The plot subdivision is a plan for how the block area in accordance with the detailed plan will be divided into plots. The plot subdivision or change thereof is drawn up either as a separate plot subdivision or as a plot subdivision to be approved in connection with the detailed plan. If the landowner wishes to change the current plot subdivision (for example, to divide one plot into two plots), a change of plot subdivision may be prepared on the landowner’s application. The prerequisites for changing the plot subdivision are examined on a case-by-case basis, and the decision to change the plot subdivision is made by the cadastral surveyor. Plot subdivision is subject to a fee according to the tariff. The preparation of a plot subdivision for hearing the concerned parties takes approximately 1–2.5 months. The process can be accelerated with the approval of all the parties involved. A map of the plot subdivision is prepared, which shows, for example, the plot number, area, boundary dimensions, boundary points and a list of their coordinates. The areas of Ylämaa, Joutseno and Nuijamaa are mainly areas of advisory plot allocation, with the exception of plan changes made after the municipal mergers.

According to the Basic Education Act, a child must attend one year of pre-primary education or other activities that meet the objectives of pre-primary education during the year preceding the beginning of compulsory education. Children subject to extended compulsory education must attend pre-primary education in the year in which their compulsory education begins. In addition, children subject to extended compulsory education are entitled to pre-primary education in the year in which they turn five years old. A child’s guardian must ensure that the child attends pre-primary education or other activities meeting the objectives of pre-primary education. The City of Lappeenranta organises free-of-charge pre-primary education for 6-year-olds, 5-year-olds subject to extended compulsory education and children starting school at a later time. Pre-primary education follows the school term dates and holidays of the schools in Lappeenranta and lasts for at least 700 hours per year and approximately for 4 hours per day. Pre-primary education is provided at daycare centres. Some of the daycare centre groups are located at a school. If your child needs early childhood education in addition to pre-primary education, the fee is determined based on the care need. Pre-primary education is goal-oriented upbringing and teaching, which is closely linked to both early childhood education and basic education. Pre-primary education in accordance with the Basic Education Act is the first step in the education system and it is part of the pedagogy of early childhood education. The main goal is to support the child’s overall development, learning and wellbeing. The goal is to build a consistently progressing continuum in view of the child’s development, learning and wellbeing from early childhood education through pre-primary education to basic education. Play, functional ways of working and richness of experiences in a diverse learning environment are pre-primary education methods. Open and natural cooperation with guardians is also a prerequisite for the success of pre-primary education. The child is entitled to the support for learning and participation in pre-primary education according to their need.

Enrol your child in pre-primary education by filling in an electronic enrolment form. If your child needs early childhood education in addition to pre-primary education, apply for it in connection with the enrolment. Early childhood education is subject to a client fee based on the family’s size, income and service needs. Pre-primary education hours are free of charge. As regards transport and reimbursement of travel costs, the same principles apply as in basic education. Pre-primary education pupils have the right to pupil welfare, i.e. the care of the child’s overall well-being as an individual and as part of a group. Pupil welfare means promoting and maintaining the child’s good learning, balanced mental and physical health and social well-being as well as their prerequisites in the pre-primary education community. As a rule, pupil welfare is carried out as preventive measures that support the entire pre-primary education community. In addition, children are entitled to individual pupil welfare. Pre-primary education pupil welfare is provided through multidisciplinary cooperation with the Education Services and Social and Health Services in such a way that it ensures a functional and coherent approach. Pupil welfare is carried out in cooperation with the child and guardians, taking into account the age and prerequisites of the child. Solutions to concerns identified in the well-being of the pre-primary education community or child are sought together with the guardian. In pre-primary education, pupil welfare is the responsibility of the pre-primary education community personnel and the employees in charge of the pupil welfare services. The pre-primary education personnel are primarily responsible for the well-being of the pre-primary education community. The pupil welfare services include the services of a psychologist and school social worker as well as health care services.

The involvement of children and guardians is essential in community-based pupil welfare and it promotes well-being. In addition to community-based pupil welfare, children are entitled to individual pupil welfare. Individual pupil welfare work is always started in cooperation with the pre-primary education personnel and the guardian. If you are concerned about your child’s well-being in pre-primary education, talk to the personnel of your child’s pre-primary education group or contact the special-needs teacher in early childhood education, school social worker or school nurse.

Parents can apply for a place for their child in private family daycare. Families conclude a care agreement with the private family daycare provider. They can cover part of the daycare fee with the private daycare allowance paid by Kela, which is paid directly to the family daycare provider. A family can hire a childcarer to work at the family’s home and receive Kela’s child home care allowance for a child under the age of 3 or private daycare allowance for a child under school age. In this case, the family acts as the childcarer’s employer. Families can also employ a childcarer together. The municipal family daycare coordinator needs to approve a private childcarer. The childcarer must be an adult and must not live with the child in the same household. Private family daycare providers are entrepreneurs who usually provide early childhood education in their own home. The group can include four children in full-time care and one child in part-time care, who is either a child in pre-primary education age or school age. The family daycare provider’s own children who are under school age are included in the group. The city monitors private family daycare.

### General prerequisites for the allowances • A road maintenance association must have been established for the private road, and the association must be active and comply with the Private Roads Act. • Information on the private road must be up to date in the National Land Survey of Finland’s private road register and in the Finnish Transport Infrastructure Agency’s road and street database. • There must be permanent housing near the private road. Permanent housing means that real estate tax for permanent housing is paid for the housing and the resident’s permanent address is on the property in question. • The private road must be an access road for permanent residents or be of considerable traffic importance in the locality or be used for other traffic than just for the benefit of the members of the road maintenance association (scheduled traffic). • The minimum length of a private road is 200 m. The length of the road is determined by permanent housing. • The structure of the private road must be such that normal maintenance work can be carried out. • Supported roads or parts of roads do not include forest roads, farm roads or roads or parts of roads leading to properties with no permanent housing. Exceptions include routes used by school transport and other important connections in the road network. For these, the allowance will be considered on a case-by-case basis. • The traffic importance, location and nature of the private road have an impact on the granting of allowances.

Different property formation procedures include parcelling of a plot, parcelling of a public area, easement proceedings that arrange usage rights, determination of the boundary and exchange of land. The City of Lappeenranta maintains the property register of the detailed plan area, performs property formation tasks and draws up plot distributions in the detailed plan area. Cadastral procedures in Joutseno, Ylämaa and Nuijamaa are partly the responsibility of the National Land Survey of Finland.

Pupil welfare services promote and maintain pupils’ good learning, mental and physical health and social well-being as well their prerequisites in the school community. Pupil welfare work is guided by the child’s best interests and the promotion of their well-being. ### Pupil welfare consists of communal work and individual support * Pupils and students are entitled to pupil welfare free of charge, which is a prerequisite for attending education. * Pupil welfare is primarily carried out in the form of preventive, communal pupil welfare that supports the entire community. * In addition, pupils are entitled to individual pupil welfare and pupil welfare services. ### Communal pupil welfare is everybody’s task at school Communal pupil welfare refers to a working culture that promotes the pupils’ * learning * health and well-being * social responsibility * interaction * inclusion * health, safety and accessibility in the environment. Communal pupil welfare work is everybody’s task at school. Each employee who works with pupils and is responsible for pupil welfare services will promote the well-being of pupils and students as well as the entire school community and the cooperation with guardians. The school staff is primarily responsible for the well-being of the school community. The headmaster is in charge of developing the community’s working culture and communal work. ### Individual pupil welfare Individual pupil welfare services include school health care services as well as the services of the school social worker and psychologist. They also include a multi-professional group of experts, which will be assembled on a case-by-case basis to support the pupil. Individual pupil welfare is always voluntary and requires consent. Pupils are entitled to the services of the psychologist and school social worker within a set time limit. The services must be organised in such a way that the pupil is given the opportunity to have an individual conversation with either the psychologist or school social worker no later than the seventh day of school. If the matter is urgent, the discussion must be held on the same or following school day. The psychologist or school social worker will assess the urgency of the matter.

Aluereitit muodostavat väyliä pääreittien sekä paikallisreittien välillä ja jotka voivat olla yhdistettyjä tai kaksisuuntaisia väyliä. Paikallisreitit yhdistävät kodit, palvelut ja virkistyskohteet pyöräreitteihin. Paikallisreiteillä tarkoitetaan liikenneverkon kaikkia muita yhteyksiä, joissa polkupyörällä saa ajaa, esimerkiksi tonttikatuja, virkistys- ja ulkoilureittejä sekä maanteiden pientareita. Pääreittejä on yhteensä 23 kilometriä ja aluereittejä 75,5 kilometriä. Pääreittien kunnossapitoluokitus on I eli talvisin ne aurataan pian laatustandardin (irtolunta keskimäärin ≤ 2 cm) alituttua tai riittävän ajoissa ennen liikenteen huipputunteja. Reittien yhtenäistämisen ohella katujen reunakivetyksiä madalletaan, tienpintoja kunnostetaan ja opastusta, valaistusta sekä pyöräparkkeja lisätään. Vilkas rakentaminen keskikaupungilla tuo haasteita pyöräilyväylien kehittämiseen vielä muutaman vuoden ajan. Keskikaupungilla haasteellisuutta lisää se, että pyöräilyväyliä joudutaan rakentamaan valmiin katuverkoston yhteyteen.

Every pupil studies either religion or worldview studies in all grades. Religion is taught in conformity with the religious community to which the majority of the pupils belong. This means that the schools of Lappeenranta teach Evangelical-Lutheran religion. All members of the Evangelical-Lutheran congregation attend this education. All other pupils may also attend said religious education after the teacher has been notified of the matter by their guardians. The schools of Lappeenranta also provide members of the Orthodox congregation with education in accordance with their own religion. Pupils belonging to congregations other than the Evangelical-Lutheran or Orthodox congregation who do not attend the aforementioned religious education are provided with education in accordance with their own religion if the guardians of at least three pupils belonging to the same religious community so request. Pupils who do not belong to any religious community and do not attend religious education shall be taught worldview studies. The teaching group must have at least three pupils. If the guardian so requests, a pupil who does not belong to any religious community may attend religious education in accordance with the religion of the majority. Since there are few pupils in Lappeenranta attending education in accordance with a religion other than the Evangelical-Lutheran religion, they can attend education of worldview studies at another school. ### Religious events and alternative activities In connection with basic education, it is possible to organise religious events and activities, such as church services or religious morning assemblies, separately from other activities. A pupil cannot be required to take part in religious events or activities. The freedom not to participate is independent of membership in a religious community. During religious events and activities, the school must, where possible, organise alternative and meaningful activities that are as similar as possible in nature and objectives to the event in place of which the activities are to be held. Schools inform about religious events and alternative activities arranged in connection with the teaching in a timely manner and with sufficient precision, so that the pupil’s guardian has the opportunity to announce the pupil’s participation on a case-by-case basis.

The school’s joint celebrations, such as the celebration marking the end of the school year, may not be religious events, and no alternative events are organised for them. However, joint celebrations may include elements referring to religion (e.g. singing a single hymn) if such festive traditions are part of Finnish culture. In connection with enrolment, you will be asked for information on your child’s worldview in order to organise education.

### View the city’s available plots • The city’s assignable plots can be found in the electronic search service. • New plots are added throughout the year. • Read the terms of plot assignment and plot information. Ask for more information if needed. • Read the planning review presenting the areas the city will plan for construction in the next few years. ### Instructions related to electronic plot search • Submitting an application requires registration for the electronic search service. Register with your online banking credentials. • At the first registration, you receive a personal account and you can enter a password for later use. • You can apply for vacant plots by clicking Hae tonttia (Apply for plot) in the plot information. You can apply for several plots at once. • You can arrange the selected plots in an order of priority. • The application must be submitted for processing clicking Lähetä hakemus (Submit application). You can edit or cancel your application until the end of the application period. • You will receive a confirmation email at the provided address that your application has been received. • You can browse applications you have sent and monitor their status by logging in to the service via the link provided in the email. • The first notification of a positive or negative decision will be sent to your e-mail address. The official information will be sent later by post. ### Processing the application • Your application will be processed as quickly as possible. • The assignment of a plot for the first time requires a decision by an officeholder or an institutional procedure. • The decision, appeal instructions and other instructions will be sent to you by e-mail, unless otherwise agreed. ### Signing the plot lease or deed of sale • The assignment decision involves the right of appeal of a resident. This means that the contract related to the assignment cannot be signed until the appeal period has expired. • The land lease agreement or property deed of sale is made online in the Property Transaction Service maintained by the National Land Survey of Finland. A paper contract is concluded only in special cases. • The purchase price must be paid before the property deed of sale can be signed. ### Leasehold registration • If the land lease agreement has been made electronically, you do not need to apply for registration of your property separately. • If it has been made in paper form, you must make a registration notification to the National Land Survey.

### Criteria for the assignment of residential plots: You can reserve residential plots given by the city of Lappeenranta by participating to a separately organized tender or by applying for vacant residential plots from continuous search. The residential plot can also be handed over without general reservation procedure, when it comes to economic policy, for example for a reason, the extension of the old lease or the current one about buying a plot of land related to the right of lease. The applicant can apply for several different residential plots at the same time by placing the plots in order of priority. Applying for several plots improves the plot access and makes it easier to choose the recipient of the plot. Set by the applicant the plot arrangement does not bind the city of Lappeenranta, but is taken into account when making a decision. ### Criteria for the assignment of commercial plots: • The assignment promotes the diversification of the city’s business base and the establishment of new jobs, companies and industries in Lappeenranta. • The assignment promotes the improvement of the operating opportunities of existing companies in Lappeenranta. • The assignment promotes the establishment of various services in different fields in the city. • The assignment promotes the establishment of trade and industry concerned with Finland’s neighbouring regions in Lappeenranta. • The assignment promotes the establishment of the competence areas produced by the University and the technology centre in Lappeenranta. • Business plots are not assigned at a price lower than their fair value.

All children of compulsory school age in Lappeenranta have the right to attend basic education organised by the city. Your child’s school place is determined by your family’s address. If your child has a decision on child-cpecific support made during pre-primary education, it will be taken into account when making the decision on the school place. In this case, your child will be assigned a place in a school where the required measures of support in learning and school attendance can be arranged. In the guide Newcomer’s guide (Opas koulutulokkaan kotiin) and 7th graders guide (Opas 7. luokalle siirtyvän oppilaan kotiin) you will find information on enrolment, weighted classes, transport to and from school as well as other school-related matters.

### New pupils The municipality assigns a school to a prospective student. The student's school place is determined based on the indicative student areas decided by the board and the student's home address entered in the Population Information System. At the beginning of January, the education service will send a notice to the guardian via Wilma about the start of basic education. If you do not have a Wilma account the notice will be sent by post. At the same time, the Applications and Decisions tab will show the primary admission decision made for the child. However, the decision may still be missing or may change. It is no longer necessary to register your child for the first grade. However, the information on the electronic form must be checked and, if necessary, supplemented or corrected. If you cannot fill in the form electronically, you can get help from Customer Service Centre Winkki. You can also use the form to apply for a school place in some other school or, for example, in weighted education. There is a private Steiner school in Lappeenranta. You can apply for a place for your child in Steiner school by contacting the school. There is also a Finnish-Russian School of Eastern Finland, which is maintained by the city’s partly owned foundation. The Finnish-Russian School’s application forms can be found on the school’s website. If you are applying for a place for your child on other school, please notify us using Wilma's electronic form. We will make the remaining admission decisions by the end of March. The schools will send out invitations to their open days. If you want your child to start school earlier, you can find more information on this on the page Starting basic education one year earlier than enacted. ### Pupils moving to Lappeenranta Your child’s school place is determined by your new address. Fill in the enrolment form for pupils moving to Lappeenranta in Wilma. You do not need Wilma credentials to fill in the form. The link to the form is under E-services on top of this page (Verkkoasiointi). After we have received your enrolment form, we will check what your new local school in Lappeenranta is and forward the pupil’s information to the new school. The school will contact the guardians to agree on practical matters. If the pupil has received child-cpecific support measures or attended weighted education in their old school, please indicate this in the additional information field on the enrolment form. School transport is arranged for pupils in pre-primary education and grades 1–9, whose distance to their assigned primary school is longer than five kilometres. The distance is measured from the home address registered in the pupil’s information in the Population Information System to the school using the shortest public pedestrian road. The transport is primarily arranged by bus by issuing the pupils with a travel card. Transport is arranged in other ways if public transport is not available or if the travel time including waiting exceeds the criteria defined by law. Pupils who are entitled to free transport are obliged to walk to/from the bus stop or another place, where the school transport begins or ends. If the pupil lives with their parents in alternating weeks, for example, due to joint custody, school transport is only organised to/from one address, i.e. the address registered in the Population Information System.

### School transport to the secondary school When the pupil attends a secondary school, it is a prerequisite for admission that the guardian is responsible for transporting or escorting the pupil as well as for the related costs. The city may grant assistance for transport costs to the secondary school upon application, if the pupil is eligible for free transport to their primary school. However, in order to be eligible for the assistance, the distance to the secondary school must also exceed five kilometres. The prerequisite for the admission of residents living in other municipalities is that their guardians arrange the pupils’ transport and pay for all the travel expenses. ### School transport benefit School transport benefit is granted to pupils in grades 1–3 as well as pupils in pre-primary education only, whose distance to their assigned primary school is 3–5 kilometres. The benefit is granted in cases where the parent is responsible for transporting or escorting the pupil. The benefit is equal to the cheapest public transport ticket product calculated on the basis of the distance of the school transport, and it is paid afterwards for each semester upon application. The city also has the right, but is not obliged, to arrange transport instead of granting benefit if the transport can easily be combined with existing bus routes or contract transport.
