Описание

The Radiation and Nuclear Safety Authority approves inspection bodies to inspect nuclear facilities’ pressure equipment, other mechanical equipment and steel and concrete structures. You can find the approval requirements in STUK’s guide YVL E.1 Authorised inspection body and the licensee’s in-house inspection organisation. The requirements apply to the operation and structures of inspection bodies, resources and competence, approval procedure, reporting obligations, and the supervision of STUK. The guide YVL E.1 also contains detailed application instructions concerning operations as an inspection body in both construction and existing nuclear power plants.

The applicant must apply for a written approval from STUK in order to act as an authorised inspection body. Applications and other documents must be submitted to STUK in accordance with the guide YVL A.1 “Regulatory oversight of safety in the use of nuclear energy”.

The approval of STUK requires that the inspection body first acquires a qualification accreditation from its national accreditation body (in Finland: FINAS, Finnish Accreditation Service). The criteria for accreditation are the standard SFS EN ISO/IEC EN 17020 (2012-05-21), technical standards suitable for inspection activities and the STUK nuclear power plant guides (YVL guides), which set requirements for the operation of inspection bodies in planned inspection tasks. After the accreditation has been granted, the inspection bodies apply for approval, i.e. authorisation, from STUK.

You can apply for the right to act as the STA by submitting a form to the STUK registry. Prerequisites for establishing STA eligibility are a suitable master’s degree, specialised radiation protection training and sufficient professional experience in a field suitable for the task. Email the application to the STUK registry: stuk(at)stuk.fi, and name the message as "Application for the right to act as the STA". If possible, send the entire application and its appendices as a single attachment.

### Qualification of persons in an organisation that uses radiation The person in question is required to have an interview certificate proving that they are qualified to act as a radiation safety officer in the field of the qualification concerned. The interview certificate is accepted only if it has been obtained from a training organisation whose degree programme has been reviewed and approved by the Radiation and Nuclear Safety Authority in accordance with guidelines ST 1.8. ### Measurement methods for occupational radiation exposure The approval requires accreditation of the measuring service and an inspection by the Radiation and Nuclear Safety Authority. Based on documentation and, if necessary, tests, the inspection will determine whether the dose measurement service meets the requirements set out in guidelines ST 1.9. ### Radiation safety specialist (STA) The operator must also appoint a person responsible for radiation safety (STV) to assist the operator in monitoring the implementation of radiation protection arrangements. The eligibility requirements and tasks of the STV are largely the same as those of the radiation safety officer. In future, the STV will practically replace the radiation safety officer under the current legislation. Prerequisite for obtaining STA qualifications are a suitable master’s degree, specialised radiation protection training and sufficient professional experience in a field suitable for the task. The Radiation and Nuclear Safety Authority (STUK) monitors the occurrence of radiation in the environment 24 hours a day. STUK offers the results of external radiation and outdoor radioactivity measurements for the use of various actors and citizens in society. The level of external radiation is controlled by an automatic radiation monitoring network. The network comprises of approximately 250 measuring stations located in different parts of Finland. The stations measure the dose rate of external radiation (microsieverts per hour, µSv/h) every 10 minutes. Outdoor radioactivity is monitored in eight different locations: Imatra, Ivalo, Helsinki, Jyväskylä, Kajaani, Kotka, Rovaniemi and Sodankylä. A large amount of air is pumped at monitoring stations and radioactive substances attach to a filter. The filters are replaced every 3–7 days, after which the accumulated substances are analysed in the laboratory. This method detects even the smallest changes in the radiation situation.

The individual radiological monitoring document and the certificate written by an occupational health practitioner experienced in radiation form a radiation passbook, which is needed when working with radiation abroad.

When transferring radioactive substances in road transport, the driver must have an ADR licence covering radioactive substances. You can find further information on the driving licence from the Finnish Transport Safety Agency (Trafi). In certain cases, the ADR licence can be replaced, for the part of radioactive substances, with conscious training. However, drivers must receive suitable, task-specific and adequate training on the requirements for the transport of radioactive substances. The training must provide them with sufficient information on the radiation risks associated with the transport of radioactive substances. Such conscious training must be confirmed by a certificate issued by the employer. If a consignment is being prepared for air transport, the packer and the consignor must have a specific qualification in the transport of dangerous goods by air, for example. You can find more information on this training from the Finnish Transport Safety Agency (Trafi).

Sisäilman radonpitoisuus mitataan radonmittauspurkeilla. ### Asunnot Asunnoissa kattava arvio altistuksesta saadaan, kun mitataan kahdella radonmittauspurkilla asunnon eri huoneissa ja/tai kerroksissa. Mittausajaksi suositellaan kolmea kuukautta, mutta vähintään kaksi kuukautta syyskuun alun (1.9.) ja toukokuun lopun (31.5.) välisenä aikana. Kuntien ja taloyhtiöiden radonkartoituksissa voidaan mitata yhdellä radonmittauspurkilla asunnon alimmassa asutussa huoneessa. Jos vapaa-ajan asuntoa käytetään paljon muina vuodenaikoina kuin kesällä, voi radonmittaus olla tarpeellinen myös vapaa-ajan asunnossa. Mittaus tulisi tehdä silloin, kun vapaa-ajan asunnossa oleskellaan. ### Työpaikkojen radonmittaus Työpaikkojen radonmittauksissa valitaan mittauspisteiksi ne tilat, joissa työntekijät ovat eniten. Työpaikan radonmittaus tehdään maanpinnasta lukien rakennuksen ensimmäisessä kerroksessa ja lisäksi kellarissa niissä tiloissa, joissa työskennellään tai jossa sosiaalitilat sijaitsevat. Tarvittavien radonmittauspurkkien määrä vaihtelee tilojen mukaan. Jos radonpitoisuuden toimenpidearvo ylittyy ensimmäisessä purkkimittauksessa, voidaan tarvittaessa selvittää työnaikainen radonpitoisuus ns. jatkuvatoimisella radonmittauksella. Ilmastoinnin vuoksi työnaikainen radonpitoisuus on usein pienempi kuin radonmittauspurkilla saatu pitoisuus.

In accordance with the Nuclear Energy Regulation, the Radiation and Nuclear Safety Authority grants a licence for the transport of nuclear materials and nuclear waste in Finland or through the Finnish territory. A transport licence is always required for spent nuclear fuel. However, a transport licence is not required if the fuel used is not used and the quantity of the special fissile material transported at once is small. In addition, transport licence is not required for natural uranium, depleted uranium or thorium, or nuclear waste without nuclear material and with a maximum activity of 1 TBq. The application for a transport licence shall include at least the applicant's name or business name and registered office, the nature and quantity of the substances to be transported, and where and when the transport is planned to take place. In addition, the application must be accompanied by an official certificate or an extract from the trade register or a similar account of the applicant and the applicant's nationality, as well as an account of the applicant's expertise in the transport of the substances referred to in the application, an account of the manner of transport, a general description of the security and preparedness arrangements and an account of arranging liability for nuclear damage.
