by booking an appointment in the police e-service. 4. Written consent of all the guardians of an applicant under the age of 18 is required (a minor’s identity card without travel rights can be applied for without consent). 5. A certificate showing that conscription is not an impediment to issuing an identity card is required from men aged 18–30. Once the new identity card is ready, it will be delivered to a DSV (former Schenker) office or an office of their subcontractor of your choice in a sealed envelope. To collect your identity card, you need to present proof of identity and the tracking number. You can show the tracking number, for example, from the screen of your phone, a printout of the notification, or a hand-written note. The cheaper fee applies even if your electronic application requires a visit in person in order to be identified. An electronic application cannot be submitted without a digital photograph delivered directly from the photographer to the police. Two fingerprints are taken from the applicant of the identity card with a fingerprint reader. Fingerprints are not taken from persons under the age of 12 or from a person applying for an identity card that is not valid for travel (foreigner's identity card, identity card for minors or temporary identity card). When an identity card is used, the name and personal identity number on it must be up to date. You must apply for a new identity card if your last name changes as a result of getting married, for example. You can only have one valid identity card in your possession at a time. Your old identity card will expire as soon as you have applied for and been issued with a new card, even if there is still time left on your old card. Conscripts can be issued with an identity card with an expiry date no later than the end of the year of their 28th birthday, unless they can prove that conscription is not an impediment to their holding an identity card. If you apply for an identity card and a passport at the same time, a lower than normal fee will be charged for the card. This applies to both online applications and applications made at a service point. You cannot apply for a temporary identity card online.

A firearm or a firearm part can be permanently deactivated or rendered permanently unfit for use. Once this has been done, no permit is required for possessing the firearm in question. Only licensed traders who hold a permit for the commercial manufacture or repair and modification of firearms can deactivate firearms or firearm parts. After the deactivation, the police inspects that the deactivation has been carried out as required by the legislation in force.

The police will then inspect that the deactivation has been completed appropriately. Deactivated firearms are inspected by the Firearms Administration of the National Police Board. Deactivated firearms or firearm parts imported or moved from another EU country must also satisfy the deactivation requirements laid down in the current Regulation in force, and be presented to the police for inspection within 30 days of the date of move or import.

The National Police Board’s Firearms Administration carries out a general inspection, test firing and post-test-firing inspection of each firearm in accordance with an international inspection organisation’s method or another similar method. The inspections are cross-checked by signatory states and no inspection is required if the firearm or cartridges have already been inspected in one of the member states of the inspection organisation. The Firearms Administration also carries out type inspections of ammunition and inspects their manufacture or import batches. The National Police Board may grant a cartridge manufacturer or importer the right to use the cartridge inspection mark under conditions laid down separately.

A holder of a security sector business licence must employ one or more managers with a valid licence issued by the National Police Board, authorising them to act as the manager of the holder of a security sector business licence in question. The National Police Board stipulates the number of managers on the basis of the scope of operations subject to a licence, the number and location of places of business, and other such circumstances. The National Police Board also stipulates the managers’ areas of responsibility.

Upon submitting a licence application or immediately afterwards, the applicant for or a holder of a security sector business licence must submit an application for a manager licence to the National Police Board. Activities subject to a licence may not commence before the National Police Board has approved a manager for the licence holder. When a manager quits or otherwise stops attending to their duties, an application for the approval of a new manager must be submitted within seven days of the end of the manager's duties. One or more deputy managers can be licensed for a holder of a security sector business licence; the deputies will handle the manager’s duties when the manager is indisposed. The application and licensing procedure is the same as that for a manager. If all the other requirements for the licence are met, a person who has not received manager training can be licensed as a deputy manager for a period of no more than one year (temporary manager), if the manager is permanently or temporarily unable to handle their duties due to an unforeseen reason. Applications for a manager or temporary manager licence are submitted in writing. You can also submit an application via the police e-service. The application must include the following: • applicant's name and address, and personal identification number or date of birth • applicant's business and organisation ID • the name, address and personal identification number or date of birth of the person proposed as the manager or temporary manager • proposed number of managers or temporary managers, and their areas of responsibility and division of duties • proposed period of validity for a temporary manager licence. The following shall be appended to your application: • report on the satisfactory completion of manager training • report on the fulfilment of the special requirements for a holder of a security sector business licence or applicant engaged in security work, if the applicant has not completed manager training • certificate of the person proposed as the manager or temporary manager being employed by the holder of the security sector business licence • consent of the person proposed as the manager or temporary manager • statement on the existence of unforeseen reasons required for a temporary manager licence. The National Police Board may ask the applicant to present additional documentation related to the licence.

A manager licence may be granted to a person who: - is at least 18 years old - has satisfactorily obtained a Specialist Qualification for Security Officers that meets the requirements laid down in the Decree of the Ministry of the Interior and is in accordance with the Vocational Adult Education Act, or an equivalent specialist qualification (manager training) - is known to be an honest and reliable person, and has personal qualities appropriate for a manager. If a holder of a security sector business licence or a licence applicant engages only in security services involving security work requiring certification, and the holder or applicant employs fewer than five persons, a person meeting the above-mentioned general requirements related to their personal characteristics (18 years of age, honest, reliable and with appropriate personal qualities), who has engaged in security work for no less than three years prior to applying for a manager licence, can also be licensed as a manager. For a special reason, the National Police Board may place time-specific, regional or duty specific terms and limitations on the manager licence and temporary manager licence due to training, personal qualities and other such circumstances.
