Illiterate people may have the opportunity to complete a short introduction training to Finnish society in their own language. In addition to education, the studies may involve an internship or voluntary activities. The main study language must be either Finnish or Swedish. Language studies must include at least 20 hours of weekly education. The employment services makes a decision on whether you can receive unemployment security for the duration of your studies. The supported period is determined on the basis of the studies’ duration, and the maximum period of unemployment security for one training is 24 months. However, the support period for completing basic education may be as long as 48 months.

When you are planning to study independently, contact an expert of the employment services by submitting a contact request in the E-services online service, for example. You will have to agree on the studies in the employment plan drafted with the expert before the commencement of your studies. The expert will assess your educational needs and the significance of studies for your employment. You may receive unemployment security for studies you started earlier if at least a year has passed from the disruption of your studies, or if your studies started during a period when you received financial benefits paid by the employer, or if you started the studies as vocational labour market training. When you receive a student place, ask the educational institution to fill in the form The education provider’s statement on planned studies. Fill in the form Arguments for a need of training, and submit the completed forms to the employment services. Once the employment services has received the forms, it makes a decision on supporting studies. As a student receiving support, you have to report to the employment services on the progress of your studies, for example. If the employment services and the party paying the unemployment security do not receive the information they require, your entitlement to an unemployment security may expire, and you may have to pay back the security already paid to you. Dropping out of studies requires a valid reason, such as long-term work, long-term sick leave or family leave. The network membership is granted on application by the Ministry of Economic Affairs and Employment of Finland. EURES (European Employment Services) is a recruitment and employment service covering the EU and EEA countries. It will also not accrue annual holidays or pension. Usually, the person participating in a work trial receives unemployment security and expense allowance. The duration of the work trial varies, as personal situations and the objectives of the trial are very different. Work trials can help find solutions in situations such as below. * The person participating in a work trial does not have vocational education or training, or they are planning to change fields or occupations. In a work trial, they can find out whether they are interested in the field or profession, or whether a certain field or profession is suitable for them. * The person participating in a work trial has the required competence and they are interested in becoming an entrepreneur. With the trial, they can test what entrepreneurship is in practice and whether they have the characteristics required for it. * The person participating in the trial has been outside the job market for a long period, for example, while being unemployed or on family leave. In the work trial, they can determine whether their competence is up to date. * The person participating in the work trial has previously worked outside Finland. In the work trial, they can learn about the prerequisites they have for finding employment in Finland and the services they might need to promote their employment. The duration of a work trial may not exceed 6 months, and the same person can continue a work trial with the same employer for no more than six months. In a municipality, a work trial can last 6 months, but you can try the same work task for no longer than six months. The daily and weekly working hours of the work trial may vary depending on personal situations. Usually, a contract of 1–3 months suffices. The work trial may at the most take place on five days a week and 4–8 hours a day. If the work in question usually includes shift or weekend work, the work trial may also involve such hours.

Provide a clear and detailed description of the work duties available to a person interested in the field or profession, or planning a return to work, as well as the working environment on offer. Include information on transport connections to the work place, as well as the working hours. As the participant will not have an employment contract, and the objective of the trial is not to gain work experience, you will not be able to impose competence requirements on the possible participant. In your description, mention the presentation of a criminal record if the work trial includes work with children or young people. The employment services will check the notice before it is published, and request additional information if needed, or inform you if the possibility to arrange a work trial is denied. The agreement must state * the goals of the work trial, * the time and place of the work trial, * the trial’s daily and weekly duration and total duration, * the tasks that the person participating in the work trial performs during it, * the person responsible for the guidance and supervision of the person participating in the work trial, and * the unemployment benefit's payer to whom you must notify of any absences. The employment services will confirm that the person representing the trial’s organiser is authorised to sign the agreement from the Trade Register, the Register of Foundations or the Register of Associations. You must notify the shop steward of the agreement.

If, as an employer, you negotiate layoffs or dismissals with your employees, it is possible to organise a work try-out if the conditions are met and it is appropriate to organise it. As an employer, you agree that offering a work try-out does not weaken the rights of employees in an employment relationship in situations where you have dismissed, laid off, or made your employees work part-time. The municipality has an obligation to offer employment. A work trial can, however, be organised at a workshop of a municipality or a community of municipalities, or a similar training unit, if the person participating in the work trial will try out assignments which the municipality does not give out to its own employees working under an employment contract, and to which the employer’s obligation to offer work does not extend in accordance with the Employment Contracts Act. The same principles apply to a workshop run by a foundation or association, or a similar training unit.

Palkkatukea voidaan myöntää * toistaiseksi voimassa olevaan kokoaikaiseen työsuhteeseen, * määräaikaiseen kokoaikaiseen työsuhteeseen, * oppisopimuskoulutukseen, * osa-aikaiseen työsuhteeseen, jos tuen myöntäjä pitää sitä tarkoituksenmukaisena ja se edistää työnhakijan mahdollisuuksia työllistyä. Työllisyyspalvelut arvioi, että tuki on tarkoituksenmukainen keino edistää työttömän työnhakijan työllistymistä ja päättää erikseen jokaisen tukijakson keston ja määrän. Tieto palkkatuesta on kirjattu työttömän työnhakijan työllistymissuunnitelmaan tai palkkatukikorttiin. Palkkatukijakson pituuteen vaikuttaa esimerkiksi palkattavan henkilön työttömyyden kesto ja alentuneen työkyvyn vaikutus työsuoritukseen. Tuki myönnetään useimmiten viideksi tai kymmeneksi kuukaudeksi riippuen palkkatukea edeltävän työttömyyden kestosta. Tuki myönnetään enintään työsuhteen keston ajaksi. 60 vuotta täyttäneen pitkäaikaistyöttömän palkkaamiseen tukea voidaan myöntää enintään 24 kuukaudeksi kerrallaan. Työnantaja, joka palkkaa työttömän työnhakijan, voi saada taloudellista tukea palkkatukena 50 prosenttia palkkakustannuksista. Alentuneesti työkykyisen työllistämiseen voi saada 70 prosenttia tukea. Eräissä tilanteissa yhdistys, säätiö tai rekisteröity uskonnollinen yhdyskunta voi saada palkkatukea 100 prosenttia palkkauskustannuksista. Tukea maksetaan enintään 1260-2020 euroa kuukaudessa tuen myöntöperusteen ja maksettavan bruttopalkan mukaan.Työnantajana sitoudut maksamaan palkkatuetulle työntekijälle työehtosopimuksen mukaista palkkaa tai tavanomaista ja kohtuullista palkkaa, jos sovellettavaa työehtosopimusta ei ole. Palkkakustannuksilla tarkoitetaan työntekijälle työajan tai urakan suorittamisen perusteella maksettavaa ennakonpidätyksen alaista palkkaa. Tuki kohdentuu palkkakustannuksiin, eikä työnantaja voi kattaa tuella palkan sivukuluja tai lomarahaa.

Jos haet jatkoa palkkatuelle, jätä jatkohakemus ennen tukijakson päättymistä. Työsuhteen täytyy jatkua välittömästi siitä, kun edellinen tukijakso päättyy. Asiointipalvelussa hakemuksen voi jättää vain valtuutettu henkilö. Palkkatuessa käytettävä valtuusasia on nimeltään Palkkatuen hakeminen. Valtuutuksen saaneet henkilöt asioivat asiointipalvelussa organisaationsa puolesta Suomi.fi-tunnistuksen kautta. Organisaation puolesta voivat asioida ilman erikseen annettua valtuutta vain henkilöt, joilla on asioiden hoitamiseen olemassa oleva valtuus tai rekisteritietoihin perustuva oikeus. Palvelu tarkistaa asiointioikeuden kirjautumisen yhteydessä. Valtuuden lisäksi asiointipalvelun käyttö edellyttää yhteisöasiakkailta Y-tunnusta. ### Näin haet tukea Hae palkkatukea sähköisesti Työmarkkinatorilla Asiointi-palvelussa yrityksille ja työnantajille -palvelun kautta. Asiointi-palveluun kirjaudut henkilökohtaisella pankkitunnisteella, mobiilivarmenteella tai varmennekortilla. Täytä hakemus ja lisää siihen tarvittavat liitteet asiointipalvelun palveluvalikon kautta. Asiointi-palvelun sisäiset ohjeet helpottavat hakemuksen täyttöä. Palvelusta saapuvat ilmoitukset kertovat tietoa asiointisi eri vaiheista. Tuki ei saa heikentää palveluksessasi olevien työntekijöiden asemaa. A pay subsidy is an economic benefit that the employment services may grant an employer to cover the costs of hiring an unemployed job seeker and the time spent for guiding the new employee. For you, the pay subsidy provides an opportunity to find a job for which your education is not completely sufficient or to find a job even if you suffer from a disability or an illness that affects the performance of your duties at work. Work supported by pay subsidy always involves a normal employment relationship or an apprenticeship. The employment relationship may be valid for a fixed or a non-fixed time, and the job may be full-time or part-time. You receive a salary in accordance with an applicable collective agreement or, if no applicable collective agreement exists, a prevalent and reasonable salary for the job in question.

After registering with the employment services as an unemployed job seeker, you and an expert of the employment services assess and agree whether your employment may be supported by a pay subsidy granted to the employer. The possibility for work supported by pay subsidy is included in your employment plan. If you require a certificate stating the possibility to receive a pay subsidy to support your job seeking, you may be provided with a pay subsidy card. The card will be valid for three months at a time. Seek a job actively by yourself. Contact interesting employers and apply for vacancies. The EURES (European Employment Services) service will help you when you want to recruit an employee from an EU/EEA country. The EURES Advisers at the TE Office will give you advice and help you to plan and execute the recruitment process and select the target country. No qualifications or partial degrees are completed during the training. Recruitment training is intended for an employer or a group of several employers who need new competent employees. The training is also suitable for employers in the public sector. This is a discretionary service. The recruitment training is not to be used for the financing of regular orientation and personnel training for which the employer is the cost bearer or of training that employers must organise in order to comply with the national training standards.
