Celia tuottaa kirjallisuutta saavutettavassa muodossa, esimerkiksi äänikirjoina ja pistekirjoina. Kauno- ja tietokirjallisuuden lisäksi Celia valmistaa oppikirjoja saavutettavassa muodossa peruskouluun, lukioon ja ammatillisiin opintoihin sekä kurssikirjoja korkeakouluihin. Celian käyttäjäksi voi rekisteröityä Lappeenrannan pääkirjastossa. Miten Celian kirjat toimivat? Kirjat lainataan ja kuunnellaan yleisimmin älypuhelimelle tai tabletille asennetulla Pratsam Reader -sovelluksella. Kirjoja voi lainata ja kuunnella myös selaimessa Celianet-verkkopalvelussa. Jos internetin kautta kuuntelu ei ole mahdollista, äänikirjat voi saada postitse CD-levyinä. Celian CD-äänikirjoja on lainattavissa myös pääkirjastosta ja varattavissa kaikista Heili-kimpan kirjastoista. Celia-äänikirjoja voi kuunnella CD- tai DVD-soittimella, joka toistaa mp3-muodossa olevaa aineistoa. Pääkirjastossa on lainattavissa kolme Daisy-soitinta, joita lukemisesteiset voivat lainata kotiin kokeiltavaksi. Laina-aika on 4 viikkoa. Jos lukemisesteinen henkilö haluaa oman Daisy-soittimen, niitä saa maksutta lainaksi Näkövammaisten liiton Daisy-kuuntelulaitepalvelusta, josta soitinta anotaan erillisellä hakulomakkeella. Daisy-hakemuksen liitteeksi tarvitaan terveydenhuollon ammattilaisen selvitys, jossa vahvistetaan lääkärin toteama lukemista haittaava vamma tai sairaus.

If your child’s need for individual support for learning or school attendance cannot be met in an ordinary class or special needs class in their local school, the pupil is placed in a special needs class either in their local area or in centralised special needs education. Pupils with visual impairments study primarily in an ordinary class in their local school if they do not need support in other areas of growth and development. Regional special classes are located in the following schools: * Joutsenon koulu comprehensive school * Lönnrotin koulu and Kesämäen koulu comprehensive schools * Kimpisen koulu and Myllymäen koulu comprehensive schools * Lauritsalan koulu and Pontuksen koulu comprehensive schools * Lappeen koulu and Sammonlahden koulu comprehensive schools Centralised special needs education is provided in the following schools: * Myllymäen koulu comprehensive school (grades 1–9): minor developmental delays, severe language development delays * Voisalmen koulu comprehensive school (grades 1–9): severe developmental delays, severe autism spectrum disorders * Kimpisen koulu lower secondary school (grades 7–9): LUOTSI: emotional difficulties (mental health challenges, school absences, etc.) The possibility for a pupil to transfer to a special class in their own area, to a special class in another school or back to their own local school is assessed annually. If a pupil transfers schools, support is arranged for the transition phase.

If you do not have your own charger with you, you can borrow a charging kit for phones and tablets that includes a charger and the most common connection cables. Mobile phone charging kits can be borrowed at the main library and the local libraries in Joutseno, Lauritsala and Sammonlahti. The charging kits are stored at the service desk. They cannot be taken home.

The Children’s Parliament of Lappeenranta is an influencing channel for primary school pupils in Lappeenranta. The Children’s Parliament takes a stand on matters concerning children, makes proposals, gives opinions and acts as a mouthpiece for children in the City of Lappeenranta. The Children’s Parliament of Lappeenranta is composed of representatives elected by schools’ student bodies. Every school has the opportunity to nominate a representative and a deputy representative to the Children’s Parliament. The representatives meet approximately once a month at the Board meetings of the Children’s Parliament. In spring, a general meeting of the Children’s Parliament of Lappeenranta is held in April–May, which can be attended by the representatives and deputy representatives of schools. The activities of the Children’s Parliament of Lappeenranta are coordinated by Lappeenranta youth services.

### Compulsory basic education Compulsory education aims to ensure that everyone has the necessary basic skills and education in life and in society as well as to promote equal opportunities to develop themselves based on their abilities and needs. Compulsory education begins the year your child turns seven. Compulsory education ends when your child turns 18 or completes a vocational qualification or a matriculation examination. According to the Basic Education Act, a pupil must attend basic education or otherwise obtain knowledge corresponding to the basic education syllabus. All children of compulsory school age living in Lappeenranta have the right to attend free basic education organised by the city. According to the Basic Education Act, a pupil shall attend basic education unless he or she has been temporarily exempted for a special reason. The obligation applies to all instruction under basic education as well as other activities in accordance with the school’s work plan. The law obliges the school to monitor the student’s absences and report unauthorised absences to the student’s guardian. According to the law, you, as a guardian, are responsible for the completion of your child’s compulsory education. ### End of basic education According to the Basic Education Act, basic education ends when the basic education syllabus has been completed or, at the latest, at the end of the school year in the calendar year in which your child turns 17. After that, your child must apply for upper secondary education at a general upper secondary school or a vocational institution. Upper secondary studies are free for students starting in autumn 2021 and thereafter. Free education ends when the student has completed upper secondary education or reaches the age of 20.

Finland has compulsory education. This means that a child of compulsory school age must attend basic education organised by their municipality of residence or otherwise obtain knowledge corresponding to basic education. If you want, you can assume responsibility for your child’s compulsory education as their guardian. In this case, it will become your responsibility to teach your child and support their learning. Certain statutory flexibility in organising education applies only to those attending school. For example, it is not possible to exempt your child from studying a subject included in the basic education syllabus in home schooling, as a decision on special-needs support can only be made for pupils attending school. In addition, syllabi cannot be individualised. As a guardian, you are therefore responsible for ensuring that your child in home schooling studies the content of the basic education curriculum in all subjects with the same objectives. The municipality of residence is responsible for monitoring the progress of your child’s compulsory education. The so-called inspective teacher assigned by the municipality monitors that your child studies in accordance with the objectives and content of the grade recorded in the curriculum according to their age. At the end of the academic year, the inspective teacher will give a written report on the progress of your child’s compulsory education. Pupils in home schooling are not given number marks. As a guardian, if you want your child to receive a certificate corresponding to the basic education certificate, your child must attend a separate examination. In the examination, the inspective teacher together with other necessary teaching professionals will assess the child’s level of competence in relation to the objectives set out in the curriculum. A certificate of completion of the entire basic education syllabus or part of it shall be issued to the person who has successfully completed the separate examination.

If you wish to enrol your child in home schooling, i.e. you assume responsibility for your child’s compulsory education, proceed as follows: 1. Submit a notification of transfer to home schooling in Wilma. Alternatively, you can submit a written notification to the City of Lappeenranta Registry Office. The notification must include your child’s personal information, address and the guardians’ information. 2. You will receive a decision on home schooling to your home. The decision instructs you to contact the inspective teacher. 3. Contact the inspective teacher to set up a meeting. At the meeting, you will present to the inspective teacher your subject-specific plan on how you intend to carry out your child’s compulsory education during the following academic year. 4. Contact the inspective teacher in good time in the spring to set up an assessment meeting. During the assessment meeting, you will present the studies completed during the year as well as the progress made in them. The inspective teacher will draw up a written report, which indicates whether your child has achieved the objectives of their grade recorded in the curriculum. 5. If you want to enter your child in a separate examination, contact the inspective teacher or the headmaster of the local school in good time to agree on the completion of the separate examination. The municipality determines the dates of completion for the separate examination. Your child has the right to attend education at their local school. Contact the headmaster of the local school and submit a written notification of the termination of home schooling to the City of Lappeenranta Registry Office.

In the detailed plan areas of the City of Lappeenranta, the City of Lappeenranta is responsible for demarcation; elsewhere, the responsible party is the National Land Survey of Finland.

If group-level support measures and individual support measures are not sufficient to support your child’s learning and school attendance, a deviation from the basic education syllabus or curriculum objectives may be considered. Deviation can take place in three ways: * progressing in studies by sets of objectives * limiting the syllabus of a subject * temporary exemption from completing the syllabus for health reasons. Deviation from the basic education syllabus or curriculum objectives involves restricting the pupil’s fundamental rights. ### Progressing in studies by sets of objectives Progressing by sets of objectives means that the pupil studies one or more subjects in accordance with an individual plan based on sets of objectives rather than the goals defined for each school year. Studying by sets of objectives allows either faster or slower progress in one or more subjects within the pupil’s own teaching group. ### Limiting the syllabus of a subject Limiting the syllabus of a subject means that the pupil does not complete the entire syllabus defined in the national core curriculum. This is done if, despite group-level support measures and individual support measures, the pupil is unable to achieve a passing grade in the basic education syllabus and curriculum objectives (fails to achieve a grade of 5 in the subject). Limiting the syllabus or curriculum objectives requires an assessment of the need for support, a plan and a decision. If the syllabus or objectives of a subject have been limited, the pupil’s competence is assessed against the individual objectives. The assessment is verbal except for the final assessment. An asterisk (*) is added to the verbal assessment to indicate limitation. The final certificate will show a grade of 5* in the subject concerned. ### Temporary exemption from completing the syllabus for health reasons Temporary exemption from completing the syllabus of a subject means a short and fixed period of non-participation in teaching for health reasons. The exemption may concern lessons in a single subject each week for a maximum of four months. Temporary exemption from completing the syllabus of a subject for health reasons requires an assessment of the need for support, a plan and a decision. Health professionals assess the state of health.

There are five disc golf courses in the Lappeenranta region. The courses were built and are mainly maintained jointly by the Sports Department and sports clubs/associations. The courses are free to use and cannot be reserved. The goal of disc golf is to complete the course with the lowest number of throws. A course usually has 9 or 18 holes, each of which is counted separately. Each hole on the course starts from the tee area and ends with a target, or basket. After the opening throw, the players continue from where their last throw ended. After playing through the hole, the players move to the tee area of the next hole and play it through. This continues until they have played through every hole of the course. Disc golf courses are usually built in a varying forest terrain where disc trajectories are restricted by natural barriers. Natural barriers are an essential part of the games, and players are strictly prohibited from altering them to make the hole easier to play. Players must play through the hole as it is and continue from where their last throw stopped unless the rules state otherwise. Things to remember when playing disc golf: * Do not make a throw if it could hurt someone or disrupt another player. * Do not make a throw when it is not your turn without the permission of the player whose turn it is or if it could disrupt another player. * Be calm and considerate of others. * Do not litter the grounds. * If you find a lost disc, leave it in the lost discs box.

For a child who has been granted a decision on early compulsory education, compulsory education begins in the year in which they turn six. The child must attend pre-primary education, which forms part of compulsory education. Following a decision on early compulsory education, children have the right to receive pre-primary education in the year in which they turn five. The guardian decides whether the child will participate in pre-primary education a year earlier than usual. Children are entitled to early compulsory education if they are assessed as needing more time to achieve the objectives set for pre-primary and comprehensive education due to a disability, illness or functional limitation that affects their learning ability and overall development. An administrative decision on early compulsory education is made before the start of comprehensive education. Early compulsory education begins in the year in which the child turns six. The decision cannot be made after the start of comprehensive education. The decision on early compulsory education is no longer valid by the time the child starts comprehensive education. When a child transitions to comprehensive education, a decision on support is made (Basic Education Act, section 20 f), and the decision determines how comprehensive education is to be organised in accordance with section 20 i of the Basic Education Act.

When preparing a decision on early compulsory education, experts in early childhood education and care (ECEC), pre-primary education and comprehensive education must work together. When assessing the need for early compulsory education, the child’s disability, illness or functional limitation is examined from various perspectives in order to gain an overall picture of the child’s support needs and prerequisites for learning. Psychological or medical reports or other similar assessments may be taken into account when making a decision, but they are not a prerequisite for reaching a decision. When making a decision, the child’s overall situation is always assessed, taking into account both their individual support needs and strengths. The decision on early compulsory education is made by the ECEC provider or education provider; if the child is not attending early childhood education and care or pre-primary education, the decision is made by the child’s municipality of residence. A guardian may initiate the decision-making process. The child and their guardians are consulted in accordance with the Administrative Procedure Act before a decision is made. The administrative decision is made in accordance with section 2 of the Act on Compulsory Education.

Finnish as a second language (S2) is goal-oriented and regular, language-aware instruction of the Finnish language that is provided to multilingual children. The instruction is based on inclusion, functionality and play. Images, drawing, expressions and gestures and, if necessary, baby sign language are used to support speech and language development. Language-aware instruction is part of the basic function of early childhood education, the starting point and basis of which are based on pedagogical planning and implementation in daily activities.

The early childhood education plan includes the child’s Finnish as a second language plan. Instruction of Finnish as a second language (S2) is available in all comprehensive schools according to pupils’ needs. S2 instruction is available in separate teaching groups or during the Finnish language and literature lessons of your child’s class. Your child can study the Finnish as a second language and literature syllabus if: * their basic Finnish language skills are still developing, or * their language skills are not in all respects sufficient to study the Finnish language and literature syllabus. The teachers responsible for instruction will jointly determine the appropriate syllabus for your child. However, it is always the parent who decides on the choice of syllabus. The instruction differs from mother-tongue instruction in terms of its objectives and content. It is often referred to by the abbreviation S2/R2. The aim of instruction in Finnish or Swedish as a second language is for the student to acquire the basic language skills needed to function and study in the surrounding linguistic community on an equal footing with others, and to possess the linguistic capabilities required for further studies. The goal is for the student to transition from the "Finnish as a second language and literature" syllabus to the "Finnish language and literature" syllabus once they have achieved sufficient proficiency in Finnish across various areas of language competence (with no significant gaps) and in the general language used across different fields of study. In Lappeenranta, Swedish cannot be studied as a second language, as the teaching language in all comprehensive schools is Finnish. If your child’s mother tongue is Swedish, you can enrol them in mother tongue instruction that complements basic education.

You can also receive education in Finnish as a second language, i.e. S2 education, in general upper secondary schools. You can choose the Finnish as a second language and literature syllabus if your native language is not Finnish, Swedish or Sami. The S2 syllabus is appropriate if your basic Finnish language skills are lacking in any area. In this case, your Finnish language proficiency does not give you sufficient prerequisites to study the Finnish language and literature syllabus. The starting point for the S2 syllabus is the learning situation of the second-language student: you learn Finnish in a Finnish-speaking environment, and you gradually develop versatile Finnish language skills alongside the languages you have learned in the past. The objectives and contents of the general upper secondary school S2 syllabus are based on mastery of the Finnish language basics acquired in basic education or elsewhere. The central objective of the Finnish as a second language and literature education is to achieve the Finnish language skills and knowledge of the Finnish culture that a student will need in further studies and working life. The Swedish as a second language and literature syllabus cannot be completed in Lappeenranta because the language of instruction in the city’s general upper secondary school is Finnish.

Lappeenranta’s diverse nature and various sports facilities offer excellent opportunities for hiking and outdoor recreation. In summer, head for the forest. Take a break at a campfire place. Explore the nature trails and illuminated fitness trails or try your hand at orienteering. There are illuminated fitness trails in Ahvenlampi, Huhtiniemi, Karhuvuori, Kasukkala, Kisapuisto, Korkea-aho, Korvenkylä, Lauritsala, Leppälä, Mattila, Myllymäki, Nuijamaa, Nyrhilä, Pappilanniemi, Simola, Vainikkala, Vilkjärvi, Voisalmi and Ylämaa and at the airport and the Army Academy. In winter, the fitness trails are groomed into ski trails. The Kimpinen and Hovinpelto fitness trails are not maintained in winter; they serve as winter trails available to all, for example for walks and dog walking.
