The Päijät-Häme Employment Services may grant organisations discretionary pay subsidy to cover the costs of hiring unemployed job seekers and the time spent for guiding the new employee. Salary costs covered by pay subsidy refer to salary which is subject to withholding tax and paid to an employee based on working hours or completion of a contract. The pay subsidy improves the professional skills of unemployed job seekers. It also promotes opportunities for people with disabilities and persons aged 60 or over who are long-term unemployed to gain access to employment and to participate working life. The subsidy is granted and paid to the employer, but it is always dependent on the service needs of the unemployed job seeker. A pay subsidy may be granted for: * open-ended full-time employment, * fixed-term full-time employment, * apprenticeship training, or * part-time employment if the granter of the subsidy feels that it is appropriate and that it promotes the job seeker’s possibilities to find employment. The Päijät-Häme Employment Services assesses that the subsidy is an appropriate mean to promote the employment of unemployed job seeker and determines the duration and amount of each subsidy period separately. The possibility for pay subsidy is indicated in the job seeker’s employment plan or pay subsidy card. The length of the pay subsidy period is affected, for example, by how long the employee is unemployed and the effect of decreased work ability on work performance. Depending on the duration of the unemployment preceding the subsidy, the pay subsidy will usually be granted for five or ten months. Pay subsidy is granted for the duration of the employment relationship at most. Subsidy is granted for employment relationships of long-term unemployed persons over 60 years for up to 24 months at a time. An employer hiring an unemployed job seeker may receive financial assistance in the form of a pay subsidy covering 50 % of payroll costs. A 70 % subsidy may be received for employing those with reduced capacity for work. In some situations, an association, foundation or registered religious community may receive a pay subsidy of 100 % of payroll costs. The maximum amount of subsidy per month is between 1 260–2 020 euros, depending on the criteria for granting the subsidy. The employer agrees to pay salary in accordance with the collective agreement or normal and reasonable salary for the work in question, if there is no applicable collective agreement.
