The Economic Development Centre can grant a commercial fishing permit in a private water body for a maximum period of five years. The permit can be granted only if no agreement has been reached with the holder of the fishing rights and the conditions are met.

The permit can be granted if: * The water body is designated as suitable for commercial fishing in the fishing district’s management plan. * The state of local fish population allows for commercial fishing. * No agreement has been reached regarding using the water body for commercial fishing. * Commercial fishing will not cause considerable damage to beach owners in the area, or the area’s other use.

The transport subsidy is a grant intended to reduce the transport costs of small and medium-sized enterprises in sparsely populated areas. The transport subsidy promotes the operations of small and medium-sized enterprises in sparsely populated areas by reducing the cost burden caused by long transport distances for products. The subsidy may be granted for domestic transport charges for products manufactured by the company. In addition, the subsidy may be granted for port operations related to the shipment of products in accordance with the conditions laid down in the Decree.

The application period for the transport subsidy is a calendar year. The subsidy must be applied for within three months of the end of each application period. Fill in the application in the e-service. Log in to the e-service using your personal bank identification, mobile certificate, or certificate card. All applications for the transport subsidy are processed at the Economic Development Centre of Northern Finland. Before submitting the application, it is advisable to contact an expert at the Economic Development Centre, especially if the subsidy is being applied for the first time.

Transport subsidy can be paid for transport of products which have been processed by small and medium-sized enterprises that have paid the freight in the capacity of a consignor The size of the enterprise is based on the definition of a European Commission SME in 2003/361/EC. * Subsidy can also be paid for domestic transport charges of products manufactured by small and medium-sized enterprises and for port operations connected to the shipment of the products (subsidy for port operations). * Subsidy may be granted when the product has been manufactured in the following areas: The counties of Lapland, Northern Ostrobothnia, Central Ostrobothnia, Kainuu, North Karelia, North Savo and South Savo, and the municipalities of Kannonkoski, Karstula, Kinnula, Kivijärvi, Kyyjärvi, Pihtipudas, Saarijärvi, Viitasaari, Imatra, Ruokolahti, Rautjärvi and Parikkala. * Transport eligible for the subsidy must originate from the place of production of the products. * Subsidy is not granted for the transport of used goods, raw materials or similar products or when the processing level of the products is low. * It is also not granted for transports made with the company's own transport equipment. * Neither can the subsidy be granted to a company that ceased its operations or to a bankruptcy estate. ### Amount of transport subsidy * The transport subsidy is EUR 9–20 percent of the product's transport fee. * The percentage rate increases as the transport distance increases. The minimum transport distance in Finland is 266 kilometres. If the transport destination is a port eligible for subsidised port operations, the minimum transport distance is 101 kilometres. The transport distance is calculated based on the shortest possible route. ### The amount of the subsidy for port operations * Subsidies for port operations are based on the weight of the goods to be shipped. Subsidies for port operations cover ports situated on the Gulf of Bothnia in the municipality of Merikarvia or to the north of it and on the Saimaa waterway. * The subsidy for port operations is EUR 1 or EUR 2 per tonne, depending on the location of the port. ### Transport subsidy is applied for on the basis of actual and paid transport * In periods of calendar year (1 January to 31 December) (application period) afterwards. * Within three months of the end of the application period. The departure date of the transport determines which application period the transport belongs to.

Natural persons and legal entities that earn revenue from selling fish or crayfish they have caught themselves or had caught on their behalf, or from products derived from such catches, are registered in the register of commercial fishermen. The register is maintained by the Economic Development Centre of Southwest Finland. Commercial fishermen are registered in two groups: * Group 1: The average turnover exceeds 10,000 euros over the last three financial years, or a starting fisherman with an operational plan approved by the Economic Development Centre. * Group 2: Other persons engaged in commercial fishing. In inland waters, persons other than commercial fishermen may not carry out the first sale of their catch, except for small quantities of fish or crayfish sold occasionally directly to the end consumer. The first sale of catch obtained from marine areas and its restrictions are governed by European Union legislation and the national legislation enacted to implement it.

A vessel must be registered before it can be used for commercial fishing. In sea areas, vessels are registered in one of two groups depending on the vessel’s capacity: 1. fishing vessels whose overall length is less than 12 metres (coastal vessels) 2. fishing vessels whose overall length is more than 12 metres (deep-sea vessels). The available register capacity is measured in gross tonnage (GT) and engine power (kW). Therefore, it is not always possible to register the vessel immediately if the applicant does not simultaneously remove at least an equivalent amount of capacity from the register. Increasing a vessel’s capacity also requires registration before the vessel may continue to be used for commercial fishing. In that case, the applicant must acquire the required register capacity. In inland waterways, vessels are divided into two groups based on their purpose of use: 1. trawlers 2. other ships. There are no limits for capacity. Any changes to a vessel’s specifications must be reported without delay to the Economic Development Centre of Southwest Finland. The fishing vessel register is used for monitoring and regulating the fishing capacity of Finnish fishing vessels, for monitoring, research and development of commercial fishing and aquaculture, and for compiling related statistics. The register is maintained by the Economic Development Centre of Southwest Finland.

Prerequisites for registering a fishing vessel are that the vessel is Finnish-owned and that there is sufficient capacity in the register for the vessel. A fishing vessel may not be used for commercial fishing if it does not have a valid fishing licence with correct information.

The registration decision for a vessel and the fishing licence issued upon registration, as well as a change of the vessel’s licence holder (new fishing licence) or the vessel’s register tonnage (capacity), or a change of ownership of an inland waterway vessel, are services subject to a fee. Removal from the register is free of charge.

Companies that buy fish or fisheries products manufactured by a fisher directly from the seaside fisherman must register with the register of first-sale fish buyers, which is maintained by the Economic Development Centre of Southwest Finland. The name and contact information as well as the personal or business ID of the natural or juristic person, who has registered as a first-sale fish buyer, are registered on the register of first-sale fish buyers. The information on the register is used for controlling fishing and the fish trade, for fulfilling the data collection requirement of the European Union’s Common Fisheries Policy as well as for statistical purposes. The operator registered in the register of first-sale buyers is obligated to notify the register authority of any changed details. The obligations of a first-sale buyer are prescribed in articles 56–68 of EU’s Control Regulation (1224/2009) and in an act regarding the penalty system and control (1188/2014).

The aim of preparedness is to safeguard the vital functions of society. A fishing prohibition may be imposed in a water area if there is a fish species or stock whose viability or yield has decreased or is at risk of decreasing, or if the water area is important for the reproduction of a fish species or stock. The restrictions and prohibitions imposed may be differentiated for fishermen belonging to different commercial groups. The restrictions and prohibitions may not limit the exercise of fishing rights more than necessary to achieve the objective of the restriction or prohibition. To take special regional circumstances into account, the Economic Development Centre may, upon application by a fishing right holder or a fisheries region, or on its own initiative, set catch sizes differing from those established for specific species or stocks if the status of the fish species or stock in the area differs significantly from the basis used for setting the catch sizes. The Economic Development Centre may not, however, deviate more than 20% from the established minimum catch sizes.

The Economic Development Centre may, in a specific water area, restrict angling, ice fishing and lure fishing or prohibit them if necessary in order to: * Secure the objectives of the fisheries region’s management plan or more efficient management of the fish stock. * Perform fishery research. * Secure the fish stock. * Secure the commercial utilisation of fish or crayfish stocking done for commercial or other specific purposes. * Prevent recurring or continuous disturbance of spawning areas of fish.

The Economic Development Centre may impose a restriction or prohibition either on its own initiative or on the initiative of the fishing right holder, commercial fisherman, fisheries region or a party in whose interest the matter lies. The restriction or prohibition must be applied for in writing, and the application must include an account of the grounds of the application and the proposed restricted or prohibited area with attached maps. The total restricted or prohibited area may be no more than 25 percent of the surface area of the waters of the fisheries region. The restrictions and prohibitions may not weaken the possibility to utilise common fishing rights more than what is necessary to achieve the objective of the restriction or prohibition.

Right-of-way permits are not granted for other commuter ferries. ### Other information about the right of way Legislation automatically entitles certain vehicles and transports to use the right-of-way lane when boarding a ferry. Under the law, emergency vehicles and vehicles used by the police, Customs and the Border Guard while carrying out official duties have the right to board the ferry before other vehicles. Vehicles transporting a patient for treatment or healthcare personnel, a veterinarian or a rescue worker travelling on an urgent official assignment are also entitled to board before other vehicles. Traffic lights are used at the Parainen–Nagu road ferry terminals to improve traffic management, safety and traffic flow. When boarding begins, vehicles in the right-of-way lane are loaded first while the traffic light is green. When the lane is empty, the light turns red. Vehicles are then loaded from the regular traffic lane. When the light turns red for the right-of-way lane, loading from that lane has ended. If necessary, loading from the right-of-way lane may continue only in exceptional cases, for example for scheduled buses and taxis, during or after loading from the regular traffic lane. When the regular traffic lane has been emptied, loading may continue from the right-of-way lane if necessary, provided there is space on the ferry. At ferry terminals, road users must remain alert and comply with the speed limits and traffic lights to avoid hazardous situations. During boarding, road users must also follow the instructions given by the ferry staff.

Submit the completed form and its attachments to the Economic Development Centre of Southwest Finland by post or e-mail. ### Supplementing the application If you need to supplement your application later, send the additional information to the Economic Development Centre of Southwest Finland by post or email. Include the application reference number or the applicant's name. Do not submit a new application through the e-service for additional information, as it would be registered in the system as a new application. ### Attachments to the application If the right of way is requested on grounds other than permanent residence, there must be sufficient need. You may attach documents to demonstrate the need for the right of way. Applicants applying for a right of way for work-related travel must attach their employer's certificate of employment and any other necessary information relevant to the application. ### Renewing the permit A renewal permit is applied for in the same way as a new permit. A renewal application must be justified in the same way as a new application. The right of way may also be amended on application.

Permanent residents of the islands of Houtskär, Norrskata and Iniö may be granted a right-of-way permit upon application. Permanent residents of the other islands of Parainen and Kimitoön, as well as Skåldö, Hitis, Rosala and Vartsala in Kustavi, may be granted a right-of-way permit for work-related travel upon presentation of an employer's certificate. If the right of way is requested on grounds other than permanent residence, there must be sufficient need. You may attach documents to demonstrate the need for the right of way. Applicants applying for a right of way for work-related travel must attach their employer's certificate of employment and any other necessary information relevant to the application.

There is a fee for both a granted licence and a negative decision. A fee is charged for additional and temporary decisions on the right-of-way. The fees are determined annually by a government decree. The Economic Development Centre orders the plates/stickers. The manufacturer sends the them and the invoice to the customer.

Itä-Suomen elinvoimakeskus myöntää vuosittain 2024-2027 hakemusten perusteella Saimaan alueen kaupallisille kalastajille avustusta saimaannorpan suojelusta aiheutuviin taloudellisiin menetyksiin. Avustus maksetaan ainoastaan kalastajille, jotka on merkitty kaupallisten kalastajien rekisteriin 1. ryhmään ja ovat noudattaneet kalastuslain mukaista saaliiden ilmoitusvelvollisuutta. Hakemuksessa kalastajan tulee osoittaa muun muassa saimaannorpan suojelutoimenpiteiden aiheuttamien taloudellisten vahinkojen suuruus sekä kalastuksen merkitys toimeentulolleen. Hakemuksessa on esitettävät kalastukseen käytettyjen alueiden sijainti ja arvio suojelusta aiheutuvista saalismenetyksistä ja taloudellisista menetyksistä.

Lisäksi kaupallisen kalastajan pääasialliset kalastusalueet tulee sijaita saimaannorpan suojelemiseksi asetetulla kalastusrajoitusalueella. Avustusta myönnetään passiivisten pyyntimuotojen rajoittamisesta aiheutuviin tulonmenetyksiin. Tukea ei myönnetä nuotta- ja troolipyyntiin. Avustuksen määrä on 20 prosenttia kalastajan edellisen kalenterivuoden aikana kalastuslain (379/2015) 4 pykälän 15 kohdassa tarkoitetuilla seisovilla pyydyksillä Saimaalla saaman saaliin arvosta. Avustus on kuitenkin korkeintaan 10 000 € vuodessa ja enintään 15 prosenttia kalastajan elinkeinotoiminnan veroilmoituksessa ilmoittamasta kalastustulosta. Avustus on vähämerkityksellistä tukea (de minimis), jota voi saada korkeintaan 30 000 € kuluvan ja kahden edeltävän vuoden aikana.

Kalastuspäiväkirjaan kirjataan saatujen saaliiden kilomäärät kalastuspäivittäin, kalalajeittain ja pyydyksittäin sekä kalastuksen harjoittamisalue niin, että siitä selviää vesialue joen, järven ja suurissa järvissä järvenselän tarkkuudella. Rapusaalis kirjataan kappaleittain. Eri pyydyksistä saatujen saaliiden kalalajikohtaiset kilomäärät voidaan arvioida. Pyydyksistä kirjataan pyydysten määrä, koko ja pyyntiaika. Kaupallinen kalastaja laatii kalastuspäiväkirjaan kirjattujen tietojen perusteella kalenterikuukausikohtaisesti elinvoimakeskuksen vahvistamalla lomakkeella saalisilmoituksen edellisen vuoden saaliistaan ja toimittaa sen helmikuun loppuun mennessä Lounais-Suomen elinvoimakeskukseen.

Rekisteriin merkityt henkilöt pääsevät palveluun, joka ohjaa ilmoituksen täyttöä ja lähettää sen lopuksi elinvoimakeskukseen. Load restrictions during the frost heave period aim to maintain the trafficability of roads with weak load-bearing capacity as well as possible, reduce damage to roads caused by heavy traffic, and ensure the operation of vital transports also during the frost heave period. The weight limit is generally 12 tons, and only in exceptional cases is a 4-ton limit applied. The need to impose weight restrictions is forecasted around the turn of the year. The forecast is refined at the beginning of March, when the forecast of the severity of the spring frost heave is completed. Spring weather conditions are actively monitored, and information is regularly provided on the progression of the frost heave and the need for weight restrictions. In individual, unforeseen cases, the Economic Development Centre may grant a temporary, fee-based transport permit for roads with weight restrictions. Examples of transport requiring a special permit: * Timber * Soil materials * Fuel (except when consumption in relation to storage capacity does not allow advance planning of transports) * Industrial fertilisers * Building materials * Forestry and construction machinery * Special transports. ### Vital transport services No special permit is required for transports classified as vital. These are transport services that are important for the functioning of society and must be possible to carry out also on roads with weight restrictions. Transports considered vital include, for example: * Emergency vehicles * Road maintenance vehicles * Scheduled bus services * Journeys to work (commuting with a heavy vehicle without load to a work site) * Milk transport * Regular peat transport and similar essential for the daily operation of energy supply and power plants * Transport of slaughter animals * Transfer of heavy agricultural machinery in connection with spring sowing and transport of seed grain etc. * Transport of animal feed, peat bedding, and fuel when consumption in relation to storage capacity does not allow advance planning of transports * Collection of household waste (organised by the municipality, legally based, and according to an agreed schedule) * Farm-specific liquid manure transport * Transport of daily consumer goods to stores * Mobile shops.

Submit the form to the general service form to the Economic Development Centre in whose area the road with load restrictions is located. Licences are not issued by telephone.

The necessity of the transport, its weight, and the current condition of the road are taken into account when processing the application. Special permits are granted restrictively and only for well-founded reasons.

A transport that exceeds the dimension and mass limits permitted for normal traffic is a special transport. Not all special transports require a permit, however, because 'free dimension limits' apply to transport with vehicles registered in EU or EEA countries. If the special transport is within these limits and does not exceed normal mass, a special transport permit is not required. If the free dimension limits or maximum permitted mass are exceeded, you must apply for a special transport permit. The Economic Development Centre of Inland Finland grants permits for the special transport of undivided goods in Finland, with the exception of Åland. Permits for the carriage of parcelled goods are processed by the Finnish Transport and Communications Agency Traficom. Typical special transports include transport of undivided goods, such as machinery, elements, buildings, and large products. Special transport is possible when the undivided goods cannot be divided into several transports with reasonable cost or without the risk of damage. The Economic Development Centreis sues two types of special transport permits: 1) route permits and 2) road network permits. * A route permit is granted for a route between the starting point and destination indicated in the application. The route is described using road numbers and the names of places and intersections. The route is only valid one-way. On application, a route specific permit can also be issued as an advance decision. The advance decision shows the limitations of transport, but it does not entitle to actual transport.  * A road network permit specifies pre-defined roads and/or areas and the related limitations. It also includes altitude restrictions and a list of bridges that cannot be crossed. If the transport is not classified as special for its mass, several vehicles of the same type can move under the same licence. In the case of transport that exceed the maximum mass, the vehicle or vehicles are individualised for the permit by a registration or production number.

A carefully completed form with attachments speeds up the processing of your case. Read the instructions and conditions before submitting your application. If you are renewing an old route or road network permit, include the number of the old permit or a copy of the old permit in the application. If the transport requires any modifications of road structures or roadside equipment, a permission must be obtained from the appropriate road keeper to work in a road area. If it is not possible to use the e-service, you can use a printable form. Submit the form to the Economic Centre of Inland Finland by post P.O. BOX 40, FI-00072 ECONOMIC DEVELOPMENT CENTRE, FINLAND or per e-mail: specialtransport(at)elinvoimakeskus.fi. (NOTE! Finnish applicants can submit the form only by post or through the electronic service.) The permit can be written in Finnish or Swedish. An indivisible load cannot be divided, for road transport, into two or more loads without unreasonable cost or risk. Due to its weight or dimensions, an indivisible load cannot be transported on any type of vehicle or vehicle combination without exceeding an authorized weight or dimension allowed in normal traffic in Finland. NOTE!! In Finland the authorized dimensions and total weights are partly bigger than in the rest of Europe. Permits can be issued in Finnish or in Swedish. The conditions for special transport permits are the same for everyone. The permit conditions include the key parts of the regulations and other conditions set for special transport. The permit can also include special conditions that concern notifications and police or bridge control, for example.  For a more detailed description of the special transport conditions, see Traficom’s order concerning special transport.  The special transport permit is only valid for transport defined in the permit and only on the route(s) indicated in it. The special transport permit or its copy together with any appendices must accompany the transport. A special transport permit can be cancelled temporarily or permanently if special transport regulations or the conditions are neglected or if the permit conditions are no longer valid.  If the transport requires any modifications of road structures or roadside equipment, a permission must be obtained from the road keeper before the transport. Such modifications include, for example, lifting portals, detaching electrified traffic control devices and lampposts, removing railings, making changes to intersections, constructing ramps to cross traffic islands, and strengthening the road structure. Work permit applications related to state-managed highways are sent centrally to the Economic Development Centre of Inland Finland. Traffic signs and traffic control installations that are not electric can be temporarily removed without the permission of the road keeper, provided that they are immediately returned to their place and the work does not require the use of machinery.

Suomen kunnille myönnetään valtionavustuksia lähivirkistysalueiden ja lähiluontoalueiden kunnostamiseen, kehittämiseen sekä palvelujen parantamiseen. Hakijoina voivat olla kunnat sekä kuntayhtymät. Avustuksella toimeenpannaan hallitusohjelman mukaista poikkihallinnollista Suomi liikkeelle -ohjelmaa, jonka tavoitteena on lisätä liikunnallista elämäntapaa ja toimintakykyä kaikissa ikäryhmissä. Lähiluonto, ulkoilureitit ja -alueet ovat väestön suosituimpia paikkoja liikkumiselle, ikäryhmästä riippumatta. Lähivirkistysalueet rakenteineen ovat yhdenvertaisia, maksuttomia ja matalan kynnyksen liikuntapaikkoja, jotka palvelevat laajaa käyttäjäjoukkoa iästä, sosioekonomisesta asemasta ja kansalaisuustaustasta riippumatta. Kehittämällä näitä alueita niistä tehdään entistä houkuttelevampia, mahdollistetaan luontoliikunta uusille käyttäjäryhmille sekä lisätään alueiden käyttöä nykyisten käyttäjien keskuudessa. Avustuksen päätavoitteena on lisätä väestön liikkumista (fyysistä aktiivisuutta) lähiluonnossa luomalla laadukkaita ja helposti saavutettavia lähivirkistysalueita. Tavoite saavutetaan kunnostamalla ja kehittämällä kuntien olemassa olevia virkistysalueita, niiden reittejä, rakenteita ja palveluita, tai luomalla palvelurakenteita ja reittejä uusille alueille sekä parantamalla esteettömyyttä. Haettavien hankkeiden tulee olla yleishyödyllisiä ja tukea mahdollisimman monen käyttäjän ulkoilua ja liikkumista luonnossa. Hanke-esityksiä laatiessaan kuntien tulee tarkastella erityisesti alueita, joilla on ollut erityistä käyttöpainetta, ja pyrkiä vähentämään kuormitusta mahdollisesti herkiltä luontoalueilta. Suunnitellut toimenpiteet eivät saa heikentää alueen luontoarvoja. Avustuspäätösten maksatukset käsittelee KEHA-keskus.

Avustushaku on kohdennettu kunnille ja kuntayhtymille. Yksittäisten kuntien ja kuntayhtymien lisäksi kuntia kannustetaan muodostamaan alueellisia konsortioita yhteisten hankkeiden suunnitteluun. Avustus kohdennetaan ensisijaisesti kuntien omistamille tai hallinnoimille maille. Jos hankkeet kohdistuvat myös yksityisille maille, kunnan tulee varmistaa maanomistajan kirjallinen suostumus hankkeeseen, ja lisäksi on otettava huomioon valtiontukisäännöt. Hankkeelle on eduksi, jos hanke-esityksen valmistelussa on tarkasteltu luonto- ja virkistysalueita kokonaisuutena, mahdollisuuksien mukaan seudullisessa yhteistyössä. Keskeisiä näkökohtia ovat muun muassa virkistysalueiden keskinäinen kytkeytyneisyys, viheralueverkoston rakenne sekä virkistysyhteyksien tai -alueiden perustamis- ja laajennustarpeet. Hankkeelle on eduksi, jos virkistysalueet ovat helposti saavutettavia arjen luontoalueita, joihin pääsee kävellen, pyörällä tai julkisilla kulkuvälineillä. Jo pelkkä siirtyminen luontoalueelle voi kannustaa liikkumaan, ja hankkeet tukevat samalla Suomen hiilineutraalisuustavoitteita. Hankkeelle on myös eduksi, jos se parantaa esteettömyyttä. Avustusta myönnetään enintään 50 prosenttia hankkeen toteutuneista hyväksyttävistä kokonaiskustannuksista. Avustuksen enimmäismäärä on 200 000 euroa hanketta kohti. Avustettavaksi hyväksytään vain arvonlisäverottomat kustannukset. Avusta ei myönnetä hankkeille, jotka tuottavat kunnille suoraa rahallista hyötyä. Toimenpiteistä mahdollisesti syntyvä taloudellinen tulo tulee osoittaa kustannusarviossa omarahoitusosuuden kattamiseen. Avustuspäätöksessä voidaan antaa myös muita määräyksiä, joita päätöksen kohteen tulee noudattaa.

It is possible to restore, rehabilitate and manage woodland habitats with degraded status with support under the Nature Conservation Act. Such sites include herb-rich forests with spruce trees, forests with white-backed woodpeckers, overgrown sunny slopes of eskers, as well as drained rich fens and other nutrient-rich marshes. You can apply for support from the Economic Development Centre. Supported operations may include, for example, reducing spruce trees in herb-rich forests or broadleaved forests, exposing mineral soil in sunny environment or blocking ditches on a fen, as well as planning measures. The support is granted as a good or a service. Granting support as a good or service means that the landowner receives the support as a restoration or maintenance service or a good, e.g. the filter fabric needed for the restoration of marshes, not as a monetary compensation for doing it. The support is mainly one-off. The objective of the support is to improve the ecological status of degraded forest and marsh habitats and species and to promote their adaptation to climate change.

Apply for the support using the application form. Submit the form to the Economic Development Centre as an attachment to the general service form. The form can also be submitted by post, by email, or in person If you are applying for support for a land owned by another party, the application must be accompanied by the landowner's written consent. The support is granted to the landowner.

Условия

Discretionary support under the Nature Conservation Act is primarily targeted at sites implemented under the Nature Conservation Act, example private nature conservation areas and habitat demarcation areas, and other sites of species or habitat value. Other sites with valuable habitats may include herb-rich forests, broadleaved forests, spruce mires, fens and other nutrient-rich marshes. Sites managed by means of support that are valuable in terms of species can, for example, be habitats of endangered species in woodland habitats, in case the species benefits from the restoration measures. The support will not be granted to a site for which other state aid has been granted, e.g. METKA, agri-environmental subsidy. The granting of the support is based on the overall consideration of the Economic Development Centre, which takes into account the nature values of the site, the regional management priority of the site, the benefits achieved by the measures for the ecological status of the site, as well as an estimate of the costs of the measures. Support is granted within the limits of the approved state budget and the appropriations of the Economic Development Centre.

Talent Coastline is coordinated by the ELY-Centre Ostrobothnia and is part of the Government's national Talent Boost programme. Talent Boost is a cross-administrative programme of the Finnish Government designed to boost the immigration of senior specialists, employees, students and researchers. The Centre for the Economic Development, Transport and the Environment is tasked with promoting regional competitiveness, well-being, sustainable development and curbing climate change. Talent Coastline helps international skilled people to find employment by providing them with the right type of services and trainings, while working to make small and medium sized companies more aware of the possibility of employing talent from the international pool, along with affecting the attitudes towards employing people from abroad. The Talent Coastline Ecosystem's goals are to boost the attractiveness of the Ostrobothnian regions for international talent, to retain the talent and enhance the regional competitiveness by shortening the gap between local small and medium sized companies and international skilled workforce. The regions of Ostrobothnia and Central Ostrobothnia compose part of the west coast of Finland. The area has a strong tradition of entrepreneurship and the largest number of companies per capita on the mainland of Finland. The export share of approximately 71 % is also exceptionally high. The energy sector is the strongest one in Ostrobothnia, while agriculture and manufacturing are stronger in the Central Ostrobothnia region. The area is very international in atmosphere but also when it comes to its population. For instance, the internationals in Ostrobothnia consist of over 7% of the population. Within this number is untapped potential that would fill the talent shortage of the local business and boost the region's growth. The reason why it is important to take into consideration these human resources is that even though the unemployment rate in the region is lower than in any other Finnish region, there is a consistent number of open positions, which are not filled because of talent/skill shortage.

Lupa maantien sulkemiseen haetaan alueelliselta elinvoimakeskukselta.

Yhteydenotto tapahtuu Liikenteen asiakaspalvelun kautta. Sillan peittämiskustannuksista vastaa hakija. * Talvirallirenkailla varustettujen ajoneuvojen nopeus tulee laskea 30 km/h sillan ylityksen ajaksi. * Silta tulee tarkastaa ja valokuvata huolellisesti ennen ko. siirtymäajon alkamista sekä heti siirtymäajon päättymisen jälkeen (valokuvat tulee ottaa samoista kohdista). Hakijan on laadittava maantien hoitourakoitsijan kanssa siirtymätaipaleiden kuntokartoituksesta raportti ennen rallitapahtuman alkamista sekä päättymisen jälkeen (alueen maanteiden hoitourakoinnista vastaavan yhteystiedot ilmoitetaan päätöksessä). Raportit tulee toimittaa elinvoimakeskuksen kirjaamoon kirjepostina tai sähköpostitse 2 viikon kuluessa rallin päätyttyä. If the event requires the closure of a public road to other traffic, a permit must be obtained from the Economic Development Centre. For example, for rallies and other competitions involving motor vehicles, the road must always be closed. A permit to close a highway is also required for the Finnish Defence Forces’ exercises. The permit fee and processing time depend on the nature and scope of the event. The permit handler determines which category the permit application belongs to. Permits are very rarely granted to events on semi-motorways and motorways. Please fill out the application as accurately as possible. The indicative processing time can only be met if the application is correctly completed. If additional information is requested for the application, you can provide the additional information within 7 days. If it takes longer to provide the additional information, the processing time for the application will start from the beginning. Make sure you are on time! A late application will receive a negative decision. The regional Economic Development Centre handle permits for closing highways. If the road needs to be closed due to work in the road area, a work permit must be applied for from the Economic Development Centre of Infe Finland Note! The permit for closing a street according to the town plan is granted by the municipal or city council. The road association grants the permit for closing a private road.

Before submitting an application, the organizer of a medium or large event should contact the Economic Development Centre well in advance. In this context, the following issues related to the closure of roads needed for the planned event and transition sections for winter rally events will be addressed: * Changes needed to the route planned by the organizer * Documents that the organizer prepares for the permit process * Publicity of the documents submitted by the organizer You can leave a contact request through the Traffic Customer Service, tel. +358 295 020 600 (Mon-Fri 9 am-3 pm) or liikenteen.asiakaspalvelu(at)elinvoimakeskus.fi. If you need a permit for professional public benefit testing activities, you can contact the Traffic Customer Service for further instructions. ### Apply for a permit through the electronic service Primarily use the electronic service for transactions. Logging into the service requires strong authentication. You will need either online banking credentials, a mobile certificate, or a certificate card. If you cannot use the electronic service, you can write an informal application that includes all the necessary information about the event. Submit the informal application with attachments to the registry office of the Economic Development Centre in whose area the closed road sections or the majority of them are located. NOTE! When using this application method, an additional processing fee is charged in addition to the actual permit fee. The additional fee is half of the permit fee, but no more than 50 euros. ### ### The application must contain the following information: * event name, time and municipality * all highways affected by the closure * length of the highway sections to be closed and closing times per road * a map that shows which road sections will be closed * contact details of the organiser and contact person * billing address and the applicant’s business ID or personal identity code * a general plan of traffic control and contact details of the person responsible for traffic arrangements. The person in charge of the traffic arrangements is required to have Road Safety 2 training * A maintenance agreement.

The permit decision is sent to the email address the applicant has announced. The permit decision provides more detailed instructions and explains the applicant’s obligations. The permit decision includes a permit to place traffic control installations necessary for closing the highway. If the event also requires other traffic sign arrangements, you need to apply for a separate permit from the Economic Development Centre of Inner Finland. Any traffic controllers are approved by the police. The applicant must also apply for other permits required for the event from other authorities (e.g. for organising a public event). ### A maintenance agreement In case the event causes road wear, the organiser of the event should prepare an agreement on the necessary maintenance of the closed road section. You can find instructions on how to devise a maintenance agreement from the shortcuts on the right side of the page. ### The Finnish Defence Forces’ exercises The Defence Forces must obtain a decision from the regional Economic Development Centreto temporarily close a section of a road network if the Defence Forces need to temporarily prevent or restrict public traffic to any part of a road network. If necessary, a maintenance agreement will also be made if the use of the road wears it down. The new Road Traffic Act transferred the task from the police to the Economic Development Centres on 1 June 2020. In other respects, the Finnish Transport Agency’s guideline “Sotilasajoneuvot ja maantiet” (military vehicles and roads) (LIVI/1022/06.06.06./2017.) still applies.

All events in highways that are not part of normal traffic require a permit from the Economic Development Centre. The harm and hazards caused by abnormal use of roads is prevented by traffic arrangements and by selecting an appropriate time and place for the event. Permits are very rarely granted to events on semi-motorways and motorways. Events that are typically arranged in road areas include sports contests, folk festivals, festivals, parades and shows. Placing of temporary traffic signs on the highway network requires a permit from the road management authority. The organiser of the event must prepare a traffic control plan for the temporary traffic sign arrangement, in accordance with the regulations on the control of road traffic. In addition, a permit is required for the placement of any temporary constructions (e.g. information signs and crowd fences, etc.) on road areas. In connection to a temporary traffic sign arrangement, you can obtain a permit to close the road for a short period of time from other traffic (up to 10 minutes). If the event requires that the road is closed from other traffic for a longer period, you must apply for a separate permit from the regional Economic Development Centre. Roads must always be closed for traffic during rallies and other motor vehicle contests. The permit decision that allows you to close a highway includes a permit to place traffic control installations necessary for closing the road. If the event also requires other traffic sign arrangements, you need to apply for a separate permit in accordance with these instructions.

Use the e-service primarily. Signing into the service requires strong authentication. You will need either a bank ID, a mobile certificate or a certificate card. Attach a traffic control plan to the permit application. The traffic control plan must be presented based on a roadmap. The road management authority recommends that the organiser of the event should have extensive experience on the above tasks + Road Safety 2 training or other safety training for traffic control and work in road areas and the training required for the task. There are separate instructions and model solutions for temporary traffic sign arrangements and the use of traffic controllers on the Economic Development Centre website. If you cannot use the e-service, you can write a free-form application that contains all the necessary information about the event. Irrespective of the location, submit the free-form application and its appendices to the registry of the Economic Development Centre of Inner Finland (P.O. BOX 40, FI-00072 ECONOMIC DEVELOPMENT CENTRE, FINLAND). When using this application method, a separate processing fee is charged in addition to the actual permit fee. ### The application must include * event name * time * road/municipality * estimated number of visitors to the event * organiser and contact person’s contact details * billing address * applicant’s business ID or personal identity code. Complete the application carefully. If you supplement your application later, email the supplementary information to: tilapaisetluvat@elinvoimakeskus.fi. Enter the applicant’s name, the municipality in which the work site is situated and the road number in the subject field of the email. If you know the application’s identification or register number, add it to the subject field as well. Please note that if the road must be closed to other traffic for more than 10 minutes due to the event, you will need a separate permit to close the road from the regional Economic Development Centre.

Poikkeusluvalla voidaan osallistua kalastussäännön määrittelemillä kalastusvälineitä käyttäen kyttyrälohien laajamittaiseen ja tehokkaaseen vähentämiseen Tenojoen vesistöalueella. Kalastussäännön 35 § mukaisesti Lapin elinvoimakeskus voi myöntää paikallisille organisaatioille luvan kyttyrälohen kohdennettuun poistopyyntiin mikäli hanke ei rajoita merkittävästi lohen nousua. Paikallisilla organisaatioilla tarkoitetaan tässä esimerkiksi kalatalousaluetta, osakaskuntia tai kalastuksen harjoittamiseen liittyviä yhdistyksiä, joiden kotipaikka on Tenojoen vesistön valuma-alueella. Poistokalastus on toteutettava kalastusoikeuden haltijan johtamana.

Lupia voidaan myöntää kalastussäännön 35 §:ssä mainituilla perusteluilla. Kalastussäännön 35 § mukaisesti Lapin elinvoimakeskus voi myöntää paikallisille organisaatioille luvan kyttyrälohen kohdennettuun poistopyyntiin mikäli hanke ei rajoita merkittävästi lohen nousua. Paikallisilla organisaatioilla tarkoitetaan tässä esimerkiksi kalatalousaluetta, osakaskuntia tai kalastuksen harjoittamiseen liittyviä yhdistyksiä, joiden kotipaikka on Tenojoen vesistön valuma-alueella. Poistokalastus on toteutettava kalastusoikeuden haltijan johtamana. Lupien laajuus on mukautettava kyttyrälohien esiintyvyyteen, ottaen huomioon Atlantin lohikantoihin mahdollisesti pyynnin yhteydessä kohdistuva sivukuolleisuus. Kohdennetun poistopyynnin lisäksi kyttyrälohta saa kalastaa muiden kalojen pyyntiin ostetuilla kalastusluvilla kalastussäännön mukaisilla kalastustavoilla (kevyet perhokalastusvälineet).
